Sri Lanka downgraded by S&P to B on political crisis

ECONOMYNEXT - Standard and Poor's has downgraded Sri Lanka's speculative B+ rating to B, saying external conditions had weakened by Ranil Wickremesinghe was sacked as Prime Minister and a disputed administration installed.

"There has been a significant erosion in Sri Lanka's political settings following the dismissal of Prime Minister Wickremesinghe on Oct. 26, 2018, and the ensuing installation of a new de facto government," S and P said.

"We lowered our rating on Sri Lanka based on our assessment that the current political standoff has weakened the sovereign's external financing conditions and reduced the likelihood that further reforms will improve Sri Lanka's macroeconomic fundamentals and institutionalize sustainable policy frameworks over the next 12-18 months."

OVERVIEW

-- There has been a significant erosion in Sri Lanka's political settings
following the dismissal of Prime Minister Wickremesinghe on Oct. 26, 2018, and
the ensuing installation of a new de facto government. We expect political
uncertainty to persist over the medium term and important structural reforms
envisaged under the International Monetary Fund (IMF) Extended Fund Facility
(EFF) may face delays.

-- Sri Lanka's external position has weakened, reflecting deteriorating
external financing conditions as a weak rupee and high yields constrain the
government's access to capital markets.

-- We are lowering our long-term sovereign credit rating on Sri Lanka to
'B' from 'B+' on reduced prospects of reform under the fractious political
environment. We are also affirming the short-term rating at 'B'.

-- The outlook is stable, reflecting our view that a modest economic
recovery is still likely despite the political standoff and the ability of the
government to obtain official funding from bilateral and multilateral
channels.

RATING ACTION

On Dec. 4, 2018, S&P Global Ratings lowered its long-term sovereign credit
rating on Sri Lanka to 'B' from 'B+'. We also revised down our transfer and
convertibility risk assessment on Sri Lanka to 'B' from 'B+'. At the same
time, we affirmed the short-term rating at 'B'. The outlook on the long-term
rating is stable.

We lowered our rating on Sri Lanka based on our assessment that the current
political standoff has weakened the sovereign's external financing conditions
and reduced the likelihood that further reforms will improve Sri Lanka's
macroeconomic fundamentals and institutionalize sustainable policy frameworks
over the next 12-18 months.

OUTLOOK

The stable outlook reflects our view that the Sri Lanka economy will continue
its cyclical recovery over the next 12 months as the effects from
weather-related disruptions dissipate. This also takes into account our
expectation for the government to meet its upcoming debt redemptions in 2019.

We could lower our ratings further if the fiscal policy path deviates
significantly from our current projections, leading to a more rapid increase
in net general government debt. This could further lower confidence and affect
the government's access to external financing. If the political standoff
results in significant disruptions to economic performance, such that the
medium-term growth forecast is lowered substantially, we could also lower our
ratings.

Conversely, we could raise our ratings if the political environment recovers
substantially, allowing for more predictable adoption and implementation of
important reforms. We could also raise our ratings in the event that economic
growth significantly outperforms expectations, supporting a sustained
improvement in other key metrics.

RATIONALE

In our view, Sri Lanka's policymaking environment has eroded after the
dismissal of Prime Minister Ranil Wickremesinghe in October. Deep divisions
between political factions have weakened the government's ability to adopt and
implement key policies.

We believe the fractious policymaking environment will
persist, even if the current political standoff ends. This means that the
legislative process for structural reform, including the institutionalization
of an amended fiscal rule, the formulation of a medium-term debt management
plan, and sustained energy subsidies reform, may slow even further.

Nevertheless, we believe the Sri Lankan economy will continue to recover
modestly, following substantial weather-related disruptions in 2016-2017.
However, the pace of recovery is likely to be affected by the heightened
political uncertainty. In particular, foreign direct investment into Sri Lanka
will probably be hindered.

Institutional and Economic Profile: Political standoff increased policy and
economic uncertainty

-- Disruptions following the sacking of the prime minister have increased
policy uncertainty and undermined the reform agenda championed by the previous
coalition government.

-- The current political standoff underscores the fragility of Sri
Lanka's institutional profile despite progress in passing the Inland Revenue
Act (IRA) and other reform measures over the past few years.

-- Sri Lanka's lower-middle income level also remains a rating
constraint.

The surprise dismissal of the prime minister, the subsequent appointment of a
new cabinet by the president, and collapse of the ruling coalition have
ignited turmoil in the country and sparked widespread protests against and in
support of the appointed prime minister, Mahinda Rajapaksa.

Political uncertainty has escalated dramatically with separate political factions laying
claim to different parts of the government. Opponents of the president have
rejected the new prime minister and cabinet appointments, while supporters
have rejected the Parliament's no-confidence motions against Rajapaksa.

The government has been generally unable to adopt and pass measures since the
onset of the political crisis, and the willingness and ability to implement
economic policy is curtailed.

The highly polarized political landscape underscores the weakness of Sri
Lanka's institutional settings, which remains a constraint on ratings. The
current crisis has exposed several weaknesses and gaps in the country's legal
and institutional framework. We believe the political uncertainty will persist
for some time because there is currently no consensus on major decisions taken
by key political leaders.

Deep-rooted divisions among the different political factions imply that any
new coalition government formed by the existing political parties will have a
fractious working relationship. This will complicate the process in passing
difficult reforms, such as those on fiscal rule and energy subsidies, and
legislative changes to strengthen the constitutional and legal frameworks.

Sri Lanka's growth outlook fares slightly better than its political outlook,
though not strong enough to differentiate the economy from those of other
sovereigns at a similar level of development. After two years of slow growth
stemming from largely weather-related disruptions to the agriculture sector,
the economy should see some cyclical recovery driven by agricultural output
and stable performances in the specialized garment industry, where Sri Lanka
has some comparative advantage. Tourism, a growing sector in Sri Lanka, is
likely to contribute further to export earnings.

We estimate real per capita income to reach US$4,046 in 2018, with real GDP
growth averaging 4.3% in 2018-2021. This translates to 3.6% growth in real GDP
per capita over the same period. However, the political situation could dampen
this projected growth trajectory significantly, because the uncertainty and
security risks are likely to weigh on business investment and tourism
receipts.

Flexibility and Performance Profile: External metrics have deteriorated and
risks to fiscal performance have intensified
-- Sri Lanka's external position has declined, given the weak rupee and
rising bond yields have reduced the government's ability to access
international capital markets.
-- We expect fiscal consolidation to be maintained, but the pace may slow
despite modest revenue boost from the IRA. Debt stock and interest servicing
costs remain very high, and will continue to constrain the ratings.
-- Institutional capacity at the central bank is improving. Nevertheless,
the central bank is coming under increasing strains due to limited reserves
and exchange rate pressures.

Persistent deficits in Sri Lanka's fiscal and external positions have been
rating constraints. The general government's high debt limits its ability to
accumulate policy buffers, which are crucial in times of stress. The
government's external position has weakened further over the past year.
Additionally, yields on dollar-denominated sovereign bonds have surged by
approximately 200 basis points since July, reflecting a marked deterioration
in the government's ability to access affordable external financing,
particularly through commercial means.

The Sri Lankan rupee has depreciated significantly in the second half of 2018,
initially due to contagion effects from the global emerging market rout. This
was exacerbated by the political uncertainty following the prime minister's
sacking. With more than 40% of public debt denominated in foreign currency,
the external position is sensitive to further adverse exchange rate movements.

We forecast the current account deficit to reach 2.9% of GDP in 2018, similar
to 2017. The recovery in agricultural exports has been offset by a higher
import bill associated with higher oil prices and automobile imports. We
expect the deficit to narrow slightly until 2021, particularly if remittances
from Sri Lankans living in the Gulf States improve due to strong oil-related
income. Risks to this outlook are mainly on the downside, as services exports
could underperform if the political volatility persists and security concerns
deepen.

Sri Lanka's external liquidity, as measured by gross external financing needs
as a percentage of current account receipts (CAR) plus useable reserves, is
projected to average 120% over 2018-2021. Improvements to this trajectory are
limited due to the pressure on the currency. We also forecast that Sri Lanka's
external debt (net of official reserves and financial sector external assets)
will average 157% of CAR from 2018-2021, a deterioration from 143% in 2017.

In our baseline scenario, we believe the Sri Lanka government will continue on
a fiscal consolidation path. However, the pace of consolidation may be slower
than previously envisaged under the Fourth Review of the IMF Program. The
passage of the IRA in April 2018 has been an important reform achievement for
the government; we expect this to provide a structural boost to government
revenues starting 2019 due to the gradual broadening of the tax base and
increased tax compliance. We forecast the annual growth in net general
government debt to average 5.7% of GDP for 2018-2021.

