It's ironic that wonder of Asia lacks these facilities that can save human lives, while having massive airports, seaports, highways etc

Yes, Sri Lanka has 20 million population, average Rs. 10 per person would easily achieve this. I know many of us can contribute significantly more than rs. 10.
In one way it is shameful that the government cannot provide these facilities, 200 million is nothing considering the money we waste for non-viable projects. On the other hand these are good opportunities for countrymen to show their solidarity.
