Sri Lanka’s first women’s trade union close to registration

After a near 2-year struggle, Sri Lanka’s active female labour movement has succeeded in forming the country’s first women’s trade union with the Women’s Solidarity Union (WSU) close to be registered by the authorities.

The Women's Solidarity Union's public march at this year's May Day celebrations. Unlike men, the women have a tougher job in balancing the family, work and activism and compelled to bring their children to rallies as seen in this picture.

“We have applied for registration of the WSU with the labour authorities and the process is being finalised,” said Padmini Weerasooriya – Executive Director Women’s Centre, Ekala, a FTZ pioneer in the rights of female workers, and President of the WSU.

Initially the group is being championed by women’s rights groups in the free trade zones (FTZs) and the tea plantations in Kandy to be expanded subsequently, most probably migrant workers.

MR is exceptional, , But he is the last one,No more..People are more vigilant now..

We have selective amnesia and that is my worst fear.

AG Instructs Police Not To Use Speed Guns As Evidence Against Offenders

The Attorney General has instructed the police not to use speed guns (radar speed meter) as evidence against the speed driving offenders when they are prosecuted for reckless driving.

The Attorney General has decided to cancel his previous determination in which he directed the Police to use speed guns against the speed driving offenders since the relevant authorities failed to fully implement the speed limit regulations stipulated by Supreme Court in 2008. The determination was issued in 2009.

Then Chief Justice Sarath N. Silva in a judgment directed that all illegal sign boards of speed limits be pulled down and much visible sign boards be put on for the convenience of motorists.

It was learnt that the Road Development Authority is yet to implement the regulation and it has not been formally informed to the Supreme Court regarding the implementation.

In this backdrop, the Attorney General has instructed the Police Traffic Headquarters not to use speed guns as evidence for the offences relating to reckless driving and reckless endangerment charges.

Misconceived Notion of Some Tamils

It is the common and general misconception that the Tamils in Sri Lanka
took arms against the Sinhalese because of the discriminatory practices
by the latter against the minority Tamils.

There are two types of Tamils in Sri Lanka. One is the Sri Lankan
Tamils and the others the Indian Tamils. The latter were brought to the
island by the British to work in Tea plantations. They comprise 5.6% of
the population. On the other hand, the Sri Lankan Tamils whom the LTTE
terrorists claim that they are duty bound to liberate and are calling
for the Eelam are 12.6%. Out of which, 6.5% live in the Northern part
of Sri Lanka, 2.7% in the East and the rest, 3.4% live in the other
parts of the country.

If the discriminations against the minority were so prevalent then the
numbers would have drastically been different. Almost half of the Sri
Lankan Tamils are living side by side with the majority and other
ethnic groups in Sri Lanka in other parts of Sri Lanka. It is a fact
none can deny.

The Tamils in Sri Lanka or for that matter any minority is free and
entitled to live any where in the country, free to own properties or
run business, practice their religion & customs, to have Education in
his own choice of language, obtained Employments, Medical and Health
benefits, like the majority Sinhalese. Perhaps there may have been
isolated cases of Tamils being denied employment opportunity in one of
the key sensitive areas of employment such as National Security for
that matter. Given the prevailing War scenario in the country, can
anyone be blamed for such actions and it may have been done only
because of the sensitivity of the issue and not because of the minority
state of that person.

Furthermore, there are special Public holidays declared by the majority
Sinhalese government on important Hindu religious and festival days to
enable the minority to celebrate and par-take in their own religious
and cultural festivals.

Every Government document is printed in all three national languages
and Tamils are free to submit them in their own mother tongue, may it
be the Birth registration, School Admission, Marriage Certificate to
Death Certificate.

All the road maps are printed in all three languages and every public
transport services routes are displayed in all three National languages
and not to mention the road signs. Even if you go to any part of the
furthest south of the island, one would find everything is available
even in Tamil as well.

I think that this is a very unique situation, although some Tamils who
have other vested interests in this so-called minority (or read
Terrorist) issue do not wish to accept it.

Otherwise, how could they be
able to reap the benefits from the developed western counties, while
staying there as political refugees in those countries? No war means No
more staying there in comfort.

I believe that no Tamil living (I think except the ones living in Tamil Nadu) in any other part of the world, let it be in India, Singapore, Malaysia, Fiji etc etc or the ones that are barking from those places like United Kingdom, Canada, Australia
and other developed counties have such privileges and benefits, like
the ones that are enjoyed by the minority Sri Lankan Tamils, while
living in as a minority as well in those places. If that is what, one
calls the discriminatory practices of the majority Sinhalese against
the minority Sri Lankan Tamils, then either the person does not know
the meaning of the word Discrimination or he is a hypocrite.