The pace of reducing the government's high debt stock is likely to be slow,
given the high servicing costs and weaker projections for fiscal
consolidation. However, as the government has limited recourse to
international capital markets, the funds needed to meet its substantial
upcoming debt redemptions in 2019 will likely come from bilateral and
multilateral sources, or the central bank's foreign reserves, as a last
resort. We estimate net general government debt to reach 78% of GDP in 2018.
This will only decline to 73% in 2021, in our view. Meanwhile, we project that
general government interest expenditures will account for 38% of government
revenues in 2018. This is the third-highest ratio among the sovereigns we
currently rate, trailing only Lebanon and Egypt. We expect this ratio to fall
to 32% in 2021.

The current political standoff poses a significant challenge to this projected
fiscal trajectory. Part of the uncertainty could be alleviated by the
conclusion of the Fifth Review of the IMF Program, which will also unlock
another tranche of the IMF EFF disbursements (about US$252 million), easing
some of the near-term external liquidity pressures. If the fiscal policy
trajectory deviates significantly from our current forecasts, such that the
change in net general government debt accelerates, this could exert further
downward pressure on the ratings.

We assess the government's contingent liabilities from state-owned enterprises
and its relatively small financial system as limited, but risks are rising.
The approval of an automatic fuel pricing formula is an important plank in
energy subsidies reform to reduce fiscal risks from the Ceylon Petroleum Corp.
and Ceylon Electricity Board, which are key state-owned enterprises. However,
the effectiveness of this formula in generating fiscal savings depends on the
passage of an automatic formula on electricity pricing as well. Without this
second step in energy subsidies reform, the risks to the financial
sustainability of Ceylon Electricity Board could intensify and increase the
burden on the government's resources. At the same time, the national financial
sector has a limited capacity to lend more to the government without possibly
crowding out private-sector borrowing, owing to its large exposure to the
government sector of more than 20%.

Central bank says downgrades by S&P and Fitch unwarranted

ECONOMYNEXT - Sri Lanka's central bank says downgrades by S&P and Fitch are unwarranted and the country can repay maturing sovereign bonds and it is working on swap lines with central banks.

The full statement is reproduced below:

The Central Bank of Sri Lanka (CBSL) is of the view that the decisions by Fitch Ratings on 3 December 2018 and Standard and Poor’s (S&P Global Ratings) on 4 December 2018 to downgrade Sri Lanka's Long-Term Rating from ‘B+’ (Stable) to ‘B’ (Stable) are based on uncorroborated facts on the country’s macroeconomic fundamentals.

In spite of the recent developments in the country’s political sphere, an array of measures have been taken by the CBSL and the Government to minimize any potential impact from the recent political developments on the economy, especially with regard to external financing requirements and debt payment obligations. In meeting the Government’s external liabilities of International Sovereign Bond (ISB) maturities of USD 1 billion in January 2019 and USD 500 million in April 2019, the authorities have already built a buffer fund from proceeds of non-strategic asset divestment and recently contracted Syndicated loan, in addition to the space provided under the Active Liability Management (ALM) initiative not exceeding a limit of Rs. 310 billion.

The issuance of Sri Lanka Development Bonds (SLDBs) of around USD 750 million to USD 1 billion during the remainder of the year and in early 2019 sourced through enhanced credit lines for state banks from the Middle East and East Asia is nearing completion. Further, the enhancement of USD 500 million to the syndicated loan arrangement by February 2019 is also in progress. In addition, further support could be expected from the proceeds of about USD 600 million expected as disbursements from bilateral and multilateral agencies during next year. These proceeds together with the available funds would more than cover all the ISB payments due in 2019.

Meanwhile, with the aim of further strengthening the reserve adequacy, the CBSL has initiated negotiations with central banks and regional funds such as SAARC Swap Framework to obtain foreign currency SWAP facilities.

These measures would not only further strengthen the country’s foreign reserve adequacy, they would also enable timely servicing of external obligations while providing the space for intervening cautiously in the foreign exchange market to prevent excessive volatility. It is noteworthy that there has been a favourable adjustment in the exchange rate during recent days supported by rising foreign currency inflows which would be further enhanced in the upcoming holiday and new year season. In addition, the fiscal and macro prudential measures that are already in place are expected to result in an improvement in the external trade balance as well, thus reducing pressure on external reserves and the exchange rate.

Meanwhile, domestic financing conditions have shown considerable improvement through spaces created and debt management strategies introduced recently. This has reduced the roll-over requirement of Treasury bonds and SLDBs in 2019, 2020 and in the medium-term. Notably, the new acquisition of government securities by the banking sector has increased by only 1.5 per cent in 2018 as against the trend increase of around 5 per cent in recent years.

It needs to be further reiterated that Sri Lanka’s banking and financial sector remains resilient to both domestic and external vulnerabilities. Even though the operating environment is challenging, the banking sector is subject to a stringent supervisory and regulatory framework. The commitment of the banking sector to adhere to higher levels of capital and liquidity requirements demonstrates its resilience in facing these challenges, thereby creating a stable outlook for the banking sector.

Given these parameters, the CBSL is of the view that the recent rating actions by Fitch Ratings and S&P Global Ratings are unwarranted. Such an action only on the premise of heightened political uncertainty, with no evidence of slippages in macroeconomic policies or fundamentals, cannot be justified.

The soundness of the underlying macroeconomic conditions was reinforced by the fact that staff-level agreement in principle was reached with the IMF (26 October 2018) on the fifth review of the Extended Fund Facility (EFF).

Sri Lanka debt still manageable, through political crisis raised costs: CB Governor

ECONOMYNEXT - Sri Lanka can still manage its debt problem though a political crisis which has triggered downgrades has pushed up costs, Central Bank Governor Indrajit Coomaraswamy said.

Moody's, Standard and Poor's and Fitch have downgraded Sri Lanka's already speculative grade B+ debt to B+.

Even before the downgrades, foreign investors were selling down Sri Lanka's sovereign bonds.

"Clearly the political developments have increased the risk premium," Coomaraswamy said.

"We have to undertake significant borrowing going forward. And their costs would be higher, the tenor is likely to be shorter".

Sri Lanka has to repay a billion US dollar bond in January, and Coomaraswamy has said the bond can be repaid.

The central bank also has got parliamentary approval to raise up to 310 billion rupee equivalent to managed debt, under which it could raise and repay debt, he said.

In addition to short term measures the central bank and Treasury had devised a medium term strategy to put debt on a sustainable path.

"Now we still have those plans but the costs would be higher," he said. "The progress towards achieving sustainable external debt dynamics have been slowed down

"But the situation is still manageable provided the government maintains fiscal discipline and continues with the trajectory of fiscal consolidation they have set out.

"But room to maneuver we have had become less".

At the moment Sri Lanka is operating without a cabinet of ministers, with the President authorized by the constutution to hold only three ministries. Sri Lanka no longer has permanent secretaries under the current constitution and they lose office along with the cabinet.

Under the authority given by the parliament through the Active Liability Managment Act, the central bank could raise funds to repay both principle and interest of debt, Coomaraswamy said.

Sri Lanka followed a state-led investment strategy in the last 10 years with heavy borrowing from international capital markets and also China where some projects appear to have been done without proper feasibility studies.

Due to the state-led strategy the country sideline private and foreign investors putting restrictions on land ownership and also expropriating investments which reduced foreign direct investments.

Critics say a new administration which came to power in 2015 also failed to reverse the expropriations and slammed retrospective taxes compounding the problem.

There were also no privatizations to draw in competitive private investments only a government to government deal involving a port with China.

Sri Lanka had about 7.0 billion dollars of reserves by November, which is vulnerable to contradictory policy coming from sterilized forex sales.

Sri Lanka has an unstable soft-pegged exchange rate, which has not been reformed, and the country is vulnerable to artificially low interest rates generated by money printing though the central bank is simultaneously trying to collect forex reserves by pegging.

ECONOMYNEXT – Sri Lanka’s plantations industry said they would not give in to demands by labour unions to double daily wage to 1,000 rupees, despite a strike causing a 240 million rupees collective loss each day.

The Planters’ Association of Ceylon (PA), which represents listed regional plantations companies, said in a statement workers could easily achieve daily earnings of 1,000 rupees with just a one kilo productivity increase.

A worker has potential to earn as much as 80,000 rupees a month under a revenue share model linked to productivity that the RPCs have proposed.

The PA said tea prices were falling sharply and cost of production, already the highest among tea exporting countries, was much more than prices fetched at the Colombo auctions.

“All Regional Plantation Companies pay their employees’ through what is earned as revenue; however the demands of Trade Union leaders far exceed this capacity.”

