This effectively leads CSE to be declared as holiday for entire week if not CSE decides to follow what US has opted to do.

Sri Lanka bans inter-district travel, curfew extended 3 days after break

ECONOMYNEXT – Sri Lanka has banned persons from leaving their district and curfews to stop the spread of Coronavirus will continue after a six hour break, the government said.

After lifting curfew at 0600 hours on Tuesday, curfew will be re-imposed in the districts of Colombo, Puttalam, and Gampaha and districts in the north of Sri Lanka from 1200 noon until 0600 am Friday 27.

Curfew in other districts will continue from Monday till Thursday 0600h. Curfew will be re-imposed at 1200noon on Thursday and Friday.

“All inter-district travel is stricltly prohibited,” the president media division said in a statement.

Tourists have also been asked not to travel.

During curfew farmers are allowed to cultivate. (Colombo/Mar23/2020)

Sri Lanka has food for several months says agri ministry, Coronavirus count 97



ECONOMYNEXT – Sri Lanka has enough food for several months, the Ministry of Agriculture said, while urging people not to crowd around shops when curfew imposed to combat Coronavirus is lifted as the Indian Ocean Island’s coronavirus count went to 97 overnight.

Sri Lanka’s Health Ministry said 19 persons were confirmed as having Covid – 19, 222 were under observation by 1030 March 23 and the first two recovered patients were discharged.

Sri Lanka said it is releasing the first quarantined persons.

Sri Lanka’s Army Chief Shavendra Silva asked the public not to discriminate against anyone released from quarantine.

The ministry said private super markets and state shops have sufficient stocks for people to buy whenever there is no curfew.

Arrangements have also been made to distribute pre-packed packages priced at 500 and 1000 rupees at housing schemes and apartments which are densely populated.

Sri Lanka’s Prima Ceylon said there was three months worth of wheat in the country and it had the ability to distribute food around the country.

The ministry said economic centres in Dambulla, Meegoda and Narahenpita were active with trucks full of vegetables coming and going to many parts of the country.

ECONOMYNEXT – Sri Lanka largest supermarket chains have outlined measures maintain social distance to fight a Coronavirus outbreak and curb panic buying by limiting baskets, and customers responded in an orderly fashion, an industry official said.

“We saw today how orderly our people were maintaining a 1-meter distanceentering in small numbers, wearing masks and sanitizers before entering the outlets; so they are cooperating,” Sidath Kodikara, President of Sri Lanka Retailers Association told EconomyNext.

Kodikara said that the people were buying responsibly and not in large quantities while thinking about the next customer, when curfew was lifted in most districts on Monday.

On Tuesday curfew will be lifted from 0600 to 1200 hours in eight districts including Colombo and Gampaha, which have the largest population.

“The challenge is tomorrow, there’s only few hours to shop but I hope it will be the same tomorrow too because there is plenty of food to go around,” Kodikara said.

Staff had been trained on hygiene, provided with necessary kits such as masks, sanitizers, and food to safeguard their health as well as the customers.

“We have taken all the learnings from the markets like China, South Korea, Italy and Spain and the UN too is sharing all the information’s best practices which we are communicating to our members,” Kodikara said.

Cargills in a social media statement said it will allow on 20 customers at a time in to its FoodCity outlets and 08 customers will be allowed at its FoodCity Express outlets whilst maintaining a 1-meter distance between the shoppers and the staff.

Cargills also requested its customers to cover their mouths and nose when entering the outlet and to cut short the spending time to 20 minutes maximum.



Keells Super allows 15 customers at a time while maintaining a 1-meter distance between the customers and staff. A customer can only purchase 3 units or 3 kg of any product.

Keells also encourages its customers to use card transactions.

Sri Lanka has clamped down rolling three day curfews to curb movement but is allowing food transport.

In some countries curfew-like rules have been made stopping all businesses but groceries and supermarkets are open and people can travel to buy food and other items.

Sri Lanka imposed an Island-wide curfew from March 19 to March 23, 2020, however it re-imposed the curfew on in the districts of Colombo, Puttalam, and Gampaha and districts in the north of Sri Lanka until 0600 am Friday 27. (Colombo/Mar23/2020)

Sri Lanka declares three districts as “high risk” for COVID19; organises home delivery of essentials

ECONOMYNEXT – Sri Lanka has declared three districts including that of the capital Colombo as high risk for the spread of COVID19 and indefinitely extended the curfew imposed at 2 pm today.

In order that consumers will have their essentials, the government has asked the major food chains and wholesale suppliers to take these items to the homes of citizens.