Im not going to do prejudised comment about the culprit of the case, but I have one concern. Let's assume that,

I'm a lawyer and a Rugby player.
One of my team mate accidently died in a road traffic accident.
He has been a friend of mine and the family for 4-5 years.
Later his wallet found near a close by place, and some other circumstances favour this is unlikely to be an accident.

What am I going to do?

I'm a lawyer, and my long standing friend died.
I would appear in the case as the lawyer free of charge on behalf of my friend.
I would be vigilant whether the police and the Judiciary handles the evidance correctly.
Ill go and personnally appear in court on behalf of my friend
each and evry trial day.
I ll go and personnally check the government analyst department and JMO about their reports etc etc.

Am I a bad friend if I failed to do above things?

25 SLFP CC members sacked

Hot on the heels of the general election which ended at 4.00 p.m. President Maitripala Sisrisena, in a further attempt to wrest control of the Sri Lanka Freedom Party (SLFP) party, is reported to have expelled 25 of its Central Committee (CC) members and replaced them by a new set of members.

Reportedly the new appointments had been made under the signature of newly-appointed General Secretary Duminda Dissanayake who replaced former SLFP general secretary Anura Priyadarshana Yapa .

The Pied Piper From Polonnaruwa

Everyone knows the story of the Pied Piper. The one who came to the town of Hamlin, that is. He came to get rid of the rats and he did so by luring them out of every rathole in that unhappy town. They followed his tunes to a river and as he stepped onto a boat they went on to drown themselves. The villagers refused to pay him what was promised. He duly played his pipe again. This time it was the children that followed. They were never heard of again.

It’s an analogy that’s been used often. It is applicable to Sri Lanka’s current political moment too. Maithripala Sirisena contested the Presidential Election as the Reform Candidate. He would clean things up, we were told. He would reestablish law and order. He would amend the constitution to re-empower the citizen by way of scripting in transparency and accountability into process and institution. He would take steps to make representation more meaningful. He was given the power to do so and the arithmetic and political temper of the moment together made for a lot of optimism.

Torture chamber and murder chamber at Giritale army camp

(Lanka-e-News- 26.Aug.2015, 10.00AM) A torture chamber and a murder chamber had been in operation at the Giritale security camp under the direct administration of  Gotabaya Rajapakse, the  ex defense secretary of the former lawless Mahinda Rajapakse reign, the CID has uncovered among loads of vital information , according to reports.

These most conroversial inhuman tortures  and murders committed during the former Rajapakse regime had sent a wave of rude shock among the people .The CID  had been able to unearth all this information during the investigation into the abduction and brutal killing of journalist Prageeth Ekneliyagoda .The latter had been most ruthlessly killed after inflicting torture while he was detained at the Girithale camp.

Four front line  army security officers , namely Lieutenant Colonel Shammi Kumararatne, Lieutenant Colonel Siriwardena , staff sergeant Rajapakse and Corporal Jayalath have already been taken into custody by the CID and are being interrogated after obtaining court detention orders on them.

In addition to these four army officers , retired army sergeant major Ranbanda and two officers of the Tamil national army intelligence division were earlier taken into custody. They too are being quizzed following detention orders taken on them from court.

Meanwhile the revelations made pertaining to the Giritale army camp by Captain Wickremesinghe the accused in a case No. 50/10 filed in the Kandy high court by the Attorney general, are also being investigated by the CID, it is learnt . Captain Wickremesinghe is by profession a graduate teacher . During the years 2008-2009 while he was a teacher in a school he had been  serving as a voluntary officer of the forces.

At that time a Tamil firend of the captain was taken into police custody. Thereafter the captain too was arrested. Captain Wickremesinghe the accused in case No. 50/10 making a special statement to the court in this case revealed how he was taken to the basement of the Giritale camp where the torture chamber was , and tortured. He also told court he was blindfolded and detained.

Subsequently on a frame up a case was filed against him by the AG in the Kandy high court. Duirng the proceedings Captain Wickremesinghe revealed all the lurid details of the most inhuman and degrading treatment he was subjected to at the camp.

Wickremesinghe also stated those who were victims of the white Van abductions were tortured and mercilessly killed after detaining them in the Giritale camp. It was only he who escaped death after being taken to the camp ,and came out alive from the camp , he further noted.