In the wake of indefinite strike action declared by Trade Union (TU) leaders from 4th December onwards, the Planters’ Association of Ceylon (PA) firmly reiterated the position of its membership - that a 100% increase in daily basic wages as demanded by the TUs simply cannot be sustained by the industry.

“All Regional Plantation Companies pay their employees’ through what is earned as revenue; however the demands of Trade Union leaders far exceed this capacity. At this crucial moment, we urge all stakeholders, especially those whose daily living depends on this industry, to consider the fatality of this industry and those dependent on it if impractical, untenable decisions are taken.”

“The RPCs have already advanced multiple productivity- linked models that could easily enable workers to earn beyond Rs. 1,000 per day. This time’s RPC proposal is a 20% increase in the basic wage escalating it from Rs 500/- to Rs. 600/- . A 33% increase in the Attendance Incentive (AI) up to Rs. 80 plus the Productivity Incentive (PI) and Price Share Supplement (PSS), all totaling Rs 940/- per day, amounting to an average increase of Rs. 3,375 per month per worker.”
“Additionally, tea harvesters who are able to bring in harvests above the norm will continue to be entitled to an over-kilo pay of Rs.28.75 per kilo in excess of the plucking norm which could easily expand their earnings beyond the Rs. 1,000.”

The PA noted that current TU demands are devoid of any incentives which could in effect curtail the earning potential of the worker by locking them into a system that only provided for a basic daily wage.

In the interim, the PA estimated that the ongoing strike action would cost the industry approximately Rs. 240 - 250 million in losses each day in the tea and rubber industry. At a time when the industry is already suffering from depressed international market conditions, and the ongoing withdrawal of the much needed chemical weedicide from the domestic market, the PA cautioned stakeholders against resorting to measures that would further weaken the industry.

Why a 100% increase in wage is unviable

Extreme demands for a 100% wage hike could only be sustained if the average sale price of Sri Lankan tea at the auction was to increase up to Rs. 850 per kg. As at November of this year, the average sale price of tea stood at Rs. 558 per kg while the Cost Of Production (COP) is Rs. 630 per kg.

At present, Sri Lanka’s Cost of Production (COP) in tea is the highest in the world and has debilitated the RPC’s revenue generating ability. Notably, 70% of Sri Lanka’s COP is solely the cost of labour.

Moreover, RPCs would have to absorb a staggering Rs. 20 billion increase in wage and gratuity costs if the basic wages are increased by 100% to Rs. 1,000.

The PA further noted that the price of Sri Lankan tea in international markets has continuously dropped by approximately Rs. 20 each week over the recent past while almost 35% of tea produced went unsold at the last auction.

Rubber COP stands at approximately Rs. 360 per kg where the average selling price is just Rs. 230 per kg.

The dire need for all to appreciate and adopt a modernized, progressive approach to wages:

The PA once again reiterated the urgent need for the industry to immediately move away from the daily wages system instituted in the colonial era and progress towards a modern wage model. By this, the employees’ aspirations could be met through a productivity-based model which would only require tea harvesters to raise their annual average output by a single kilogram.

“The PA’s membership cannot agree to a demand that would jeopardize an entire industry that involves not only growers but tea factory owners, exporters and the entire value chain.

Moreover, we urge employees to examine carefully the facts placed before them. In RPC estates where a revenue share model has been successfully implemented, workers are now earning between Rs. 50,000 to Rs. 80,000 each month. The current wage model is not sustainable, and those arguing for it must be made to understand the immense earning potential that is open to them if they will work in partnership with us,” the PA emphasized.

The PA concluded its statement by noting that a transition to a productivity based model would provide the harvesters significantly greater earning potential and urge Trade Unions to see this potential and do what’s best for the estate communities.

බාමි ආමි ශ්‍රී ලංකාවේ සංචාරක කර්මාන්තය ගොඩගනී

පසුගිය ඔක්තෝබර් 26 වන දින ශ්‍රී ලංකාවේ ඇති වූ දේශපාලන බලපෙරළිය සෘජුවම මෙරට සංචාරක කර්මාන්තයට අහිතරක අන්දමින් බලපෑ බව නොරහසකි. කෙසේ වෙතත් මෙම අර්බුදකාරීත්වය මැද පසුගිය නොවැම්බර් මාසයේ දී ශ්‍රී ලංකාවට පැමිණ ඇති විදෙස් සංචාරකයින් සංඛ්‍යාව 195,582 ක් දක්වා 16.8% කින් ඉහළ ගොස් තිබේ. මේ අනුව2018 වසරේ මුල් මාස 11 තුළ පැමිණ තිබෙන සංචාරකයින් ප්‍රමාණය විසිලක්ෂය ඉක්මවා තිබේ.

ශ්‍රී ලංකා සංචාරක සංවර්ධන අධිකාරියේ නවතම සංඛ්‍යාලේඛනවලට අනුව 2018 ජනවාරි - නොවැම්බර් කාලය තුළ 2,080,627 ක් සංචාරකයින් ප්‍රමාණයක් ශ්‍රී ලංකාවට පැමිණ තිබේ.

මෙහි ඇති සුවිශේෂීත්වය වන්නේ නොවැම්බර් මාසයේ මෙරට ප්‍රධානතම සංචාරක මූලශ්‍රවලින් දෙවන තැන එක්සත් රාජධානියෙන් පැමිණි සංචාරකයින්ට හිමිවීමයි. එය 21,971 ක් වන අතර 2017 නෙවැම්බර් මාසය හා සැසඳීමේ දී එය 61.1% ක වර්ධනයකි.

නොවැම්බර් මාසයේ දී එක්සත් රාජධානියෙන් පැමිණ ඇති සංචාරකයින් ප්‍රමාණය මෙලෙස ඉහළ යාමට ප්‍රධාන වශයේන හේතු වී ඇත්තේ එංගලන්ත ක්‍රිකට් පිලේ ශ්‍රී ලංකා සංචාරයයි. එංගලන්ත ක්‍රිකට් පිල විදෙස් සංචාරයක නිරත වන අවස්ථාවක දී ඔවුන්ගේ සහායට පැමිණෙන අතිවිශාල ‘බාමි ආමි‘ එංගලන්ත ක්‍රිකට්ලෝලීන් ගේ සහාය, මේ අනුව මෙරට සංචාරක කර්මාන්තයේ වර්ධනයට නොවැම්බර් මාසයේ දී දායක වී තිබේ.

මේ අතර වැඩිම සංචාරකයින් සංඛ්‍යාවක් පැමිණි රට ලෙසින් නොවැම්බර් මාසයේ දී සුපුරුදු පරිදි ඉන්දියාව පෙරමුණ ගෙන ඇති අතර 39,137 ක සංචාරකයින් සංඛ්‍යාවක් එහිදී පැමිණ තිබේ. එය 21.4% ක වර්ධනයකි.

නොවැම්බර් මාසයේ දී චීන සංචාරකයින්ගේ පැමිණීම 1.8% කින් පහළ ගොස් ඇති අතර ප්‍රධන වශයෙන් යුරෝපා රටවලින් පැමිණි සංචාරකයින් ගේ ඉහළ යාමක් මෙහිදී වාර්තා වේ. ඒ අනුව සංචාරකයින් පැමිණි රට අනුව එක්සත් රාජධානිය 61.1% කින්, ජර්මනිය 89.6% කින්, ප්‍රංශය 22.4% කින්, ස්විස්ටර්ලන්තය 85.7 කින් යනා දී වශයෙන් මෙරට පැමිණි සංචාරකයින්ගේ කැපී පෙනෙන ඉහළ යාමක් 2018 නොවැම්බර් මාසයේ දී දැකගත හැකි විය.

2018 නොවැම්බර් මාසයේ දී සංචාරකයින්ගේ පැමිණීම ඇතුලත් සංඛ්‍යා දත්ත පහතින් දැක්වේ.

ලංකාවට සංචාරකයින් පැමිණීම අඩු වෙලාද?

පසුගිය ඔක්තෝබර් 26 වෙනිදා සිට දිග්ගැසෙමින් තිබෙන ලංකාවේ දේශපාලන අර්බුදය අවසන් වන ආකාරයක් තවමත් පැහැදිලිව පෙනෙන්නට නැහැ. හෙට ලැබෙනු ඇතැයි සිතිය හැකි ශ්‍රේෂ්ඨාධිකරණ තීන්දුවෙන් පසුව වුවත් තත්ත්වයේ ලොකු වෙනසක් වේදැයි සැක සහිතයි.

