කොටස් වෙළෙඳපොළ පිළිබඳ විශේෂඥයකු ලෙස ද ප්රකට ඔහු ඇමරිකාවේ චසඑඑsඉමරඑය සරසවියේ සංවර්ධන ආර්ථික විද්යාව පිළිබඳ පළමු පෙළ උපාධිකාරියෙකි. මහා බැංකුවේ අය වැය දෙපාර්තමේන්තුවේ සහකාර අධ්යක්ෂ, ආහාර කොමසාරිස්, වවුනියා දිසාපති ඇතුළු උසස් රාජ්ය තනතුරු ගණනාවක් හා පෞද්ගලික අංශයේ මූල්ය සමාගම් ගණනාවක ද ඉහළ තනතුරු හෙබවීය.

ජාත්යන්තර මූල්ය අරමුදලට බාර දෙන රටේ ඉදිරි ආර්ථික සැලසුම ආර්ථික හා සමාජ මෙන්ම ප්රබල, දේශාපාලන අර්බුද ගණනාවක් නිර්මාණය කිරීමට බාගදා හේතු විය හැකි බවට ඔහු මෙම සාකච්ඡාවේදී අනතුරු අඟවයි.

වැට් බද්ද, ආදායම් බද්ද හා ජාතික ගොඩනැඟීමේ බද්ද ඇතුළු නව බදු සංශෝධන ආණ්ඩුවෙන් ඉදිරිපත් වී තිබේ. විපක්ෂයේ විරෝධතා හා විවේචන ද, ජනතා මැසිවිලි ද ආණ්ඩුවට එල්ල වන්නට පටන් ගෙන තිබේ. ජනතාවට සහන දෙන්නට පොරොන්දු ගණනාවක් දී බලයට ආ ආණ්ඩුව ඒ වෙනුවට ජනතාව පිට බදු බර පටවන බව විපක්ෂය චෝදනා කරයි.

යහ පාලන ආණ්ඩුව උග්ර මූල්ය දුෂ්කරතාවක එරී අය වැය හිඟය පියවා ගන්නට තබා එදිනෙදා වියදම් ඇතුළු ජංගම ගිණුමවත් පියවා ගන්නට අපහසු තැනට පත්ව තිබේ. ජාත්යන්තර මූල්ය අරමුදල වෙත යැම හැර වෙනත් විකල්පයක් නැති නිසා එහි කොන්දේසි ඉටුකරන්නට ආණ්ඩුවට සිදුව තිබේ. මේ නව බදු සංශෝධන එහි එක් පියවරකි. අධික සහනාධාරවලට ජා. මූ. අරමුදල කවදත් එතරම් කැමැති නැති බව ප්රකටය. එහෙත් ඉස්සර මෙන් අධ්යාපනය, සෞඛ්යය වැනි අංශවලට ආර්ථික කොන්දේසි දැන් මූල්ය අරමුදල පනවන්නේනැත. මන්ද දේශපාලන අර්බුදවලට එවිට හේතු වන බැවිනි. එසේ වුවත් තවත් නව බදු ද,බදු වැඩි වීම් ද මෙතෙක් ක්රියාත්මක සහනාධාර වැඩසටහන් බොහොමයකට කණකොකා හඬන්නට ද බොහෝ දුරට ඉඩ ඇති බව නම් පැහැදිලිය. මුදල් ඇමැතිටත්, අගමැතිටත් ආණ්ඩුව මූල්ය අර්බුදයක සිටින බව ප්රසිද්ධියේ කියන්නට අකමැතිය. එහෙත් ගයන්ත කරුණාතිලක යතුරුපැදි ප්රශ්නය සම්බන්ධ කතා බහේදී මාධ්යකරුවන්ට කීවේ ආණ්ඩුව උග්ර මූල්ය දුෂ්කරතාවක සිටින බවය.

