The Act which formulated CB requires CB to advice the Govt,. on economic policy matters.
Whether they give such advice and whether the Govt,. heeds to such advice, if any, is a matter to be concerned by the voters of this country.
The duty of the Auditor General covers this aspect of management auditing too in addition to accounting of public funds related matters.
Parliamentary advisory committees are there to oversee all these aspects but failed miserably on this facet of their responsibility. However, to our solace, they have been very smart in fraudulent activities as it has some political advantages & importance. Glad that they showed some interest lately unlike their predecessors.
Earlier, I have some bad personal experience where an opposition member, then, (still a Minister) in one of these committees safeguarded errant public officers saying they were working under the influence of political leaders and hence they should not be punished. ?What a shameless argument by a member of a parliamentary committee appointed by the voters and paid by public funds just to over see their Public funds.
The delay in approving the recent Act to give more powers to the Auditor General in recovering such public funds from errant public officers is due to the influence of such policy makers (members of parliament and ministers). Though we clamor for Yahapalanaya and some leaders say the same word in public, I do not see any genuine effort in structuring the government procedures as promised at elections, though some slip shot work has been seen owing the public pressure.
The sad story in Sri Lanka is that none of them care what is laid down in law and their statutory duties. Even the voters are now seem bending towards former dictators ignoring all corrupt activities committed by him.
I am glad that the current CB Governor has a back borne to openly talk about his statutory duty. We need more from you Mr Governor!
All these views were widely spoken by our veteran member SLS elsewhere. He too fought a lone battle & lamented our poor contributions towards his crusade.
