The one-year study by Japan International Cooperation Agency (JICA) will cover power generation, transmission and distribution while taking into account environmental and social aspect of electricity supply, JICA Chief Representative in Colombo Kiyoshi Amada said.
“It will also include supply of non-conventional renewable energy into the national grid and management of generation, transmission and distribution,” he told a news conference.
In this project, the latest master plan of the Ceylon Electricity Board (CEB), also formulated with JICA support, will be updated, according to the aid agency which is the executing agency of Japan’s bilateral Official Development Assistance.
It will cover new technical challenges which CEB may face by 2040, such as expansion of non-conventional renewable energy sources, private sector participation, pumped storage power plants, optimal operation of coal thermal power plants, railway electrification and utilization of local gas and LNG.
Suren Batagoda, Secretary of the Ministry of Power and Renewable Energy, described the JICA study as a “turning point” for the power sector which has come under scrutiny in recent months after three successive islandwide blackouts.
“The study will focus particularly on integration of renewable energy and how to maximize absorption of wind, solar and other renewable energy sources into the grid,” he said.
“We have some system difficulty now to cater to demands of investors to develop more renewable energy.”
The study will also cover economic and environmental costs and benefits of various power development options, Batagoda said.
With the economy growing fast and electricity demand rising rapidly, the JICA study “comes at a time the power sector most needs it,” he said. “Unless power sector problems are corrected, economic development will be affected
