Most of the focus has been on the $1.4 billion port city China wants to build in the commercial capital, Colombo, where cranes and diggers have sat idle for months.
But according to International Trade Minister Malik Samarawickrama, Chinese investors have also expressed interest in a special economic zone (SEZ) in Hambantota, southern Sri Lanka, where a $1.7 billion seaport and airport built by the Chinese are operating at a fraction of capacity.

Planes for Oil.
Now with all what transpired recently in France with the radicals called "DASH", it does not deter them from doing business when the conditions are conducive for France.
So eventually, the Port City will go ahead, There will be gambling under a different guise and all the nefarious characters will operate from this strategic port city with more freedom than any other country can offer.

Frantic Phone Call Failed to Halt China-Indonesia Sea Spat
That request was rebuffed as officials in Jakarta called a press conference to complain about China’s actions. While Indonesia has largely been on the periphery of disputes between China and other nations over the South China Sea, the spat risks drawing the Southeast Asian nation into territorial contests in the oil-and-gas rich waters.
The Indonesian official said his government didn’t want to respond, but was forced to because China’s actions were especially provocative, and fitted a pattern of becoming more assertive in the waters. The official didn’t want to be named because of the sensitivity of the incident. The Chinese embassy didn’t answer four phone calls or reply to two e-mails asking about the call.

Japan opens radar station close to disputed isles, drawing angry China response
The new Self Defence Force base on the island of Yonaguni is at the western extreme of a string of Japanese islands in the East China Sea, 150 km (90 miles) south of the disputed islands known as the Senkaku islands in Japan and the Diaoyu in China.
China has raised concerns with its neighbors and in the West with its assertive claim to most of the South China Sea where the Philippines, Vietnam, Malaysia, Taiwan and Brunei have overlapping claims. Japan has long been mired in a territorial dispute with China over the East China Sea islands.

Japanese warships in Philippines near disputed waterway
Manila is seeking to strengthen ties with Tokyo as tensions mount over the disputed waterway, almost all of which is claimed by China.
Japanese submarine Oyashio and destroyers JS Ariake and JS Setogiri docked in the Subic port Sunday for a routine visit at a sprawling former US naval base just 200 kilometres (125 miles) from a Chinese-held shoal.
"The visit is a manifestation of a sustained promotion of regional peace and stability and enhancement of maritime cooperation between neighbouring navies," Philippine Navy spokesman Commander Lued Lincuna said.