Based on his shocking revelations , according to reports there must be thousands of skeletons of humans in the precincts of the Giritale army camp ,who fell victims to these tortures and brutal murders during the Rajapakse regime .

Family jewels on parade in new parliament

Ancestry and genealogy have played a massive role in electing parliamentarians in this week’s polls. A large proportion of the legislature is made up of relatives and descendants of former political bigwigs. The most prominent family ties are those of the Rajapaksa clan. Former president Mahinda Rajapaksa has returned to the chamber with his son, Namal. A third-generation politician, Namal Rajapaksa contested in the same district as his uncle, Chamal Rajapaksa, who also secured a seat. D. A. Rajapaksa, father of the senior Rajapaksas, had been an MP in the 1947 parliament.

The other father-son combination in the current parliament is Dr Rajitha Senaratne and Chathura Senaratne , a first-time MP.Father-and-son combinations have been a winning manthra on a few other occasions as well. Former prime minister D.S. Senanayake and his son, Dudley, were in State Council together and, following the Independence, in parliament, while in 2001 the late Alick Aluvihare and the late Reggie Ranatunga sat in parliament alongside their sons.

Dr. Sarath Amunugama and Dilum Amunugama, uncle and nephew, will also be sitting in the new legislature. Dr. Amunugama has been nominated through the UPFA national list while Dilum was voted in from the Kandy district. Husband and wife Daya and Anoma Gamage are also returning to parliament, the former being elected from the Digamadulla District and the latter as a National List nominee.

2014 වසරේ මැයි මස 9 සිට සැප්තැම්බර් 10 අතර කාලයේ ශ්‍රී ලංකා මහ බැංකුව ඩොලර් ලක්ෂ 65 ක මුදලක් (ශ්‍රී ලංකා රුපියල් 872,806,569) නිදහස් කර ඇත. මුදල් නිදහස් කර තිබෙන්නේ විදේශ කටයුතු සදහා යැයි පවසමින්ය. නමුත් මෙම මුදල් විදේශ කටයුතු අමාත්‍යංශය භාරයේ හෝ ඇමරිකාවේ ශ්‍රී ලංකා තානාපති කාර්යාලය භාරයේ ගනුදෙනු කර ඇති බවක් සොයාගැනීමට නැත.

අපට ලැබී තිබෙන තොරතුරු වලින් අනාවරණය කරගැනීමට හැකියාව ඇත්තේ පසුගිය රජය තම ප්‍රතිරූපය ඔප්නංවාගැනීමට විවිධ විදෙස් පාර්ලිමෙන්තු මන්ත්‍රීවරුන් හා මහජන සම්බන්ධතා ආයතනයන් බිලීබා ගැනීමට යෙදවූ අති විශාල මුදලින් ඉතාම සුලූ කොටසක් ගනුදෙනු වී ඇති ආකාරය පමණකි.බොහෝ ගනුදෙනු සිදුව ඇත්තේ ඇමරිකාවේය.නමුත් බ්‍රිතාන්‍යයේ මෙන්ම ඉන්දියාවේ පවා වෙළද ප්‍රචාරක ආයතනයන් පසුගිය රජයේ ප්‍රතිරූපය නංවා ගැනීමේ කටයුතු වලට යොදවාගෙන ඇති බවට පැහැදිලි සාක්ෂි ඇත. 2014 දී සන්ඩේ ටයිම්ස් අනාවරණය කළ ආකාරයට ඩොලර් ලක්ෂ ගණනක මුදල් විවිධ පුද්ගලයින්ගේ බැංකු ගිණුම් වලට බැර කර ඇත.මුදල් වෙන්කිරීම් පිළිඹඳ සියලූ කටයුතු සිදුව ඇත්තේ හොර රහසේය. එසේ වුවත් ගුණවර්ධන,කබ්රාල්,වීරතුංග ත්‍රිත්වයගේ නම් මේ ගනුදෙනු වල නොයෙක් තැන්හි සදහන්ව තිඛෙනු හදුනාගත හැකිය.

ඇමරිකාවේ ක්‍රියාත්මක විදේශ නියෝජිතයින් ලියාපදිංචි කිරීමේ පණත අනුව 2008 - 2014 කාලයේදී ඇමරිකා සමාගම් රැසක් ශ්‍රී ලංකාව සමග ගිවිසුම් වලට එළැඹ ඇත.