ලංකාවේ දැනට පවතින දේශපාලන වාතාවරණය රටේ ආර්ථිකයට බලපාන ආකාරය අපද ඇතුළු බොහෝ දෙනෙක් විසින් කතා කර තිබෙන දෙයක්. කොළඹ කොටස් වෙළඳපොළෙහි හා රාජ්‍ය සුරැකුම්පත් වල වූ විදේශ ආයෝජන රටින් පිටවීම පසුගිය මාසයේ දකින්නට හැකි වූ තත්ත්වයක්. එහෙත්, අප මීට පෙරද සටහන් කර තිබෙන පරිදි මේ ආකාරයෙන් විදේශ ප්‍රාග්ධනය රටින් පිටතට ගලා යාම තනිකරම දේශපාලන අර්බුදය නිසාම ඇති වූ තත්ත්වයක් නෙමෙයි. ඒ ප්‍රවණතාව කලින්ම ඇරැඹී තිබුණු එකක්. දේශපාලන අර්බුදය නිසා තත්ත්වය තරමක් උග්‍ර වුණා. ණය පොලී අනුපාතික ඉහළ යාමටනම් දේශපාලන අර්බුදය සෘජුවම සම්බන්ධයි.

දේශපාලන අර්බුදය නිසා ලංකාවේ සංචාරක කර්මාන්තයට සිදු වූ බලපෑමත් කතාබහට ලක් වූ කරුණක්. ඇතැම් රටවල් සිය පුරවැසියන්ට ලංකාවට පැමිණීම ගැන අවවාද කර තිබුණා. කලින් නියම කරගෙන තිබුණු සංචාර අවලංගු වී ඇති බව වාර්තා වී තිබුණා. නමුත්, සංඛ්‍යාලේඛණ දෙස නොබලා, මෙවැනි වාර්තා මත පදනම්ව නිගමන වලට පැමිණීම එතරම් හොඳ දෙයක් නෙමෙයි.

සංඛ්‍යාලේඛණ අනුව පෙනෙන විදිහට 2017 නොවැම්බර් මාසයට සාපේක්ෂව පසුගිය නොවැම්බර් මාසයේදී සංචාරකයින්ගේ පැමිණීම 16.8%කින් වැඩි වී තිබෙනවා. මෙය සැලකිය යුතු වැඩි වීමක්. වසරේ මුල් මාස දහය තුළ වූ සාමාන්‍ය වර්ධනය මීට වඩා අඩුයි. වසරේ පළමු මාස එකොළහ පෙර වසරේ එම කාලය හා සසඳා බැලුවොත් 11.2%ක වර්ධනයක් දැකිය හැකියි. පසුගිය වසර තුළ සංචාරකයින්ගේ පැමිණීම වර්ධනය වුනේ 3.2%කින් පමණක් බව සැලකූ විට මේ වර්ධනය කැපී පෙනෙනවා. මෙයින් 2018 ආර්ථික වර්ධනයටත් සැලකිය යුතු යහපත් බලපෑමක් වෙයි.

ලංකාවේ දළ ජාතික නිෂ්පාදිතයට සංචාරක කර්මාන්තයෙන් 5.3%ක සෘජු දායකත්වයකුත්, 11.6%ක සමස්ත දායකත්වයකුත් තිබෙනවා. ශ්‍රමික ප්‍රේෂණ හා ඇඟලුම් අපනයන හැරුණු විට වැඩිම විදේශ විණිමය ප්‍රමාණයක් ලංකාවට ලැබෙන්නෙත් සංචාරක කර්මාන්තය හරහායි. රටේ රැකියා වලින් 11%ක්ම සෘජුව හෝ වක්‍රව සංචාරක කර්මාන්තයට සම්බන්ධයි. ඒ නිසා, සංචාරක කර්මාන්තය වර්ධනය වෙනවා කියන්නේ ලංකාවේ ආර්ථිකයට විශාල සාධනීය බලපෑමක් සිදු කරන දෙයක්.

ලංකාවට පැමිණෙන සංචාරකයෙකු සාමාන්‍යයෙන් දින 11ක් පමණ නැවතී සිටින අතර දිනකට ඩොලර් 170ක පමණ මුදලක් වියදම් කරනවා. මේ මුදල වාර්ෂිකව ඩොලර් කිහිපයකින් හෝ ඉහළ යනවා. ඒ අතරම ඩොලරයක රුපියල් මිලත් ඉහළ යන නිසා කර්මාන්තයේ නියැලෙන අයගේ අයට අතට ලැබෙන ආදායම වඩා වේගයෙන් ඉහළ යනවා.

නොවැම්බර් මාසය තුළ යුරෝපීය සංචාරකයින්ගේ පැමිණීමේ වර්ධනය විශේෂයෙන්ම කැපී පෙනෙනවා. එය 37.1%ක්. එක්සත් රාජධානිය පමණක් ගත්තොත් 61.1%ක වර්ධනයක්. ඇමරිකානුවන්ගේ පැමිණීම 24.9%කිනුත්, සමස්තයක් ලෙස උතුරු හා දකුණු ඇමරිකානු මහාද්වීප වලින් පැමිණීම 23.9%කිනුත් ඉහළ ගොස් තිබෙනවා. ඕස්ට්‍රේලියානු මහාද්වීපයෙන් පැමිණෙන්නන් 50.5%කින් ඉහළ ගොස් තිබෙනවා.

ඉන්දියානුවන්ගේ පැමිණීම 21.4%කින් ඉහළ ගොස් ඇතත් අනෙකුත් දකුණු ආසියානු රටවල සංචාරකයින්ගේ පැමිණීමේ සැලකිය යුතු අඩුවීමක් පෙනෙන්නට තිබෙනවා. චීනය, ජපානය හා කොරියාව ඇතුළු අග්නිදිග ආසියාතික රටවලින් මෙන්ම මැදපෙරදිග රටවල සිට පැමිණෙන සංචාරකයින්ගේද අඩුවක් දැකිය හැකියි. සමස්ත වර්ධනය 16.8% මට්ටමට සීමා වී තිබෙන්නේ මේ අඩුවීම් වල බලපෑමෙන්. නොවැම්බර් දක්වා පැමිණ තිබෙන මුළු සංචාරකයින් ප්‍රමාණය 2,080,627ක්. පසුගිය වසරේ මුල් මාස එකොළහ තුළ පැමිණ ඇත්තේ සංචාරකයින් 1,871,871ක් පමණයි.

එහෙමනම්, දේශපාලන අර්බුදය හේතුවෙන් සංචාරක කර්මාන්තයට වෙලා තිබෙන්නේ යහපතක්ද?

දේශපාලන අර්බුදය හේතුවෙන් රටට සංචාරකයින් පැමිණීම ඉහළ යන්න සෘජු හේතුවක් නැහැ. මේ යහපත් වර්ධනයට ප්‍රධාන හේතුව මේ මාසය හා පෙර මාසය තුළ රුපියල සෑහෙන තරමින් අවප්‍රමාණය වීමයි. රුපියල අවප්‍රමාණය වෙන්න ඉඩදීම ලංකාවේ ගෙවුම් ශේෂ ප්‍රශ්නය විසඳාගන්න කළ යුතු මූලිකම දෙය බව මා දිගින් දිගටම කියා තිබෙන දෙයක්. සංචාරක කර්මාන්තය කියන්නේ එහි ප්‍රතිඵල මුලින්ම පෙන්වන තැනක්. දේශපාලන අර්බුදය නොවන්නට සංචාරකයින්ගේ පැමිණීම මීටත් වඩා ඉහළ යා හැකිව තිබුණා.

Foreign investors sell Rs17bn in Sri Lanka bonds in week

ECONOMYNEXT - Foreign investors have sold 17 billion rupees of bonds with total holdings of bonds dropping to 180.9 billion rupees from 197.9 billion rupees in the week to December 05, in perhaps the heaviest week of foreign selling in markets, central bank data shows.

Foreign investors held 324 billion rupees of bonds in April and had been steadily selling them down.

Since October 23, shortly before a political crisis emerged, foreigners have dumped 64 billion rupees of bonds.

Sri Lanka's bond yields have eased after the statutory reserve ratio was cut in mid November, dumping tens of billions of rupees in to the banking system making it more profitable for foreigners to exit.

Sri Lanka has a soft-pegged exchange rate regime, where the central bank prints money after intervening in forex markets to maintain an exchange rate target.

However due to lender of last resort activities (printing money to stop reserve money from contracting or target the policy rate or both) it is not possible to maintain the exchange rate target either.

A soft-pegged central bank injects new rupees in the banking system through last resort windows or term reverse repo transactions or outright purchases of domestic securities like Treasury bills.

The new money allows banks to buy bonds including from fleeing foreign bond holders, without crowding out domestic credit.

Higher levels of currency defence have been seen in recent days, while overnight and longer term rates fell after the SRR cut. (Colombo/Dec10/2018)

Sri Lanka forex reserves down $880mn in November

ECONOMYNEXT - Sri Lanka's forex reserves dropped by 884.9 million US dollars in November 2018, to 7,018.38 million dollars amid a statutory reserve cut and more liquidity injections, official data show.

