We are in ‘Nonagathaya’, New Year is on the way: Prime Minister

Dec 03, 2015 (LBO) – Sri Lanka is still in the period of making strategies to move forward and the country might have to generate additional revenue next year to pay contingent liabilities, Prime Minister Ranil Wickremesinghe said.

“The budget is very much like a Sinhalese new year. Before the New Year comes you give a bonus and people start spending. That is what the mini budget is for. Then you get the ‘Nonagathaya’ – the time period which you get everything ready. That is what we are now. And in 2016, we will have the actual New Year,” Wickremesinghe said.

During the time of Nonagathe, or the ‘neutral period’ or ‘Auspicious Time’ in Sinhalese and Tamil New Year tradition, Sri Lankans are encouraged to refrain from material pursuits, and engage solely in either religious activities or traditional games.

Sri Lanka Parliament on Wednesday passed the second reading of the budget for next year by a majority of 107 votes.

Wickremesinghe said in order to proceed the country has to move away from the old economy in to new spending and may have to generate additional revenue to pay contingent liabilities which are not fully recognized at present.

“We still do not know how much of debt has been left behind by our predecessors,” Wickremesinghe said.

“We may have to bring a contingencies liability bill to parliament, sometime next year and the parliament may have to make recommendations. Parliament will have to decide how to raise additional revenues to pay for these expenditures.”

It is obvious that wasting of public money has been decreased considerably. President s expenditure is only one example. Now some money wasting events like " Deyata Kirula" no longer there, which allowed further robing public money by local politiocians and goons. No grandiosity to hire US PR firms to boost our image, massive wasting of bidding for "commonwealth" games and list goes on and on !

Yes Hal9000 . Unfortunately the effects of previous Govt's wastage will be felt in ST-MT. Add to that, the World economy is going through a gloomy period. So there will be less investments, funds, etc than the new Govt would have expected earlier. Also less demand for certain products of ours.

However, we should NOT give the new Govt too much of a breather and push them to the maximum. Even Dayata Kirula type mega events brought lot of infrastructural development to those areas. What we want is new Govt to continue the good that those events had with minimum wastage.

New Govt has to prove itself in speed of implementation. Unfortunately going to please everybody in line with the "yahapalanaya" slogan will make things extremely difficult to implement. Govt has to be very firm on certain things in order to implement programs/decisions.

If not, as Kithsiri say, they will remain NATO boys

Again I have to remind you the fate of Baloon Thushara..

When a government cuts expenditure it means it cut the revenue of many..

When you say cutting the cost of Dayata Kirula as well as other festivals, it means it cuts down the income of many construction firms, dancing groups, sound hiring , catering, cleaning, security guards, etc..

But significant money went not to Baloon Thusharas hand But to people like PS members. I think any responsible citizen shouldn't accept this much of massive wasting. You might know that many of the constructions were temporary and others went redundant.

Yes with development, corruption also happens. People change Governments when that "Tolerance level" for corruption-development exceeds.

But a new Govt not doing anything is also a waste. Let's hope the new Govt won't get there (to a harmless and useless level). And we should give them a fair chance to prove themselves..

Whatever the Concrete Construction takes place,  no country will become developed one when widespread injustice is there. This is a fact if you analyze any developed country Singapore, South Korea or Japan.

Now we are enjoying more democracy... Even the rejected candidates can become ministers..I dont think Japan, Korea Singapore or even US has this much democracy...

Even appointing directors to SOEs is an example to Tamasek and entire Singapore..


Thus within last 11 months we have experienced a new model for Sri Lanka.. No concrete constructions, no road constructions but good democracy and exemplery legal system..

How this new model has worked last 11 months will be shown in GDP, and company performance and of course CSE index ... So no need to argue and lets wait and evaluate later..

True there are many areas that should be improved,  but if any one is receptive enough to accept,  ample evidance are there that the justice, low and order, accountability corruption, ,  wastage etc are gradually changing in a direction that could ensure longer term economic, social development, than merely infrastructure development.
