Key highlights of President’s Mahinda Rajapaksa Budget presentation today

Here are highlights of President Mahinda Rajapaksa Budget presented at 1.30 pm Friday, October 24, 2014. This is the President’s 10th consecutive budget presentation:
* 1.40 pm -President opens his speech with a preamble of the develoments of the past few years including the war and the post-war developments.
* 1.45 pm – The rural economic developments followed by the government are based on ancient, traditonal and post-independence leaders who were also concerned about this. We are building a new economy based on these ideals.
* 1.50 pm -Infrastructure development was neglected during the war but there been rapid infrastucture development when the war ended in May 2009
* 1.53 pm – Former LTTE cadres are being reintergrated, trained and absorbed to the armed forces and the police.
* 2 pm – While receiving foreign aid, Sri Lanka has also been transformed to a country that provides aid to countries in crisis and in disaster situations
* 2 pm – Our Government will increase the per capita income of each individual by four times in coming years.
* 2 pm – Foreign reserves are at $10 billion while foreign debt has been reduced to 30 per cent compared to last year
* 2.01 pm- The Government reduced electricity prices by 25 per cent recently due to the resurgence of alternate energy sources.
* 2.03 pm - 750,000 low cost houses provided to those who were displaced from their dwellings for development purposes.
* 2.10 pm – Because of the ec0nomic transformation and rapid development, mobile technology has taken off and everyone is using a mobile phone now
* 2. 15 pm – Rural poverty reduced to 7.6 per cent from 15.8 per cent
* 2.20 pm – 678 small rural irrigation schemes constructed at a cost of Rs 3 billion
* 2.21 pm – Construction activity has increased by 17 per cent
* 2. 22 pm – Sri Lanka is expected to raise US$ 2 billion in foreign investment this year
* 2.23 pm – Apparal export earnings to reach $5 billion
* 2.24 pm – Export earnings expected to reach over $11 billion
* 2.25 pm – Life expectancy per person would reach 80 years by 2020
* 2. 27 pm – The student intake to Sri Lankan state universities will increase substantially to 100,000 per year by 2020 (from around 20-25,000 per year now)

All in all, good Budget for the people/masses. Why the Govt waited so long to give these benefits is something to ponder (votes?

Any idea on what the Tax/VAT reduction here?
Already the Supermarkets are doing bad due to the 12% VAT or some tax...this was a very well performing industry in the recent past.

Sri Lanka 2015 budget to cut VAT, target deficit at 4.6 pct of GDP

Oct 24 (Reuters) - Sri Lanka in 2015 will trim its value added tax and reduce its budget deficit to the lowest level since 1977, President Mahinda Rajapaksa told parliament on Friday while presenting the 2015 budget.
The value added tax "will be reduced to 11 percent" from the current 12 percent, said Rajapaksa, who is expected to run for a third six-year term as president in a poll in early 2015.
He said the budget deficit in the new year can be reduced to 4.6 percent of gross domestic product (GDP) from this year's estimated 5.0 percent. (Reporting by Shihar Aneez and Ranga Sirilal; Editing by Richard Borsuk)

අය වැය කියවීම පස්වරු 4.30ට පමණ අවසන් වු අතර ජනපතිට අය වැය ඉදිරිපත් කිරීම සඳහා පැය තුනකට ආසන්න කාලයක් ගත විය.පාර්ලිමේන්තුව හෙටට කල් තැබිණි.
මෙවර අය-වැය මැතිවරණ පුර්ව සියළු සහණ ඇතුළත් කැරට් අල අය-වැයක් යැයි බහුතරයක් ආර්ථීක විද්වතුන් පුර්ව අනාවැකි පළ කළ අතර ඒ අනුව අද අවසන් වු අයවැය කතාව යම්තාක් දුරකට ඒ පුර්ව අනාවැකි සඵල කිරිමක් බව ආර්ථීක විද්වතුන් කියති.
පුද්ගලික අංශය සදහා අවම රුපියල් 10,000 ක වැටුපක් ලබා දෙන්න යැයි කී ජනාධිපතිවරයා රාජ්ය අංශ අවම වැටුප රුපියල් 15,000 දක්වා ඉහළ නැංවුයේ මෙම රාජ්ය සේවකයින්ට සියළු දීමනා ඇතුළත්ව අවම රුපියල් 25,000 ක මාසික දීමනාවක් ලබා ගැනිමට අවකාශ සලසවමිණි.
මෙයට අමතරව අඛණ්ඩව වසර 10 ක් සේවක අර්ථ සාධක අරමුදල් දායකත්ව ලාභීන්ට රුපියල් 1000 ක ලාභාංශ දිමානාවක් ඉතිහාසයේ මුල් වරට ලබා දිණි.
එසේම,සේවක අර්ථ සාධක අරමුදලට හාම්පුතුන්ගේ දායකත්වය සියයට 14 දක්වා සියයට 02 කින් වැඩි කළ අතර මෙය පුද්ගලික අංශයේ වියදම් බර වැඩි විමට ඉවහල් වනු ඇත.
මේ අනුව සේව්ය සේවක දෙපාර්ශ්වය ලබන වසරේ සිට සියයට 22 ක අනිවාර්ය ඉතුරුම් දායකත්වයක් සේවක අර්ථ සාධක අරමුදලට දායක කළ යුතු ව ඇත.