දේශීය බදු මගින් දේශීය භාණ්ඩවල හා සේවාවල මිල වැඩිවන අතර, ජීවන වියදම වැඩි වීමට ද හේතු වේ. එවිට දේශීය නිෂ්පාදන අඩපන වෙමින් රැකියා අවස්ථා අඩුවීමට බලපායි. ඊටත් වඩා බරපතළ ප්රශ්නය නම් විදේශ ආයෝජකයන් මෙරට කර්මාන්ත හෝ සේවා පාදක ආයෝජනයක්ව පසුබට වීමය. දැනටමත් විදුලිය, ප්රවාහන ගාස්තු, ජල ගාස්තු අපේ රටේ වැඩිය. එය ආයෝජනවලට දේශීය විදේශීය වශයෙන් සෘජු ලෙස බලපා තිබෙන බව අප පිළිගත යුතුය. ඒ ඒ භාණ්ඩවලට බදු පනවන්නේනම් මිල වැඩිවන්නේ ඒ භාණ්ඩය පාවිච්චි කරන්නා පමණය.ව බදු වැඩිවීම තුළ ඒ වාසි තත්ත්වය ද දක්නට ඇත.

දේශීය නිෂ්පාදන අතින් ශ්රී ලංකාව ඉතා දුර්වල තැනක බව අපි දනිමු. ඒ නිසා ඇත්ත කිවහොත් 90% පමණ අප පාවිච්චි කරන පරිභෝජන භාණ්ඩ සැපයෙන්නේ විදේශයන්ගෙනි. ලෝක වෙළෙඳපොළ තුළ අද තෙල් මිලේ සිට හැම භාණ්ඩයකම මිල අවපාතයකට ලක් වී ඇත. ඒ නිසා අඩු මුදලකට විදේශ භාණ්ඩ සැපයීම හා මිලදී ගැනීම ආර්ථිකයේ අනිවාර්ය ලක්ෂණයක් වී තිබේ. සීනි, කිරිපිටි, ඖෂධ, අත්යාවශ්ය ආහාර හැර ආනයනික අනෙක් භාණ්ඩවලට වැට් බදු පැනවීම නොකර ලිහිල් බදු මත ආනයන පවතින්නට ඉඩ හැරීමේ වැරදි ආර්ථික කළමනාකරණයේ ප්රතිඵලයි අප අත් විඳින්නේ. උදාහරණයක් ලෙස ඇපල්, දොඩම්, මුද්දරප්පලම් සඳහා කොතරම්බදු අයකර ගත හැකිද. අධි සුඛෝපභෝගී භාණ්ඩ ද එසේමය. රෙදිපිළි ආනයනය රජයට අදාළ බදු වංචා හා අධික පාඩුවක් ගෙන දෙන ආනයනයන් ය. ආණ්ඩුවබදු පනවන්නේ හරියටම ඇස් වසාගෙන අලියාට ඇහැ තබන්නට යන පොඩි දරුවෙකු මෙනි.

මෙසේ ආනයන අධික වීම අපට දැරිය හැකිද, රට උග්ර විනිමය හිඟයක පවතී. පිටරට ගියකුන් එවන රුපියල් බිලියන දහයක පමණ මුදල නැත්නම් අප කපෝතිය. ශ්රී ලංකාවේ මූල්ය තත්ත්වය ගැන විහ්වාසයක් නැති නිසා විදේශ ආයෝජකයන් කොටස් වෙළෙඳපොළෙන් ඩොල්ර් මිලියනයක් පමණ ඉවත් කරගෙන ගොස් ඇත. මෙසේ විදේශ භාණ්ඩ අධික ආනයනය නිසා ඇතිවන වෙළෙඳ ශේෂ හිඟය පියවන්නේ කෙසේද?2014 අය වැයේ එම ගෙවුම් ශේෂ හිඟය දළ දේශීය නිෂ්පාදිතයෙන් 2.9% කි. ඩොලර් මිලියන 8287 කි. ආණ්ඩුවට ජාත්යන්තර මූල්ය අරමුදල ඉදිරියේ දණ ගසන්නට වී ඇත්තේ මේ අර්බුදවලට විසඳුමක් නැති නිසාය. අගමැති රනිල් වික්රමසිංහ පාර්ලිමේන්තුවේදී පසුගිය බදාදා පැවසුවේ කුමක්ද? මූල්ය අරමුදල වෙතින් ණය මුදලක් ලබා ගැනීම පමණක් නොව අලුත් බදු ක්රමයක් සඳහා උපදෙස් ලබා ගැනීමට සාකච්ඡා කරන්නට ද යන බවය. මෙම නව බදු කෙසේ කවර ලෙස ඉදිරිපත් වේද?. අනිවාර්යයෙන් සහනාධාර කප්පාදුවකට, භාණ්ඩ මිල වැඩිවීම් රැසකට හේතුවන බව නම් පැහැදිලිය. එසේ නැතිව අය වැය හිඟය අඩු කර ගන්නට රජයට නොහැකි නිසා ය.