Districts of Colombo, Gampaha and Kalutara are the districts that have been declared high-risk of COVID19.

A statement from the Presidential Secretariat said that Food City, Keels, Laugfs, Sathosa, Araliya and Nipuna are among companies have been asked to provide this service.

A Task Force under former Minister Basil Rajapaksa has been formed to direct civil administration officials to ensure the supply of essentials.

Vehicles that will carry out deliveries will be given permits by the police to travel during the curfew.

This service will commence from tomorrow Wednesday 25, the statement said.

The decision to bring in these measures were taken after the authorities observed that when shoppers were getting their essentials today they were crowding supermarkets, food shops and pharmacies increasing the risk of spreading the COVID19 infection. (Colombo, March 24, 2020)

Italy reported 743 new deaths during last 24 hours higher than the previous day.

300,000 - 400,000 bracket had the shortest time duration

All these statistics proving that the state of the Coronavirus now compared to early January where it was at its initial stages. And these statistics have proven that it has reached to a point where man can't forcefully control this now but it will stabilize to create hundredthousands of deaths around the Globe. No country will breathe easily at least for the next three months for sure.

Sri Lanka’s Coronavirus count reaches 101, indefinite curfew for high risk districts


ECONOMYNEXT – Sri Lanka confirmed 100 Coronavirus carriers on Tuesday and an indefinite curfew was slapped after large crowds thronged some areas in a bid to rush for groceries and other essentials.

Sri Lanka’s state information office said 101 patients had been confirmed by the afternoon of March 24 including one first wave patient from China adding 03 to the overnight total.

The indefinite curfew came a day after the first second wave Coronavirus patient made a full recovery.

“It is great relief for us and also a reason to be happy,” Health Minister Pavithra Wanniarachchi said a day earlier.

Sri Lanka’s daily increase was in the single digits or low single digits, but Tuesday’s crowds in some areas had raised concerns among authorities.

“Districts of Colombo, Gampaha and Kaluthara have been identified as high risk zones in view of the spread of COVID-19,” the President’s office said in a statement.

“Health officials fear that this in turn could lead to a wider and faster spread of the virus.”

Large crowds in shops had been observed after curfew was lifted this morning in some areas, through disciplined buying was also seen.

Puttalam, previously regarded as hotspot of Italian returnees was dropped from the indefinite curfew list.

Kalutara was a district where four patients were confirmed two days earlier.

Authorities say there are enough stocks of food in the country and is trying to organize home delivery of foods and medicines. (Colombo/Ma24/2020)

Sri Lanka mask advice: touching it can get you Coronavirus, maintain distance instead

ECONOMYNEXT – Sri Lanka’s is not yet advising the public to wear masks but is asking to wash hands and not to touch the mouth nose or eyes and maintain distance of at least one meter from the next person instead.

Paba Palihawadana, a doctor at Sri Lanka’s Health Promotion Bureau says many people are wearing surgical masks incorrectly.

Sri Lanka is advising people to wash hands frequently for at least 20 seconds with soap, or use sanitizer if available and maintain distance.

“If you touch the mask or remove it to speak and push it back, the germs in your hand will get to your mouth,” warns Palihawadana.

‘It is not easy to wear a mask for a long time in a way that is sanitary for an ordinary person.

Most people buy surgical masks available in pharmacies and put them on touching covering with their hands.

They then remove it to speak and put the back, conveying germs to the face from the hand.

Some also re-use disposable masks. However people with any respiratory conditions are asked by many countries to wear a mask to protect other people from flying droplets.

“Surgical masks are for use by hospital staff,” Palihawadana said. “At the moment we do not advocate wearing mask for day to day work.

When there is active community transmission in the field, the health ministry will make an announcement, Palihawadana said. (Colombo/Mar25/2020)

Sri Lanka curfew times for Thursday and Friday

ECONMYNEXT – Sri Lanka’s President’s office has released following time schedule for various districts in the country.

Curfew will be lifted on Thursday and Friday for most districts except Colombo, Gamapaha and Kalutara.

Announcement on curfew

The on-going island-wide curfew will be lifted and re-imposed as follows.

1. The curfew currently in force in Colombo, Gampaha and Kalutara districts will continue until further notice.

2. The curfew currently in force in Puttalam, Vavuniya, Mannar, Kilinochchi, Mullaitivu and Jaffna districts will be lifted at 6.00 a.m. on Friday 27th March and will be re-imposed at 12 noon on the same day.

3. The curfew currently in force in other districts will be lifted at 6.00 a.m. on Thursday 26th (tomorrow) and will be re-imposed at 12 noon on the same day.