In November the central bank cut the statutory reserve ratio and injected what an official said was an estimated 90 billion rupees of cash at zero interest rate in to the banking system to permanently sterilize liquidity shortages generated by earlier interventions.

According to central bank data, interventions with commercial banks were 303.55 million US dollars in October. Meanwhile 7.0 million dollars had also been bought to stop the rupee from floating in that month.

The data does not capture forex reserves released through swap agreements to maintain a peg or transactions with the Treasury.

Sri Lanka's credit system is vulnerable to balance of payments crises, as the central bank tries to maintain artificially low interest rates whenever the economy recovers and credit demand picks up, while operating soft-peg with the US dollar and collecting forex reserves.

In 2018, balance of payments pressure was generated from the first quarter of 2018 as the central bank halted mopping up inflows, terminated existing term repos in March and cut rates and actively printed money in April to boost excess liquidity. Currency pressure then triggers capital flight.

The finance ministry has meanwhile raised unpopular taxes, cut the budget deficit and in May also market priced fuel in another unpopular move, at great political cost. The finance ministry had also generated a primary surplus in the budget.

In November the central bank cut the reserve ratio, hiked policy rates to 9.0 percent and then injected money to sterilize interventions through reverse repo auctions at 8.35 percent after November 16, lower than the 8.7 percent the day before the SRR cut and lower than the earlier policy rate of 8.50 percent.

Economists and analysts have called for reforms of the central bank's domestic operations, or its abolition in favor of a currency board or dollarization to end balance of payments crises in Sri Lanka, so that the country can progress.

Sri Lanka's abolished a currency board in 1951 and set up a Latin America style soft-peg to join the Bretton Woods system, going in the opposite direction to countries like Singapore and Hong Kong and ending free trade to protect the soft peg.

The Bretton Woods system of soft-pegs also collapsed in 1971 as the US Federal Reserve tried to maintain artificially low interest rates to boost growth.

Sri Lanka crisis negative for economy, polls seen positive for stocks

ECONOMYNEXT - Sri Lanka’s political crisis is not good for economic growth but investors see early elections could be positive for the stock market, according to Tundra Fund, a Swedish based fund focussing on less well-known frontier markets.

“Many were surprised that Sri Lanka, in the midst of what constitutes a constitutional crisis, was one of the winners during the month and rose almost three percent,” the fund said in its latest monthly commentary.

The crisis was triggered when President Maithripala Sirisena sacked Prime Minister Wickremesinghe in late October and appointed former President Mahinda Rajapaksa as the new prime minister.

Courts have stayed Rajapaksa’s appointment and are hearing several challenges to Sirisena’s actions, including a sudden dissolution of parliament.

Tundra Fund said in an assessment of the market’s reaction to the crisis that it concludes that local investors have been aggressive buyers since the crisis began in late October.

“From a purely cynical market perspective, investors find that Rajapaksa, despite all allegations of corruption and human rights violations during the Civil War, is better suited to leading the country,” it said.

“The current political crisis is, of course, negative for the country’s economy in the short term,” the fund said, adding that:

“Despite the risk of continuing turbulence in the short term, we conclude that much of it has been discounted by the market. An early election would be clearly positive for the stock market.”

The Tundra Sustainable Frontier Fund focuses on the next generation of emerging markets such as Vietnam, Bangladesh, Sri Lanka, Pakistan, Egypt and Nigeria, most with strong population growth, rapid urbanisation, investments in infrastructure, and growing middle classes.

It has 12 percent of its funds allocated to Sri Lanka with the largest holding in John Keells Holdings, with three percent of the portfolio.

Sri Lanka plantations say unions resorting to death threats to back pay hike demand

ECONOMYNEXT – Sri Lanka’s regional plantations companies (RPCs) said they were withdrawing from direct talks with labour unions on a pay hike after death threats and assaults on staff amid mounting losses from a strike.

Roshan Rajadurai, spokesman for the Planters’ Association of Ceylon (PA), which represents listed regional plantations companies, said the Employers’ Federation of Ceylon would represent the industry in future talks with unions.

The RPCs couldn’t afford to pay the 1,000 rupees a day basic pay – a 20 percent hike - demanded by unions at a time of falling tea and rubber prices, he told a news conference.

The RPCs have instead offered a productivity-linked pay model that would enable workers to earn 1,000 rupees a day and more depending on their output of plucked tea leaves, Rajadurai said.

The estate strike was costing the RPCs 250 million rupees in lost revenue each day, with the collective loss per month 6.25 billion rupees.

“The 20 percent increase demanded by union would cost us six billion rupees a year and another three billion rupees in gratuity payments,” Rajadurai said. “The total impact would be nine billion rupees a year.

”It’s not that we don’t want to pay but that we simply can’t afford to pay what they are demanding, at a time when tea and rubber prices are falling.”

Rajadurai said the RPC managements had decided their staff would leave the estates if there was any more violence.

ආර්ථිකයේ අවදානම් අඩුකරපු හැටි.

පසුගිය සියවස අවසන් වන තුරුම වගේ බොරතෙල් බැරලයක මිල ඩොලර් 25 මට්ටමට වඩා වැඩි වුණේ කිහිප වරකදී තාවකාලිකව පමණයි. 2001 අවුරුද්ද ඉවර වෙන කොටත් ඩොලර් 20කට අඩුවෙන් බොරතෙල් බැරලයක් විකිණුනා. නමුත්, ඉන් පසුව දිගින් දිගටම තෙල් මිල වැඩි වුණා. 2005 මුලදී බොරතෙල් බැරලයක මිල ඩොලර් 50 පැන්නුවා. 2006 මැද වෙද්දී ඩොලර් 75ට කිට්ටු කළා. 2008 මුල හරියේදී ඩොලර් 100 පැන්නුවා.

ඔය කාලය වෙද්දී ඉහළ යන තෙල් මිලේ බර ලංකාවේ ආර්ථිකයට ඉතා දැඩිව දැනෙන්න ගත්තා. ලොකුම ප්‍රශ්නය වුනේ බොරතෙල් බැරලයක මිල කොහෙන් නවතීද කියා හරියටම කියන්න කාටවත් නොහැකි වීම. චීනය, ඉන්දියාව වගේ රටවල් වල තෙල් ඉල්ලුම විශාල ලෙස වැඩිවීමත්, තෙල් සංචිත වල සීමාවක් තිබීමත් මත පදනම්ව තෙල් මිල නැවත කිසි විටෙකත් පෙර මට්ටමට පහත නොවැටෙනු ඇති බව ඔය කාලයේ බොහෝ දෙනෙක්ගේ අදහස වුනා. ඒ අනුව, වඩා ප්‍රචලිත අදහස වුනේ තෙල් මිල කිසියම් මට්ටමක ස්ථාවර වී එතැන් සිට අඩු වේගයකින් ඉහළ යනු ඇති බවයි. තෙල් මිල වැඩි වුනු ප්‍රවණතාවය දිහා බැලුවහම මේ අදහස නරක එකක් වුනේ නැහැ.

ඔය දවස් වල තෙල් බැරලයක් ඩොලර් 200ක් වෙනවා කියන එක සිදු විය නොහැකි දෙයක් බව පෙනුණේ නැහැ. එහෙම වුනානම් එය ලංකාව ආර්ථික අර්බුදයක් කරා මෙහෙයවන්න ඉඩ තිබුණා. කොහොමටත් 2008 මැද වන විට රටේ උද්ධමනය 30% මට්ටමට ගිහිල්ලයි තිබුණේ. පසුව බොහෝ කතාබහට ලක් වුනු හෙජින් ගනුදෙනු සිදු වුනේ ඔය වගේ පසුබිමකයි.

තෙල් සංස්ථාව විසින් ස්ටෑන්ඩර්ඩ් චාටඩ් බැංකුව, ඩොයිෂ් බැංකුව හා සිටි බැංකුව වගේ විදේශ බැංකු එක්කත්, මහජන බැංකුව හා කොමර්ෂල් බැංකුව වගේ දේශීය බැංකු එක්කත් හෙජිං ගිවිසුම් ගණනාවක් අත්සන් කළා. මේ ගිවිසුම් බොහොමයක් අත්සන් කළේ 2008 මැද භාගයේදී වසරක කාලයක් සඳහා.

මේ හෙජිං ගිවිසුම් ගැන ගොඩක් අය දන්නේ නැති නිසා 2008 අගෝස්තු සිට වසරක කාලයක් සඳහා ඩොයිෂ් බැංකුව එක්ක අත්සන් කරපු ගිවිසුම මුලින්ම උදාහරණයකට ගන්නම්. ඒ ගිවිසුම සරලයි.

