100% correct abt non-productive nation.
i would like to drag here my personal experience about a day in a divisional secretariat office.(this not happen in everywhere.)
*workers comes to the office around 8.30-9.am. and keep telling gossips and etc.
* tea break around 10.30-10.45
*around 12.30 they prepare for the lunch and lunch time 13.00-14.00
*after 15.30 ready to leave office. Did you find any productivity or proper service from above divisional secretariat. some workers are not working more than 3 hours per day. so why they need holidays while they already take holidays in their office time.
most of the government sectors are not productive and efficient. because they know that their jobs are well protected until they resign from the job and they know they will have their salary on 25th day of the every month.so they don't care about efficiency and quality service.
but private sector is very competitive. because there are thousands job seekers are ready to fill the vacancies . other thing is if someone not efficient in a company then manager can take final decision about the worker. So everyone give their full energy to keep their jobs in safe. this is why always private sector is efficient than government sector.
my personal opinion is government sector should have strict time schedule and work plan like private sector. we should introduce contract based system for government sector. every 2 years departments can revise productivity and efficiency of the workers and decide whether worker has enough efficiency to give quality service to the department or resign(cancel) the contract. if we implement this system then there will be a competition for jobs and everyone will works to keep safe their job.
talking about holidays. personally I hate to have too much holidays. because we already have Saturday and Sunday as holidays per a week