ලිබර්ටි ජාත්‍යන්තරය, මැජෝරිටි සමාගම් සමූහය, තොම්සන් ඇඩ්වයිසරි සමාගම් සමූහය, බෙල්ට්වේ ගවර්න්මන්ට් ස්ට්‍රැටජීස්,ලෙවික් ස්ට්‍රැටෙජික් කමියුනිකේෂන්ස්,ක්‍රැන්ෆර්ඩ් ජොන්සන් රොබින්සන්,විජිලන්ට් වර්ල්ඩ්වයිඩ් වැනි සමාගම් ඒ අතර වේ.

මේ සා විදෙස් ප්‍රචාරක හා උපදේශක ආයතනයන් ප්‍රමාණයක සේවය ලබාගත්තද රාජපක්ෂ රජය සමයේ බටහිර හා අප රට අතර පැවති සබදතා තිබූයේ විනාශය කරා යමින්ය. ලබාදුන් මුදලට සරිලන සේවයක් මෙම ආයතනයන් සිදුකර ඇත්දැයි විමර්ෂණයක් සිදුව නොමැත. සුබේරි හා ඔහුගේ ඩබ්ලියු.ආර් සමාගම් සමූහයද ලබාගත් මුදලට සරිලන ලෙස ශී්‍රලංකාවේ ප්‍රතිරූපය ඇමරිකාවේ ඔප්නැංවීමට කුමක් කළේදැයි පැහැදිලි නැත.මෙසේ නාස්ති කර ඇත්තේ මහජන මුදල්ය.විගණනයක් සිදුව ඇත්දැයි විමසීම පවා විහිළුවකි.

මුදල් වලට සිදුවන්නට ඇත්තේ කුමක්ද? වියදම් පිළිබඳ ඇති තොරතුරු සීමිතය. සිකුරාදා ෆොරින් පොලිසි සගරාවේ පළව තිබූ ලිපියෙන් මුදල් වියදම් කළේ මොනවාටදැයි සුබේරිගෙන් විමසා තිබිණ,
‘ශ්‍රී ලංකාව වෙනුවෙන් කළ ව්‍යාපෘතියේ ගොඩක් දේවල් තිබුණා.ගොඩක් දෙනා ඒකට එක්වුණා.ඒ හින්දා කාටද මුදල් දිය යුත්තේ,කොපමණ මුදල් ප්‍රමාණයක්ද දිය යුත්තේ කියන එක අන්තිමට බොහොම සංකීර්ණ වුණා අපට. නමුත් වැරදුනු අවස්ථා තිබුණානම් ඒවා වහාම නිවැරදි කරන්නත් අපි කටයුතු කළා.’ ඔහු දී තිබූ පිළිතුර විය.

හිටපු රජයේ වගකිවයුතු පාර්ශවයන්ද, හිටපු ජ්‍යෙෂ්ඨ ඇමැතිවරයෙකු ද සදහන් කළේ මේ සියල්ල දැන සිටියේ අතලොස්සක් බවයි. ගනුදෙනු නම් සියල්ලක්ම පාහේ සිදුවූයේ සජින් වාස් ගුණවර්ධනගේ යටතේ බව ඔවුහු පවසා සිටියහ.

මේ සම්බන්ධයෙන් විමසීමට හිටපු මහ බැංකු අධිපති අජිත් නිවාඩ් කබ්රාල් සම්බන්ධ කරගත් අවස්ථාවේ ඔහු සන්ඩේ ටයිම්ස් වෙත පවසා සිටියේ අසන ප්‍රශ්න කෙටි පණිවුඩයකින් දන්වන ලෙසය.ඒ අනුව දුන් පොරොන්දු ඉටුකිරීමට සුබේරි කටයුතු කළේදැයි විමසා ඔහු වෙත කෙටි පණිවුඩයක් යැවීමට අපි කටයුතු කළෙමු.නමුත් ඔහු ඊට පිළිතුරක් එවූයේ නැත.මුහුණට මුහුණ හමුවීමට අවස්ථාවක් ඉල්ලා සිටියද එයටද ප්‍රතිචාරයක් ලැබුණේ නැත.

ඉහත නම් සදහන් කළ හිටපු ඇමැතිවරයා තම නම හෙළිනොකිරීමේ පොරොන්දුව මත තවත් තොරතුරු හෙළි කළේය.

‘මට දැනගන්න හැකිවුනු විදිහට නම් ඔවුන් සුබේරිගේ වැඩ ගැන පැහැදීමකින් නෙවෙයි ඉදලා තියෙන්නේ.මොකද එයා පොරොන්දු වුනු දේවල් ඉටු කරලා තිබුණේ නැහැ.ඉතින් එයාලා කළේ වෙන කෙනෙක් ගාවට ගිය එක.’ ඔහු පැවසීය.සුබේරි සමග පැවති ගිවිසුම 2014 සැප්තැම්බර් මාසයේදී හදිසියේ අවලංගු කෙරිණ.ඒ දෙපාර්ශවය අතර ගිවිසුම ඇතිවී මාස 4 ක් වැනි කෙටි කාලයක් ගතවූ තැනය.