බලයට එන්නට පෙර දුන් තුරුපහේ දේශපාලන පොරොන්දුÊබලයට ආ විට ඉටු කරන්නට නොහැකිව හැම ආණ්ඩුවකටම තරු පෙනීම අප දන්නා පුරුදු දෙයකි. වර්තමාන ආණ්ඩුවට වී ඇත්තේ ද එයම නොවේද? රාජ්ය සේවක වැටුප රුපියල් 10,000/} කින් වැඩි කිරීම, රබර් කිලෝවකට රුපියල් 350/} ක සහතික මිලක්, වී සඳහා රුපියල් 50/} ක සහතික මිලක්, යතුරුපැදි සඳහා රජයේ සේවකයන් ගෙවූ රුපියල් 350/} ට අඩු මුදලට ලබාදීම ඉන් කිහිපයකි. අවුරුදුÊපහ තුළ රැකියා දසලක්ෂය එක් පොරොන්දුවකි. අද සමෘද්ධි සහනාධාරය මාස දෙක තුනකින් ගෙවා නැති අතර, නැවත සහනාධාර ලබන්නන් ගැන සමීක්ෂණයක් අරඹා තිබේ. වී මිල අඩුව තිබේ. පොහොර රුපියල් 350/}ට වත් නැත. ගොවියෝ ඇමැතිවරුන්ගේ ගෙවල් වටළති.

රජයේ ආදායම ශීඝ්රයෙන් පහත බසිමින් තිබේ. දළ දේශීය නිෂ්පාදිතයෙන් 2000 වසරේදී 17.2 වූ එම ආදායම 2014 වසර වන විට 14.9 දක්වා පහත බැස තිබේ. එදිනෙදා ගෙවීම් වියදම් සඳහා වන ජංගම ගිණුමේ හිඟය රුපියල් මිලියන 8282 කි. ආණ්ඩුවට අතපයවත් ගලවා ගත නොහැකිව හිර වී ඇති යෑයි මින් පෙනේ.

වර්තමාන යහපාලන ආණ්ඩුව බලයට පැමිණි වහාම කළේ භාණ්ඩ වර්ග 14 ක පමණ මිල අඩුකරලීමය. කොත්තමල්ලි අය වැය යෑයි එදා කීවේ ඊටය. එසේ භාණ්ඩ අඩු කිරීමට අවශ්යතාවයක් තිබුණේද? එසේම තවත් බදු ලිහිල් කරන ලදී. දේශපාලන වශයෙන් මහින්දට වඩා අප ජනතාවට ආදරේ හා පණ දෙන බව පෙන්වන්නට ය. මුදල් ඇමැති රවි කරුණානායක මාධ්ය සාකච්ඡාවකදී කීවේ මේ යහපාලන ආණ්ඩුව සිටින්නේ ජනතාවගේ ආදායම් වැඩිකර ගැනීමේ තුන්වේල හොඳට කන්නට බොන්නට හැකි තැනකට ගෙන ඒමේ උත්සාහයක බවය. අද වී මිල අඩු කිරීම් කෙසේද කියා නැත.