ගිවිසුම සඳහා පාදක කර ගත්තේ ඒ වන විට බොරතෙල් බැරලයක මිල වූ ඩොලර් 112.50. ගිවිසුම අත්සන් කිරීමෙන් පසුව මිල වැඩි වුනොත් මිල වෙනස ඩොයිෂ් බැංකුව විසින් තෙල් සංස්ථාවට ගෙවන්න ඕනෑ. මිල අඩු වුනොත් මිල වෙනස තෙල් සංස්ථාව විසින් ඩොයිෂ් බැංකුවට ගෙවන්න ඕනෑ. වෙනත් විදිහකට කිවුවොත් මිල අඩු වුනත්, වැඩි වුනත් තෙල් සංස්ථාවට යන වියදම බැරලයකට ඩොලර් 112.50යි. වෙළඳපොළේ මිල වැඩි වුනොත් ඩොයිෂ් බැංකුවට පාඩුයි, තෙල් සංස්ථාවට ලාබයි. මිල අඩු වුනොත් ඩොයිෂ් බැංකුවට ලාබයි, තෙල් සංස්ථාවට පාඩුයි.

කලින් කියපු ගිවිසුම අත්සන් කළේ මාසයකට තෙල් බැරල් 100,000කට. ඒ කියන්නේ, අවුරුද්දට තෙල් බැරල් මිලියන 1.2කට. ගිවිසුම අත්සන් කළාට පසු අවුරුද්දේ තෙල් මිල ඩොලර් 113.50ට ගිහින් දිගටම තිබුනොත් තෙල් සංස්ථාවට ඩොලර් මිලියන 1.2ක් ලාබයි. ඩොලර් 114.50ට ගිහින් දිගටම තිබුනොත් තෙල් සංස්ථාවට ඩොලර් මිලියන 2.4ක් ලාබයි. ඩොලර් 111.50ට අඩු වෙලා දිගටම තිබුනොත් තෙල් සංස්ථාවට ඩොලර් මිලියන 1.2ක් පාඩුයි.

කොහොම වුනත්, ගිවිසුම අනුව ඔය විදිහට ඩොයිෂ් බැංකුව විසින් තෙල් සංස්ථාවට ගෙවන්න එකඟ වෙලා තිබුණේ උපරිම වශයෙන් ඩොලර් මිලියන 2.5ක් පමණයි. නමුත්, තෙල් සංස්ථාව විසින් ඩොයිෂ් බැංකුවට ගෙවිය යුතු මුදල ඒ ආකාරයට සීමා කරගෙන තිබුණේ නැහැ. තෙල් සංස්ථාව වෙනුවෙන් ගිවිසුම අත්සන් කරපු අය මිල අඩු වෙයි කියා කීයටවත් නොහිතපු බව එයින් පේනවා.

තෙල් මිල අඩු වෙන්න කිසිම ඉඩක් නැත්නම්, දුවන කෝච්චියකට බෙල්ල තියනවා වගේ වැඩි වන මිල තෙල් සංස්ථාවට ගෙවන්න බැංකු ඉදිරිපත් වෙන එකක් නැහැනේ. ඔවුන් ගිවිසුමට කැමති වුනේ තෙල් මිල අඩු වෙන්න කිසියම් ඉඩක් තිබුණු බව ඔවුන් දැකපු නිසයි.

කොහොම වුනත්, තෙල් මිල දිගින් දිගටම ඉහළ ගියොත් ගිවිසුම නිසා තමන්ට වන විශාල පාඩුව ගැනත් බැංකු කල්පනා කරලා තිබුණා. උපරිම පාඩුව මිලියන 2.5කට සීමා කර ගන්නා කොන්දේසිය ඔවුන් දමාගන්න ඇත්තේ ඒ නිසා. නමුත්, තෙල් සංස්ථාව පැත්තෙන් එවැනි කොන්දේසියක් දමා ගන්න හිතලා නැහැ. මිල අඩුවීමේ ඉඩකඩ ඉතාම අඩුයි කියා ඔවුන් ඇස්තමේන්තු කරන්න ඇති. ඒ නිසා, මිල අඩු වන සෑම ඩොලරයක් වෙනුවෙන්ම තෙල් සංස්ථාව විසින් මසකට ඩොලර් 100,000 බැගින් ගෙවිය යුතුව තිබුණා.

ඔය කියපු ගිවිසුම ඩොයිෂ් බැංකුව එක්ක අත්සන් කරන විටත් තෙල් මිල වැටෙන්න පටන් අරගෙනයි තිබුනේ. කලින් මාසයේදී තෙල් බැරලයක් ඩොලර් 145ක් පමණ වුණා. එතැන් සිට ක්‍රමයෙන් පහත වැටුණු තෙල් මිල වසර අවසන් වෙද්දී ඩොලර් 30 ආසන්න මට්ටමටම වැටුනා. ගිවිසුමේ කොන්දේසි අනුව තෙල් සංස්ථාව විසින් ඩොයිෂ් බැංකුවට ගෙවිය යුතු වූ මුදල ඩොලර් මිලියන 60ක් පමණ වුණා. මේ මුදල මීටත් වඩා වැඩි විය හැකිව තිබුණා. නමුත්, ලැබිය හැකිව තිබුණු උපරිම වාසිය ඩොලර් මිලියන 2.5ක් පමණයි.

මේ ගිවිසුම එක් ගිවිසුමක් පමණයි. ඔය කාලය ඇතුළතම ස්ටෑන්ඩර්ඩ් චාටඩ් බැංකුව එක්ක අත්සන් කරලා තිබුණු එක් ගිවිසුමක් අනුව ඩොලර් 139.35කට වඩා අඩු වන සෑම ඩොලරයකටම තෙල් සංස්ථාව විසින් මසකට ඩොලර් 100,000 බැගින් (වසරකට ඩොලර් මිලියන 1.2ක්) ගෙවිය යුතුයි. ඒ කොන්දේසි අනුව තෙල් සංස්ථාව විසින් ඩොයිෂ් බැංකුවට ගෙවිය යුතු වූ මුදල ඩොලර් මිලියන 88ක් පමණ වුණා. නමුත්, තෙල් සංස්ථාවට ලැබිය හැකිව තිබුණු උපරිම වාසිය ඩොලර් මිලියන 2.5යි.

මෙවැනි ගිවිසුම් ගණනාවක් තිබුණා. එවැනි ගිවිසුම් අටකින් තෙල් සංස්ථාවට සිදු වී තිබුණු පාඩුවේ ඇස්තමේන්තුව ඇමරිකන් ඩොලර් මිලියන 500 ඉක්මවා තිබුණත්, තෙල් මිල ඉහළ ගියානම් ලැබිය හැකිව තිබුණු උපරිම ලාබය ඩොලර් මිලියන 10.5ක් පමණයි. ඒ කියන්නේ ගිවිසුම් අත්සන් කරද්දී තෙල් මිල අඩු වෙයි කියන එක ගැන හිතලාම තිබුණේ නැහැ. පහුගිය මාසයේ රාජපක්ෂ අගමැතිකම ගන්න කොට 113 හොයා ගන්න බැරි වුනොත් තත්ත්වය ගැන හිතලා නොතිබුණා වගේ, මේ හෙජින් ගනුදෙනු දිහා රජයේ පාර්ශ්වය බලලා තිබුණේ මාර සිරා ඩීල් ටිකක් දාගත්ත විදිහටයි.

ශ්‍රේෂ්ඨාධිකරණ තීන්දුවක් අනුව ඔක්තෝබර් මාසයේදී මේ ගිවිසුම් අනුව තෙල් සංස්ථාව විසින් බැංකු වලට ගෙවිය යුතු මුදල් ගෙවන එක අත්හිටවනු ලැබුවා. ඉන්පසුව ගිවිසුම් වල පාර්ශ්වකරුවන් වූ විදේශ බැංකු ඔවුන්ට ගිවිසුම අනුව ලැබිය යුතු මුදල් අය කරගන්න විදේශ අධිකරණ වල නඩු පැවරුවා. ඇතැම් නඩු වලින් ඔවුන් පරාජය වීමත්, තවත් ඇතැම් නඩු හා අදාළව අතරමැදි එකඟතාවයකට පැමිණීමත් නිසා තෙල් සංස්ථාව විසින් ගෙවිය යුතු වූ මුළු මුදලම නොගෙවා සිටිය හැකි වුවත්, සෑහෙන පාඩුවක් වුනා. බැංකු වල අවාසියට හිටියේ පොදු ආයතනයක් වන තෙල් සංස්ථාවට මෙවැනි ගිවිසුම් වලට යන්න නීතිමය අයිතියක් නැතැයි යන නීති තර්කය මිසක් ගිවිසුමේ වගන්ති නෙමෙයි. එසේ නොවන්නට, ගිවිසුම අනුව ගෙවිය යුතු මුළු හිඟ මුදලට අමතරව ගෙවීම පමා වීම නිසා ඒ මත එකතු කළ යුතු පොලිය හා නඩු ගාස්තු ආදියත් ගෙවන්න වෙනවා.