නමුත් මේ වන විට සැළකිය යුතු මුදල් ප්‍රමාණයක් රටින් පිටතට ගොස් තිබිණ.කැබිනට් මණ්ඩලයවත්,පාර්ලිමෙන්තුවවත් මෙසේ රටින් පිටතට මුදල් ගලායමින් තිඛෙන බව දැන සිටියේ නැත.පළමු ගෙවීම බැර කර තිඛෙන්නේ 2014 මැයි මස 9 වැනිදා සුබේරිගේ බෑන්ක් ඔෆ් ඇමරිකා බැංකු ගිණුමටය.ඩොලර් 3,500,000 ක මුදලක් (රුපියල් 469,972,768) එසේ බැර කර ඇත. ශ්‍රී ලංකා ව්‍යාපෘතිය පිළිඹද ගිවිසුම ප්‍රකාරව ලබාදෙන්නක් ලෙස මෙම මුදල හදුන්වාදී තිබේ.

නමුත් ගනුදෙනුව සිදුව ඇති ආකාරයේ කිසිදු විනිවිදභාවයක් නැත.ඉහත සදහන් කළ ඩොලර් ලක්ෂ 35 ක මුදල තමන් වෙත අයවිය යුතුයැයි සදහන් කර බිල්පතක්ඉදිරිපත් කර තිඛෙන්නේ සුබේරිගේ බිරිද රෙනී වූ ය.ඇවෙනියු වෙන්චර්ස් යැයි සමාගම් නාමයක්ද මෙම බිල්පෙතේ් මුද්‍රණය කර තිබේ.සොයාබැලූූ විට ඇවෙනියු වෙන්චර්ස් යනු දේශපාලන කටයුතු වලට හවුල්ව සිටින හෝ වෙළද ප්‍රචාරණයේ යෙදී සිටින හෝ සමාගමක් නොවන බව අනාවරණය විය.ඇවෙනියු වෙන්චර්ස් යනු මුදල් හා දේපළ කටයුතු හා පෞද්ගලීකරණය, විදේශයන් සමග සිදුවන හවුල් ව්‍යාපාර,දේශසීමා අතර සිදුවන මුදල් ගනුදෙනු ආදී කටයුතු ගැන උපදේශනය සපයන කුඩා පරිමාන පෞද්ගලික සමාගමක් බව සුබේරිගේ ලින්ක්ඩ්ඉන් පිටුවේ සදහන්ව ඇත.අමතරව ඔහු එම සමාගම සමග ඩොලර් බිලියන 15 ක ගනුදෙනුවක යෙදී තිඛෙන බවටද තොරතුරු ඇත.

ඇවෙනියු වෙන්චර්ස් බිල්පත ඉදිරිපත් කළ දිනය ලෙස සදහන් වන්නේ 2014 මැයි මස 5 වැනිදාය.දින 4 ක ඇවෑමෙන් ශී්‍රලංකා මහ බැංකුව අදාළ මුදල නිදහස් කිරීමට කටයුතු කර තිබේ.

කෙසේවුවත් මුදල් භාරගත් බවට කුවින්තාන්සියක් නිකුත් කර තිඛෙන්නේ සුබේරි හෝ ඇවෙනියු වෙන්චර්ස් හෝ නොව ඩබ්ලියු.ආර්.ගෘෘප් නම් තෙවන පාර්ශවයකි.එහි අධ්‍යක්ෂක යැයි නම් සදහන් මාර්ක් ස්කරුලිස් නැමැත්තෙක් කුවින්තාන්සියට අත්සන් තබා ඇත.ඩබ්ලියු.ආර් ගෘෘප් යනු විදෙස් රටවල් හා සබදතා පවත්වාගන්නා සමාගම් වෙනම ලියාපදිංචි කළ යුතුවීමේ පණත ප්‍රකාරව ඇමරිකාවේ ලියාපංදිචි කර තිඛෙන්නක් නොවේ.මේ අනුව සැළකූ විට එම සමාගම ශී්‍රලංකා රජය සමග මුදල් ගනුදෙනු වල යෙදී තිඛෙන්නේ ඇමරිකා රජයේ ඇස්වසාය.

