    When the arc is downward like this; the load needs to be supported by the 'tensile strength'.

    When the arc is upward like in an arch, the load would be supported by the 'compression strength'

    Usually, concrete is famous for compression strength while steel is famous for tensile strength.

    It does look like a foolish design from technical point of view due to compression force on vertical steel pillars.

    This looks like a temporary bridge for passage of local traffic only, away from the city traffic. Hence, the engineer may have thought his presence is not necessary and the workers could handle it. Ha ha!!

    Any way, this will be useful as a case study, for engineering students to learn.

    Must be the guys have done it for practical reasons. If the arc was upside, it would not be wide and tall enough to allow people to travel.

    And they have used the next best option.