ඔය ගිවිසුම් අත්සන් කරද්දී ඒවායින් රටට වන වාසිය ගැන සෑහෙන්න පුරසාරම් ඇහුණත්, ගිවිසුම් වලින් ඇත්තටම වාසියක් වුනානම් එහි නම්බුව ගන්න හිටපු බොහෝ දෙනෙක් තෙල් මිල අඩු වෙද්දී කළේ අන්තිමට ගිවිසුමට අත්සන තැබූ අයගේ පිටින් දමා ඇඟ බේරා ගැනීමයි. වැඩක් හරි ගියාම ලකුණු දාගන්න ඕනෑ තරම් අය හිටියත්, වැරදුනාම අන්තිමට කරපු කෙනෙක් නැහැ.

රනිල් වික්‍රමසිංහ මහතාට මෙම චෝදනාව එල්ල වූයේ ඔහු ලේක් හවුස් ප්‍රින්ටර්ස් ඇන්ඩ් පබ්ලිෂර්ස් පීඑල්සී හි කොටස්කරුවෙකු වීම කරණ කොට ගෙනය. ලේක් හවුස් ප්‍රින්ටර්ස් ඇන්ඩ් පබ්ලිෂර්ස් පීඑල්සී යනු කොළඹ කොටස් වෙළෙඳපොළේ ලැයිස්තුගත සමාගමකි. මෙය සමස්තයක් වශයෙන් රනිල් වික්‍රමසිංහ මහතාගේ මාමා වන රන්ජිත් විජේවර්ධන පවුලට අයත් සමාගමකි. එය 1965 වසරේ දී සංස්ථාපනය කරන ලද්දකි.

Sri Lankan teas moved from estates to avoid strike impact

ECONOMYNEXT - Sri Lankan tea brokers have moved teas from estates to minimise the impact of a strike by unions with the Colombo auctions seeing firm demand by buyers trying to meet their needs before shortages occur.

Tea estate unions have struck work to back demands to double their daily wage to 1,000 rupees, which regional plantations companies say they cannot afford given sliding tea prices.

Global tea trading company Van Rees said in a report there was good overall demand at the last auction.

Buyers displayed their intention to cover their reqirements in anticipation of a shortfall if the strike drags on.

Van Rees said brokers had moved out most of the made tea from estates to minimise the impact of the strike which had caused concern among exporters.

Full budget in January 2019, interim budget shortly: Eran

ECONOMYNEXT - Sri Lanka will prepare an interim budget to keep the government ticking from January 2019, after a new cabinet of ministers is appointed, United National Party legislators said.

"We expect to appoint a cabinet of ministers within 48 hours," UNP legislator and former state minister for finance Eran Wickramaratne said.

"We will talk with party leaders and go for a debate or one or two days and seek approval."

Harsha de Silva, a for state minister for economic affairs said to save time, standing orders in the parliament can be suspended to seek approval for the vote on account.

"There will be no problem in paying salaries or meeting state expenditure in January," Wickramaratne said.

"No citizen need have any uncertainty about meeting payments.

Wickremeratne said a full year budget will be presented to parliament in January and with the expectation of passing it in February.

"We need 7 days debate and committee stage debate which requires 26 days," Wickramaratne said.

Wickramaratne said there will be a disciplined administration.

"There should not be a more than 30 members in the cabinet," Wickramaratne said. "There should fiscal discipline. This year there should not be new vehicle purchases. Foreign travel should be curtailed.

"Sri Lanka is a small country. A cabinet of 30 ministers is more than enough."

President wants to suspend or abolish Singapore FTA

ECONOMYNEXT - Sri Lanka's President Maithripala Sirisena has slammed a free trade deal with Singapore signed earlier this year and called for its suspension pending its revision or abolition.

"The Singapore Free Trade Agreement has become a major problem," President Sirisena said at a meeting with a group of United National Party legislators shortly after swearing in Ranil Wickremesinghe as Prime Minister.

"It is my opinion that the Singapore FTA should be temporarily suspended on the intervention of the government.

"It has to be revised. In amending - I do not know but by consulting more legal and economic experts whether it can be decided whether to amend or abolish it altogether."

President Sirisena said a committee appointed by him to look into the FTA had found a major flaw in that several state agencies including in finance and ports, which should have been consulted, have not been consulted.

The committee was headed by W D Lakshman, a university don, who was had position during the Rajapaksa regime, which was generally against free trade.

The Singapore FTA has already been in operation for several months.

Sri Lanka started restricting free trade after a money printing central bank was set up in 1951, helping build a doctrines based on Mercantilism and Germen Historical Economics rather than classical economics like in Singapore.

The central bank even this year, torpedoed the economic program of the United National Party by printing money to enforce artificial interest rates, busting the currency, and imposed trade controls on gold and cars in a fit of Mercantilism. (Colombo/Dec16/2016)

2018 ජනවාරි 03 සිට 2018 දෙසැම්බර් 12 දින දක්වා සති 50ක කාලපරිච්ඡේදය තුළ දී ශ්‍රී ලංකාවේ රජයේ සුරැකුම්පත් වෙළෙඳපොළේ විදේශීය ආයෝජන ප්‍රමාණය රුපියල් බිලියන 145.84 කින් පහළ ගොස් ඇති බව ශ්‍රී ලංකා මහ බැංකුවේ නවතම සංඛ්‍යාලේඛන පෙන්වා දේ.

2018 ජනවාරි 03 දින වන විට රජයේ සුරැකුම්පත්වල විදේශීය හිමිකාරීත්වය රුපියල් බිලියන 321.95 ක් ලෙසින් සටහන් වන අතර එය දෙසැම්බර් 12 දින වන විට සටහන්ව ඇත්තේ රුපියල් බිලියන 176.11 ක් ලෙසිනි. මේ අනුව ගෙවී ගිය සති 50 ක කාලපරිච්ඡේදය තුළ දී රජයේ සුරැකුම්පත්වල විදේශීය හිමිකාරීත්වය 45.29% කින් පහළ ගොස් ඇත.

මේ අතර 2018 දෙසැම්බර් 05 සහ දෙසැම්බර් 12 සතිය තුළ දී රුපියල් බිලියන 180.94 ක්ව පැවති රජයේ සුරැකුම්පත්වල තිබුණු විදෙස් ආයෝජන ප්‍රමාණය 2018 දෙසැම්බර් 12 වන විට රුපියල් බිලියන 176.11 ක් දක්වා රුපියල් බිලියන 4.83 කින් අඩු වී ඇත.

ශ්‍රී ලංකා මහ බැංකුවේ දත්ත වාර්තාවලට අනුව 2018 ඔක්තෝබර් 23 වන විට රජයේ සුරැකුම්පත්වල විදෙස් හිමිකාරීත්වය රුපියල් බිලියන 232.10 ක් ලෙසින් වාර්තා වී තිබුණු අතර ඔක්තෝබර් 23 සිට දෙසැම්බර් 12 දක්වා කාලපරිච්ඡේදය තුළ දී එය රුපියල් බිලියන 60 කින් පහත බැස තිබේ.

බිලියන දාහ පාඩු වුනේ කොහොමද?

පෙර ලිපියකට ප්‍රතිචාර දක්වමින් කතා කතු විසින් ලියා තිබුණේ මා පෙර ලියූ බැඳුම්කර ලිපි පෙළින් කර තිබෙන්නේ රනිල්ට එල්ල වන චෝදනා තනුක කිරීම බවයි. අප ලියන ලිපි අතරින් එජාපයට වාසිදායකයැයි ඔහු සිතන (හා බොහෝ විට මගේ මතය අනුවද සැබෑවටම එජාපයට වාසිදායක) ඇතැම් දේ ඔහු විසින් වරින් වර විවේචනය කර තිබෙනවා. පළමුව කිව යුත්තේ අප ලියන දේ සැලකිල්ලෙන් කියවීම වගේම ලියන දේ හා අදාළව තමන්ට සිතෙන දේ සටහන් කිරීම අප අගය කරන බවයි. විවේචන ලියන දේවල් හා අදාළනම් හා ශිෂ්ඨ බසින් ලියන්නේනම් අප ලියන ඕනෑම දෙයක් හා එකඟ නොවෙමින් ප්‍රතිචාර දැක්වීමේ කිසිදු වරදක් නැහැ. එවැනි විවේචන අපගේ ලිපි වලට එළියක්.