Movement from one district to another has been completely banned. Furthermore, taking foreign tourists from place to place is completely prohibited.

People who engaged in agricultural activities and people engaged in small-scale tea production as well as export crops are allowed to carry out their usual activities in any district during the curfew hours.

Transportation of media personnel and essential items including rice and vegetable is also permitted.



The subject Minister in charge of Agriculture and Trade should effectively coordinate these activities, the Government has directed. (Colombo/Mar25/2020)

GMOA issues warning to public: follow advice on COVID19 or face a calamity

ECONOMYNEXT – Sri Lanka’s state-sector union of Medical Doctors is warning that when the currently imposed restrictions are lifted the country could progress to the next stage of the COVID19 pandemic.

The Government Medical Officers Association (GMOA) in a paper presented to the government says “it can be assumed that between the period of March 25 and April 7 if social distancing is not carried out, the numbers (of those infected with COVID19) will face a rapid increase.”

However if “the citizens of Sri Lanka follow through with the health advice that is given, we can assume that there will be a favourable outcome in the subsequent two weeks.”

The paper submitted on Tuesday laid out the four stages of COVID-19 as defined by the World Health Organisation.

Stage one No Cases > Stage Two Sporadic Cases > Stage three (a) Home Clusters > (b) Small Groups of clusters > Stage four Community transmission.

Up to stage three, the disease has been transmitted to someone in Sri Lanka directly from a person who has come to this country from another.

That is why arrivals in Sri Lanka have been stopped by sea and air and those who do come, go directly to quarantine for 14 days.

The GMOA says that Sri Lanka is in Stage Three (a) or “Home Clusters” where a member of a household had contracted the disease from someone who has come from overseas and then infected those close to him or her.

The GMOA says that Sri Lanka is at this stage.

The next stage is when the virus spreads beyond that cluster and creates a group of clusters.

The fourth and most serious stage is when the disease is present in the community and begins to spread on a wider scale.

Director-General of Health Services Dr Anil Jasinghe does not believe Sri Lanka has reached Community Transmission as yet.

The current regime of curfews, isolation, group quarantine and self-quarantine are efforts aimed at preventing Sri Lanka from going into stage four.

It is at stage four that countries have seen an exponential growth of cases, an explosion of the numbers if you will, which can cause havoc, overwhelming health services and sending the country into an uncontrollable spin.

At present, a little over 20,000 people are believed to have been exposed to the disease and they are under medical observation by Public Health officials, Police and Military and the District Administrations.

The GMOA paper also said that COVID19 patients can be broken up into two significant groups. Those who are Confirmed Cases who have got a “Plus” in a polymerase chain reaction test or PCR and those who are called “true” cases who have not been tested or have not yet sought medical attention.

As of today, according to the Health Promotion Bureau, 102 patients have been confirmed by PCR testing.

The GMOA says that based on based on estimates in Hubei in China, the epicenter of the outbreak, the number of True Cases should be 8 times of the Current Confirmed Cases.

The GMOA said that of the 102 Confirmed cases, 32 are from those who arrived at the airport and quarantined directly and 69 from the community. “Therefore, it can be technically assumed that at present, 550 infected individuals are circulating within the population. A portion of this 550 maybe under either in quarantine centres or under home quarantine.

If movement freely takes place (no social distancing), one individual can infect 500 others within 30days; in 50% social distancing, one individual can infect 15 others, thus by 70% social distancing the ability to infect others is 2.5 per one infected person within 30days the paper said.

“Therefore it is important to note that if the curfew is lifted, social distancing will be considerably affected,” it warned.

The doctors warned if the advice is not followed through by the public; “health care workers would have to be subjected to quarantine due to exposure to infected persons and thus cause a considerable decline in human resources.” (Colombo, March 25.2020)

Coronavirus crisis: Prince Charles positive, a third of humanity in lockdown

AFP – With India’s 1.3 billion people under lockdown, a third of the planet — some 2.9 billion people according to an AFP tally — is now under orders to stay home.

In Egypt a night-time curfew will begin for two weeks on Wednesday.

Iran will ban intercity travel as of Thursday or Friday.

Panama declares a nationwide lockdown while Uruguay closes its borders to foreigners, with some exceptions.

– Massive US stimulus package –

After days of tough negotiations, the White House and Senate agree a mammoth $2-trillion stimulus package to help the economy resist effects of the COVID-19 pandemic.

Italy has suffered the most deaths with 6,820, out of 69,176 declared infections.

Spain, overtaking China in the virus toll, has had 3,434 fatalities from 47,610 cases. Mainland China has had 3,281 deaths out of 81,218 cases.