මහින්ද රාජපක්ෂ සහනාධාර දිගින් දිගට සැලසූ බව ඇත්තය. රස්සාවල් දුන්නේය. පාරවල් පාලම් හැදුවේය. ඔහු උද්ධමනය වැඩි වන්නට නොදී රට කළේ කෙසේද?. චීනයෙන්, ධනවත් අරාබි රාජ්යයන්ගෙන් ඔහුට මුදල් හා ණය ආධාර ලැබුණි. යහ පාලන ආණ්ඩුව මුළු ලෝකයම තම මිතුරන්යෑයි උඩජාරුවට කීවත් මුදල් ආධාර ණය දෙන්නට කෙනෙකු නැහැ. ඉන්දියාවට මුදල් නැත. ඇමෙරිකාව, බ්රිතාන්ය, ජර්මනිය, ප්රංශ ආර්ථික ගොහොරුවල එරී ඇත. මේ ආණ්ඩුව කළ ලොකුම මෝඩකම ධනවත් චීනය හා අරාබි රටවල් ඈත් කිරීමය. චීනයේ හෝ අරාබි රාජ්යවල ණය වලට කොන්දේසි නැත.

අවසාන වශයෙන් කිව යුත්තේ ඉදිරියේ ආර්ථික අසීරු කාලයක් වෙත්ම එමගින් දේශපාලන අර්බුද ද මතුවීමට බොහෝ සේ ඉඩ ඇති බවය. සෑම දෙයම නිකං දෙන සහනාධාර වැඩිකරන ආර්ථිකයකින් රටක් දියුණු නොවේ. එය හැමදාම කළ නොහැකිය. මහින්දගේ ආර්ථික සැලසුම් රටට අනාගතයට දිගු කාලීනව ගැලැපෙතැයි මම නම් නොසිතමි. ළඟදීම නව ආර්ථික සැලැස්මක් රට වෙනුවෙන් ඉදිරිපත් කරන බව අගමැති රනිල් වික්රමසිංහ මහතා පසුගියදා ප්රකාශ කළේ අපට මතකය. මා සිතන ආකාරයට එම සැලැස්මේ වැඩිම නිර්මාණකරුවා මිය යුත්තේ ජාත්යන්තර මූල්ය අරමුදලය.

ගෝලීයකරණය...... ගෝලීයකරණය කියමින් පිටරටින් එන ආර්ථික උපදේශකයන් සැලසුම්කරුවන් ඉදිරිපත් කරන ආර්ථික වැඩසටහනක් ශ්රී ලංකාවට ගැලපේ දැයි නැද්දැයි කිසිසේත් සොයා බැලීමක් නැති බවට මම චෝදනා කරමි. මුළු ලොවම ගෝලීයකරණයට අසුව ඇතැයි යන්න ඇත්තය. එහෙත් ශ්රී ලංකාව වැනි රටක් හෝ ඉන්දියාව වැනි රටක් හෝ ගත් කළ ආර්ථික, සමාජ හා දේශපාලන සංස්කෘතිය පසුබිම තුළ යම් දේශීය අනන්යතාවක් ඇත. විදේශ ආර්ථික සංවිධාන හා උපදේශකයෝ එය අමතක කරති. අපේ අයද එය ගෙඩි පිටින් බාර ගන්නට සුදානම් ය.

දේශීය නිෂ්පාදනය වර්ධනය කිරීම යනු රටේ විදේශ විනිමය වර්ධනය, ඉතුරුම, රැකියා වර්ධනය හැම පැත්තම නංවන්නකි. එහෙත් හැම ආණ්ඩුවක්ම යහපාලන ආණ්ඩුව ද බලන්නේ අපේ ගැහැනු පිටරට වළං හෝදන්නටද, අගනා තරුණ පිරිස් ශ්රමය කොරියාවේ නැව්වල මළකඩ හූරන්නට යෑවීමෙන් විනිමය උපයා ජීවත් වන්නටය. ස්වයං රැකියා විෂයය ආගිය අතක් නැ. ජාත්යන්තර මුල්ය අරමුදලට රට බාරදෙන දවස ළඟය.