2014 මැයි මාසයේදී සුබේරිට ඩබ්ලියු.ආර් ගෘෘප් හරහා මුදල් ලැබිණ.එම මුදල් එවා තිබුණේ ශී්‍රලංකා මහ බැංකුවය.විදෙස් රටක් සම්බන්ධ හෙයින් මෙම ගනුදෙනුවට අදාළ ඇමරිකාවේ කි්‍රයාත්මක පණත් හා නීති අනුව ඔහු කටයුතු නොකළේය.වාර්තාවී ඇති ආකාරයට සුබේරි හා ගිවිසුම අත්සන් කළ සමයේ ඩබ්ලියු.ආර් ගෘෘප් යැයි සමාගමක් තිබීද නැත.පරීක්ෂණ කටයුතු වලින් හෙළිව ඇති ආකාරයට එම සමාගම පිහිටුවා තිඛෙන්නේ 2014 ජූලි මස 14 වැනිදා වොෂින්ග්ටන් නුවරදීය.(දින 3 ක ඇවෑමෙන් ශී්‍රලංකා මහ බැංකුව මෙම සමාගමේ බැංකු ගිණුමට මුදල් බැරකිරීම අරඹා ඇත).

සුබේරිගේ බැංකු ගිණුමට අවස්ථා දෙකකදී මුදල් බැරකිරීමට ශී්‍රලංකා මහ බැංකුව කටයුතු කරන්නට ඇත්තේ ගිවිසුම අත්සන් කළ සමයේ ඩබ්ලියු.ආර් ගෘෘප් යැයි සමාගමක් පවා නොතිබුණු නිසා යැයි සිතිය හැකිය.එනම් මහ බැංකුව අනාගතයේ පිහිටුවන්නට නියමිතව තිබූ සමාගමක් සමග අවබෝධතාවයකට එළැඹ ගිවිසුමක් අත්සන් තබා ඇත.එම සමාගමට අදාළ බැංකු ගිණුමට මහ බැංකුව මුදල් බැරකරන්නට ගෙන ඇත්තේ සමාගම ආරම්භ කළායින් පසුවය.

දෙවන ගෙවීම ලෙස ඩොලර් ලක්ෂ 10 ක මුදලක් (රුපියල් 1,34,315,000) 2014 ජූනි මස 18 වැනිදා නිදහස් කිරීමට මහබැංකුව කටයුතු කර ඇත.මුදල බැර කර ඇත්තේ ඉමාඩ් සුබේරිගේ බැංකු ගිණුමටය.
වාස්,කබ්රාල්,වීරතුංග ත්‍රිත්වය අතර මේ ගනුදෙනුව සම්බන්ධයෙන් හුවමාරුවී ඇති විද්‍යුත් ලිපි මෙවැනිය.
සජින් වාස් - නිවාඩ්,කරුණාකර 2014 ජූනි මාසය සදහා වන ගෙවීම් සිදුකරන්න

තෙවැනි ගෙවීම තවත් ඩොලර් ලක්ෂ 10 ක මුදලකි.දිනය 2014 ජූලි මස 17 වැනිදාය.මෙවර නම් මුදල බැර කර තිඛෙන්නේ ඩබ්ලියු.ආර්.ගෘෘප් හි බැංකු ගිණුමටමය.සමාගම ආරම්භ කර ගතවන්නට ඇත්තේ දින කිහිපයක් යැයි අනුමාන කළ හැකිය.

අවසාන ගෙවීම ලෙස සදහන් වන්නේ 2014 සැප්තැම්බර් මස 14 වැනිදා ඩබ්ලියු.ආර්.ගෘෘප් බැංකු ගිණුමට බැර කර ඇති ඩොලර් ලක්ෂ 10 කි.මෙම ගෙවීම් සියල්ලක් ජනපති ලේකම් කාර්යාලයේ අනුමැතිය මත සිදුවන බව සදහන් කෙරෙන ලිපි තම අත්සනින් යුතුව මහබැංකු අධිපතිවරයා වෙත යොමුකිරීමට හිටපු ජනපති උපදේශක ලලිත් වීරතුංග කටයුතු කර ඇත.ශ්‍රී ලංකා රජයේ ජාත්‍යන්තර සන්නිවේදන කටයුතු පිළිඹද වැඩසටහන යැයි එම ලිිපිවල ශීර්ෂයේ සදහන්ව තිබේ.

