Probably the proposed monorail to Colombo should go to Kandy instead.
May be combined with a cable car to Hanthana.
With some improved ferry service in the lake.

in Europe there is a cable rail system(funicular railway). it's the best solution for hill countries like hanthana and bahirawakanda etc

Monorails and Trams are different .
EXpo has not funded such projects ( well there is none in the country(. Expo is only running trains
on already existing government tracks.)
So a foreign investor ( maybe from Malaysia, China , Japan, Singapore) maybe a better option.
Also will bring in $ to SL.