ECONOMYNEXT – Sri Lanka’s Cargills Bank group made a loss of 78 million rupees in the December 2015 quarter against a profit of 44 million rupees a year ago with the bank continuing to expand, adding more branches during the year.

At bank level, net interest income for the December 2015 quarter rose 51 percent to 106 million rupees from a year ago with interest income more than doubling to 184 million rupees and interest expenses shooting up 431 percent to 77 million rupees.

Cargills Bank made a loss of 18 cents per share in the December quarter, interim accounts showed.

For the full year ending 31 December 2015, Cargills Bank group reported a loss per share of 72 cents, up from a loss per share of 26 cents the year before.

The net loss for the year ending 31 December 2015 widened to 316 million rupees, from 113 million rupees the year before.

The accounts showed Cargills Bank had 11 bank branches at year-end, up from three the year before.

Cargills Bank said its main promoters had agreed to further invest in the bank to meet the new minimum capital requirement of 10 billion rupees, with central bank approval pending.

Cargills Bank also said Entrust Securities PLC (ES) with which it has a repurchase agreement had failed to return the securities when the borrowings matured in 2016.

The carrying value of borrowings amounted to 286.92 million rupees at 31 December 2015, and the market value of securities pledged to ES as collateral was 344.54 million rupees.

“ES failed to return the securities when the borrowings matured in 2016,” a note to the accounts said.

“These borrowings have been rolled forward at the request of National Savings Bank who have been appointed by CBSL to manage ES.”

Cargills Bank said it had made no provision in the financial statements in respect of the potential exposure of 57.62 million rupees as at year-end because of “insufficient clarity on the status of ES, specifically on Central bank actions to address issues with ES.”

Yes, these days majority of so called Sri Lankan Buddhists and Monks follow every thing except what Lord Buddha preached!

It is a shame that we have to learn this bitter truth from a caliber of following person.

We heard Chang Chung people promised a massive amount of $ to give benefits to the people before election  was called, so that they can continue unchecked business and other activities for 8 more years,  but overconfident gang didn't care at all, and didn't have a clue about awakening Polonnaruwa in 2014 till the last minute.

These people should be slogged in public for disturbing the peace.

Sri Lankan state & Private Universities, Campuses and Higher Education Institutes World Rankings 2015 January edition released.

According to the 2015 January edition, Again Colombo University maintain their No:1 position in Sri Lankan Universities.

Peradeniya Campus secured No 2 place while Moratuwa Uni 3rd place.

Sri Jayewardene University (Japura Campus) dropped to No: 5th place while Kelaniya University jumped to 4th Place.Ruhuna University has ranked as 6th Place.

When compared to world ranking, we are still far away (2135) but improved than last year (2146).

This a wonderful management and accountability of another state run entity!

I patronize this place often and most facilities are in shabby states always.
Instead of reacting fast and being defensive, they should admit mistakes and take necessary corrective measures.
(Go to the men's wash room in the depature lounge ground level after immigration now and see the condition of it).

This is the common situation in many state run ventures, specially in 3rd world countries. Although some of us justify their continuation as they are, this is the bitter truth. In addition to notorious mismanagement, lack of accountability is a major problem in these ventures. If this news item is related to a private firm the CEO should have been fired by now !

This situation is mainly because of Political  interference and Political appointments

Politicians should interfere to correct mistake of State Enterprise

In this country they initiate mistakes and frauds

Usually they appoint people who can earn money and share with them. Then they sent list from their electorate to give unproductive employment

Same old situ on the ground, though technology is and will be playing a bigger role in exposure. I expect tangible change on ground might take another decade or so.