ඉහත කුවින්තාන්සිය ශ්‍රී ලංකා රජයේ ජාත්‍යන්තර සන්නිවේදන වැඩසටහන සම්බන්ධයෙන් ශ්‍රී ලංකාව හා ඩබ්ලියු.ආර්.ගෘෘප් අතර ඇතිව තිඛෙන ගිවිසුම ප්‍රකාරව ඉදිරිපත් කර තිඛෙන්නක් බව මම මෙයින් සහතික කරමි. යැයි එම ලිපි වල දැක්වේ.වීරතුංග මේ අයුරින් සුබේරිට අවස්ථා දෙකකදීද,ඩබ්ලියු.ආර්.ගෘෘප් වෙත අවස්ථා දෙකකදීද ගෙවීම් සිදුකිරීම සහතික කර ඇත.මෙසේ ගෙවීම් සිදුකරන්නේ ශ්‍රී ලංකා රජය වෙනුවෙන් ඩබ්ලියු.ආර් ගෘෘප් ලබාදෙන සේවය සදහා යැයිද ඔහු තම ලිපිවල සදහන් කර තිබේ.

නමුත් ඇයි සුබේරිගේ පෞද්ගලික බැංකු ගිණුමට අවස්ථා දෙකකදීම මුදල් බැර කෙරුණේ? හේතුවක් ලෙස ඉහත සදහන් කළ අයුරින් එම සමයේ ඩබ්ලියු.ආර්.ගෘෘප් සමාගම නොතිබීම දැක්විය හැකිය.නමුත් ඩොලර් ලක්ෂ ගණන් මුදල් ලබාදීමට තරම් සුබේරි හා ශී්‍රලංකා මහ බැංකුව අතර තිබූ බැදීම කුමක්ද? සුබේරි යනු කෘතහස්ථ දේශපාලඥයෙක්ද නොවේ.ඔහුට ඇත්තේ ප්‍රමුඛ පෙලේ ඇමරිකා දේශපාලඥයින් හා සම්බන්ධතා පමණකි.නමුත් ඔහුට ඩොලර් ලක්ෂ ගණනින් මුදල් ලබාදීමට මහබැංකුව පසුබටව නැත.මෙම ලබාදුන් මුදලින් ශී්‍රලංකාවට,එහි ජනතාවට ලැබී ඇති ප්‍රතිලාභ මොනවාද?

ෆොරින් පොලිසි සගරාව මේ පිළිඹදව සුබේරිගෙන් විමසා ඇත.
‘ප්‍රතිපත්ති නිසා අපට හැකියාවක් නැහැ කරන ගනුදෙනු ගැන ඔක්කොම විස්තර හෙළි කරන්න.’ ඔහු ඊට පිළිතුරු දී තිඛෙන්නේ ඇග බේරාගෙනය.

රටේ මූල්‍ය කටයුතු පිළිඹද ඉහළම නිලධාරියා වන මහ බැංකු අධිපතිවරයාට ඩොලර් ලක්ෂ ගණන් වලින් ගෙවීම් සිදුකරන්න ලෙස නියෝග ලබාදෙන්නට සජින් වාස් ගුණවර්ධනට හැකියාවක් ලැබුණේ කෙසේද? පැවතුනු රජයේ බොහෝමයක් පරිපාලන කටයුතු විනිවිදභාවයකින් තොරව සිදුවූ බවට චෝදනා ඇතත් මේ අවස්ථාව නම් සැබෑවටම පමණ ඉක්මවා යාමකි.මුදල් ගෙවිය යුතු පුද්ගලයින් තෝරාගත්තේත්.එසේ ගෙවිය යුත්තේ කොපමණ මුදලක්දැයි තීරණය කළේත්  කවුරුන්ද? මේ කටයුතු පාර්ලිමෙන්තුවට හා කැබිනට් මණ්ඩලයට නොදන්වා සිදුකිරීමට තීරණය කළේ කවුරුන්ද?

‘දේශපාලන හයියක් නැතිව ඇමරිකාවේ මොකවත් කරන්න බැහැ.ඔවුන් ඔබට ඇහුම්කන් දෙන්නෙත් නැහැ.ඉතින් කරන්න දෙයක් නැහැ ඔබට සිදුවෙනවා ඒ දේශපාලඥයින් සමග හොද සම්බන්ධතා තියෙන පුද්ගලයෙක් එක්කවත් ගනුදෙනු කරන්න.ඔක්කොම තීරණය වෙන්නේ ප්‍රතිරූපය හදාගන්න කොච්චර උත්සාහයක් දරනවාද,ඒ වෙනුවෙන් අප යොදාගන්නා පුද්ගලයාට හරි සමාගමට හරි කොපමණ දක්ෂතාවයක් තිඛෙනවාද යන්න මත තමයි.’ ඔහු කීය.