• ‘පොලිසියට වෙනම සේවා ව්යවස්ථාවක් හා නව වැටුප් ක්රමයක්.‘
• ‘ජූලි වර්ජක වැන්දඹුවනට විශේෂ දීමනාවක්.‘
• ‘රජයේ සේවකයන්ගේ අවම වැටුප රුපියල් 15000 දක්වා වැඩි කෙරේ.‘
• ‘රජයේ සේවක දීමනාව රුපියල් 10,000ක උපරිමය දක්වා 2200කින් වැඩි කෙරේ.
• ‘මහපොල හා පහේ ශිෂ්යත්වය රජයේ සේවකයන්ගේ දරුවන්ට ද ලබා දෙයි.‘
• සේවක අර්ථසාධක අරමුදලේ හාම්පුතාගේ දායකත්වය 14% දක්වා වැඩි කෙරේ.
මුදල් ඇමැතිවරයා ද වන මහින්ද රාජපක්ෂ ජනපති අද(24)පස්වරු 1.30 ට පාර්ලිමේන්තුවේදී සිය දස වැනි අය වැය ඉදිරිපත් කිරීම ආරම්භ කළ අතර මෙහිදි දක්ෂිණ අධිවේගී මාර්ගයේ දී රිය අනතුරකින් පාදයක කොටසක් ඉවත් කැරුණු එක්සත් ජාතික පක්ෂ මන්ත්රී අජිත් මාන්නප්පෙරුම මහතා ද අය වැයට පැමිණ සිටිනු දක්නට විය.
අය වැය කියවීම පස්වරු 4.30ට පමණ අවසන් වු අතර ජනපතිට අය වැය ඉදිරිපත් කිරීම සඳහා පැය තුනකට ආසන්න කාලයක් ගත විය.පාර්ලිමේන්තුව හෙටට කල් තැබිණි.
මෙවර අය-වැය මැතිවරණ පුර්ව සියළු සහණ ඇතුළත් කැරට් අල අය-වැයක් යැයි බහුතරයක් ආර්ථීක විද්වතුන් පුර්ව අනාවැකි පළ කළ අතර ඒ අනුව අද අවසන් වු අයවැය කතාව යම්තාක් දුරකට ඒ පුර්ව අනාවැකි සඵල කිරිමක් බව ආර්ථීක විද්වතුන් කියති.
පුද්ගලික අංශය සදහා අවම රුපියල් 10,000 ක වැටුපක් ලබා දෙන්න යැයි කී ජනාධිපතිවරයා රාජ්ය අංශ අවම වැටුප රුපියල් 15,000 දක්වා ඉහළ නැංවුයේ මෙම රාජ්ය සේවකයින්ට සියළු දීමනා ඇතුළත්ව අවම රුපියල් 25,000 ක මාසික දීමනාවක් ලබා ගැනිමට අවකාශ සලසවමිණි.
මෙයට අමතරව අඛණ්ඩව වසර 10 ක් සේවක අර්ථ සාධක අරමුදල් දායකත්ව ලාභීන්ට රුපියල් 1000 ක ලාභාංශ දිමානාවක් ඉතිහාසයේ මුල් වරට ලබා දිණි.
එසේම,සේවක අර්ථ සාධක අරමුදලට හාම්පුතුන්ගේ දායකත්වය සියයට 14 දක්වා සියයට 02 කින් වැඩි කළ අතර මෙය පුද්ගලික අංශයේ වියදම් බර වැඩි විමට ඉවහල් වනු ඇත.
මේ අනුව සේව්ය සේවක දෙපාර්ශ්වය ලබන වසරේ සිට සියයට 22 ක අනිවාර්ය ඉතුරුම් දායකත්වයක් සේවක අර්ථ සාධක අරමුදලට දායක කළ යුතු ව ඇත.

This is only a marginal boost from current prices which are around Rs 285. But it will build some confidence. Also not sure who and how this is going to be implemented. This maybe for small time rubber producers so government can intervene and buy but for big plantation ?

Reduction of electricity tariff for hotel sector will be a big boost for their bottomline. I know in some hotels the salary bill is Rs 3.0mn but the CEB bill is Rs 4.0mn. For sure this will be a big boost for them.