Next on the list of worst-hit countries is Iran with 2,077 deaths and 27,017 cases, then France with 1,100 deaths and 22,302 cases, and the US with 600 deaths and 55,225 cases.

– EU finance ministers split –

EU finance ministers meeting via videoconference fail to agree on crisis measures to help European countries withstand the economic shock of the coronavirus outbreak.

They leave it to leaders to break the logjam at a summit this week.

– Prince Charles tests positive –

Prince Charles, heir to Queen Elizabeth II, tests positive and is showing mild symptoms but otherwise in “good health”, his office says. The 71-year-old is self-isolating in Scotland.

USA has identified 13,347 new cases with 247 more deaths during past 24 hours both figures were the highest for a day surpassing previous day's numbers. However president Trump is playing the Veena like Niro saying he hopes to open up USA for normal course of business early next month. The rate at which USA is going there are all chances that USA will pass China in terms of total cases within the current 24 hours and will be the first country to report 100,000 Covid 19 cases by the end of this week!!!

Sri Lanka in zero new Coronavirus case day amid anti-Covid-19 curfews

ECONOMYNEXT – Sri Lanka recorded the first zero new Coronavirus case day on March 25, as the country was engaged in an intense battle to bottle the Covid-19 bug, and curfew was tightened to combat the possibility of small clusters in the Western Province of the island.

On May 25, Sri Lanka recorded no new cases, Health Minister Pavithra Wanniarachchi said.

It is the first zero-new-case day since Sri Lanka’s Wave II infection phase began with a tour guide with Covid-19 was confirmed on March 11.

Sri Lanka has confirmed 102 cases since then and there are 255 cases in designated hospitals under observation.

The second fully recovered case, a woman was released on March 25, taking the total recovered, along with a Wave I Chinese lady to three.

Sri Lanka’s health and intelligence services have been on the ground to contain the working Wave II infections from third countries from early March, after fully containing the Wave I from China.

UK advises Britons in Sri Lanka to return as Coronavirus trigger airport closures



ECONOMYNEXT – United Kingdom has asked Britons in Sri Lanka and elsewhere to return in an “exceptional travel advisory” note, while the home country is also in a worsening Coronavirus crisis.

“Flights to Sri Lanka have been suspended since 19 March. If you are visiting Sri Lanka, you are strongly advised to leave now, while commercial means are available,” the UK foreign office said in a warning to Britons.

“Speak to your airline or tour company as soon as possible, as it is likely that flight options will become more restricted in the coming days.

“Airlines operating via the United Arab Emirates, including Emirates Airlines and Etihad, have suspended flights out of Colombo indefinitely.

“Some airlines are changing flight schedules with little prior notice. You should keep in close contact with your airline or travel agent.

“The British High Commission in Sri Lanka is issuing regular updates on Twitter with the latest available information for British nationals wishing to leave Sri Lanka. Your hotel or travel agency should be able to help book transport to the airport. The government has established a helpline for tourists (1912) who are facing problems booking taxis to the airport for departure.

“The government has confirmed that airport tickets can be used as a curfew pass to travel to the airport.”

Sri Lanka says a work-at-home period till April 03 as Coronavirus count goes to 104

ECONOMYNEXT – Sri Lanka has declared a new ‘work-at-home’ period from March 30 to April 03 as part of measures to combat the spread of Coronavirus, the office of the president said as the Coronavirus count went up by 02 to 104 on March 26.

“This will apply to all State, semi-government and private sector entities except which are categorized as essential services,” the president’s office said.

“This period is not considered as public holidays. Uninterrupted continuation of public services is the responsibility of the Government.

“However, the objective of this measure is to prevent unnecessary gathering of people and pave the way for self-quarantine.”

Sri Lanka’s Health Ministry said two new Coronavirus patients had been confirmed on March 26 taking the total to 104, after March 25 went without anyone being confirmed.

There are 237 patients under observation at a number of designated hospitals around the country.

By March 26, 06 patients had recovered with a Wave I patient from China who was found in January 23. (Colombo/Mar26/2020)

Up to 14 per cent of the recovered coronavirus patients in China test positive AGAIN, doctors reveal

Up to 14 per cent of the recovered coronavirus patients in China have tested positive again, medical experts have revealed.

Research showed about three to 14 per cent of the former patients were diagnosed with the virus once more after being given the all-clear.

The news came as experts feared that China is facing a second outbreak due to the increasing number of imported cases as well as the 'silent carriers' who show no symptoms.

Millions of residents of Hubei, the former centre of the pandemic, can now leave the province after officials lifted a two-month draconian lockdown.