පසුව එළැඹුණු මාර්තු මසදී රැස්වුනු එක්සත් ජාතීන්ගේ මානව හිමිකම් කොමිසම ශ්‍රී ලංකාවට නැගී ඇති යුධ අපරාධ චෝදනා සම්බන්ධයෙන් අන්තර්ජාතික විමර්ෂණයක් සිදුකිරීමට තීරණය කළේය.වහාම අප්‍රෙල් මාසයේදී සුබේරි හා ස්කරුලිස් ශ්‍රී ලංකාවට පැමිණියෝය.රාජපක්ෂ රජයේ ඉහළ නිලධාරීන් හමුවූ ඔවුහු අප්‍රෙල් මස අවසානය වන විට උපදේශන කටයුතු මැයෙන් ගිවිසුමකට එළැඹියහ.

දෛනම එකම පාසැලේ උගත්තෝ වෙති.සුබේරි දැනට සේවය කරන්නේ ස්කරුලිස්ගේ සිර්කා මොබයිල් නම් ජංගම දුරකතන මෘදුකාංග නිශ්පාදන සමාගමක විධායක නිළධාරියා ලෙසය.

සුබේරි ශ්‍රී ලංකා රජය හා ගිවිසුමකට එළැඹියායින් පසු ස්කරුලිස් ඛෙල්ට්වේ ගවර්න්මන්ට් ස්ට්‍රැටෙජීස් නම් සමාගමක් පිහිටුවා ගත්තේය.

මෙම සමාගමට මහ බැංකුවෙන් සෘජුව මුදල් ලැබී නැත.නමුත් ඩොලර් 850,000 (රුපියල් 114,167,750) ක මුදලක් ලැබී තිඛෙන අතර එම මුදල සමාගම් කිහිපයක් අතර ඛෙදා හැරීමට ඛෙල්ට්වේ පාලනාධිකාරිය කටයුතු කර තිබේ.ඩබ්ලියු.ආර් ගෘෘප් හා ඛෙල්ට්වේ සමාගම් ද්විත්වය සමගම 2014 සැප්තැම්බර් මස 30 වැනිදා සිට ශ්‍රී ලංකාව ගනුදෙනු නැවැත්වීය.

සියල්ල එක් කළ විට ශී්‍රලංකා මහ බැංකුව සුබේරිට හා ඩබ්ලියු.ආර් ගෘෘප් වෙත ගෙවා ඇති මුදල ඩොලර් ලක්ෂ 65 ( රුපියල් 873,047,500) ඉක්මවයි.මේ සා මුදලක් වැයකළේ කුමක් වෙනුවෙන් වන්නට හැකිද?
සුබේරි හා ඔහුගේ සගයින්ගෙන් ඇමරිකාවේ ඇති රාජපක්ෂවරුන් සතු දේපළ පිළිඹද විමසීම සදහා පැමිණෙන ලෙස සිතාසි නිකුත් කර ඇත.

ඔවුන්ට පමණක් නොව ඇමරිකා පුරවැසියන් වන බැසිල් රාජපක්ෂ, ගෝඨාභය රාජපක්ෂ, දුමින්ද මනෝජ් රාජපක්ෂ, පුෂ්පා රාජපක්ෂ, තේජානි රාජපක්ෂ, බිමල්කා රාජපක්ෂ, ඩඩ්ලි රාජපක්ෂ, යතේන්ද්‍ර රාජපක්ෂ යන රාජපක්ෂ පවුලේ සාමාජිකයින්ටද මෙලෙස සිතාසි නිකුත් කිරීමට ඇමරිකා අධිකරණය කටයුතු කර තිබේ.
මෙම කටයුතු හා සම්බන්ධ ආරංචි මාර්ග සදහන් කරන්නේ මොවුන් මෙසේ අධිකරණයට කැදවෙන්නේ ඇමරිකාවේ රාජපක්ෂවරුන් සතුව කොපමණ දේපළ ප්‍රමාණවයක් තිඛෙනවාද යන්න සොයාබැලීමට බවයි. ශ්‍රී ලංකා රජයේ ප්‍රතිරූපය නැංවීමට යැයි කියමින් ඇමරිකාවට එවූ මුදල් නියමිත පුද්ගලයින්ට නොව වෙනත් පුද්ගලයින් අතට ගොස් ඇතිදැයි විමර්ශනය කිරීමද මේ සමගම සිදුවන එම ආරංචි මාර්ග කියයි