මා ලියන දෙයින් රනිල්ට හෝ වෙනත් අයෙකුට හෝ එජාපයට හෝ වෙනත් දේශපාලන පක්ෂයකට වාසියක් වෙනවාද නැද්ද යන්න මට වැදගත් කරුණක් නොවෙයි. එවැනි වාසියක් සිදුවන්නට ඉඩක් තිබීමේ හේතුවෙන් මා ලිවිය යුතු දෙයක් නොලියා ඉන්නේ නැහැ. වඩා නිවැරදිව කියනවානම් මගේ බැඳුම්කර ලිපි පෙළින් රනිල් වික්‍රමසිංහ වෙත එල්ල වී තිබෙන චෝදනා තනුක කරනු තබා මා ඔහුට කිසිදු චෝදනාවක් එල්ල කර හෝ නැහැ. දැන් කරන්නේත් නැහැ. විස්වාසනීය ලෙස එවැනි චෝදනාවක් එල්ල කිරීමට තරම් සාක්ෂියක් තවමත් මට හමු වී නැහැ.

ඊයේ ජනාධිපතිවරයා විසින් සිදුකර තිබෙන කථාවට අනුව 2007 සිට බැඳුම්කර ගනුදෙනු වලින් රජයට සිදුව ඇති හානිය රුපියල් බිලියන 1000ක්. ඔහුට මේ බව පෙන්වා දී තිබෙන්නේ ආර්ථික විශේෂඥයින් විසිනුයි. මේ කියන ආර්ථික විශේෂඥයින් කවුද කියා ජනාධිපතිවරයා හරියටම කිවුවේ නැහැ.

ජනාධිපතිවරයාට උපදෙස් දෙන නීති විශේෂඥයින්ද සිටින බව ඔහුගේ කතාවේ සඳහන්ව තිබෙනවා. ඒ විශේෂඥයින්ගේ උපදෙස් අනුව කටයුතු කර දැන් ඔහු හොඳටම ඇණගෙනයි ඉන්නේ. පුද්ගලයෙකුට සෑම විෂයකම ප්‍රවීණයෙකු විය නොහැකියි. ඒ නිසා විශේෂඥයින්ගේ උපදෙස් ගන්න වෙනවා. මේ විදිහට විශේෂඥයින් තෝරා ගැනීමේදී තමන්ව අමාරුවේ නොදමන විශේෂඥයින් තෝරා ගැනීමට කුසලතාවයක් නොතිබුණොත් අමාරුවේ වැටෙන්නේ උපදෙස් ගත් පුද්ගලයා මිස උපදෙස් ලබාදුන් පුද්ගලයා නෙමෙයි.

බැඳුම්කර සිදුවීම ලංකා ඉතිහාසයේ මෙතෙක් සිදුවූ ලොකුම මූල්‍ය වංචාව බව බොහෝ දෙනෙක් විශ්වාස කරන කරුණක්. එසේ විශ්වාස කරන අය අතර එජාප පාක්ෂිකයින්ද සිටිනවා. එහෙත්, මා තවමත් එසේ සිතන්නේ නැහැ. මා නිගමන වලට එළැඹෙන්නේ මා දන්නා කරුණු මත පදනම්වයි. මේ හා අදාළව මා නොදන්නා කරුණු තිබිය හැකියි. එවැනි කරුණු හමුවුවහොත් මගේ අදහස වෙනස් විය හැකියි.

බැඳුම්කර සිදුවීම සම්බන්ධව යමක් ලිවීම මා කලක් හිතාමතාම අතපසු කරමින් සිටියා. ඒ, ඒ වන විට වටින් ගොඩින් කියැවුණු මේ හා අදාළ බොහෝ කරුණු ගැන දැනගන්නට පිළිගතහැකි මූලාශ්‍රයක් මා සතු නොවූ නිසයි. මේ කාලයේ මා මේ ගැන නොලියන බවට ඇතැම් බ්ලොග්කරුවන් දිගින් දිගටම චෝදනා කළා. කතාකතුත් ඒ අතර වූ බවට යාන්තම් මතකයක් තිබෙනවා. මගේ මතකය නිවැරදි නොවෙන්න පුළුවන්. මා මේ හා අදාළව මුලදීම ලිවුවානම් කොහොමටත් ලියන්න වෙන්නේ බොහෝ දෙනා කියූ කරුණු ඇත්ත වුවත් බොරු වුවත් එම කරුණු නීතිය ඉදිරියේ ඔප්පු කළ හැකි සාක්ෂි නොතිබුණු බව පමණයි.

පසුව විගණකාධිපති වාර්තාව හා කෝප් වාර්තාව ප්‍රසිද්ධියට පත් වූ පසුව මේ හා අදාළ වැඩිමනත් තොරතුරු දැනගන්නට ලැබුණා. මගේ ලිපිපෙළ පදනම් වූයේ මේ වාර්තා දෙකෙහි වූ කරුණු මතයි. අදාළ වාර්තා අනුව, අදාළ කාලයේ "අසාමාන්‍ය" බැඳුම්කර වෙන්දේසි දෙකක් සිදු වී තිබුණු අතර එම වෙන්දේසි දෙක නිසා රජයට සිදුව හැකිව තිබුණු උපරිම පාඩුව රුපියල් බිලියන 1.674 ක් ලෙස ඇස්තමේන්තු කර තිබුණා. ඒ 2015 පෙබරවාරි 27 දින පැවති වෙන්දේසියෙන් වූ රුපියල් 889,358,050ක පාඩුවක් හා 2016 මාර්තු 29 දින තවත් 784,898,755ක පාඩුවක් ලෙසයි. මේ ඇස්තමේන්තු සකස් කිරීමේ පදනම වී තිබුණේ මුලින් දැනුම් දුන් බැඳුම්කර ප්‍රමාණය මිල දී ගත හැකිව තිබුණු මුදලටම අවසාන වශයෙන් මිලදී ගත් බැඳුම්කර ප්‍රමාණයද මිල දී ගත හැකිව තිබුණේය යන්නයි. මගේ පළමු ලිපිපෙළේ අවසානයේදී මා පෙන්වා දුන්නේ මේ උපකල්පනය නිවැරදි නැති බව හා සැබෑ පාඩුව මීට වඩා අඩු විය යුතු බවයි. විගණකාධිපති වාර්තාවේ හා කෝප් වාර්තාවේ ඇස්තමේන්තු සකස් කිරීමේදී මේ හා අදාළ සංකීර්ණ තාක්ෂණික කරුණු සියල්ල සැලකිල්ලට ගෙන තිබුණේ නැහැ.

පසුව ප්‍රකාශයට පත් කෙරුණු ජනාධිපති කොමිෂමේ වාර්තාව පෙර වාර්තා දෙකට සාපේක්ෂව පුළුල් හා සංකීර්ණ ලෙස කරුණු හා සාක්ෂි සොයා බලමින් සකස් කර තිබුණු පිටු 1184ක දීර්ඝ වාර්තාවක්. එහි නිගමන සමඟ මට ලොකු ප්‍රශ්නයක් නැහැ. ඇතැම් අය උනන්දුවක් දක්වන නිසා ඉදිරි කාලයේ ඉඩ ලැබෙන පරිදි එහි ඇති දේ ගැන ලියන්නම්.

ජනාධිපති කොමිෂමේ වාර්තාවේ සඳහන් වන්නේ 2015 පෙබරවාරි 1 දින සිට 2016 මාර්තු 31 දක්වා පැවති සියළු වෙන්දේසි වලින් රජයට සිදුව තිබෙන අලාභය රුපියල් 688,762,100ක් බවයි. මේ අලාභය සිදු වී තිබෙන්නේ 2015 පෙබරවාරි 27 දින පැවති වෙන්දේසියේදී. එම අලාභයට හේතුව හිටපු අධිපති අර්ජුන් මහේන්ද්‍රන් හරහා පර්පෙචුවල් ට්‍රේෂරීස් සමාගම විසින් මිල-සංවේදී හෝ අභ්‍යන්තර තොරතුරු ලබා ගැනීම බව කොමිසම විසින් නිගමනය කර තිබෙනවා. ඒ අනුව, එම අලාභය අර්ජුන් මහේන්ද්‍රන්ගෙන් හා පර්පෙචුවල් ට්‍රේෂරීස් සමාගමෙන් අය කරගත ගත යුතු බව එම කොමිසම විසින් නිර්දේශ කර තිබෙනවා. 2016 මාර්තු 29 දින හෝ අදාළ කාලය තුළ වෙනත් දිනක මෙවැනි අක්‍රමිකතාවයක් සිදු වී තිබෙන බව එම කොමිසම විසින් නිරීක්ෂණය කර නැහැ. ඒ වගේම, මේ සිද්ධියට රනිල් වික්‍රමසිංහගේ සම්බන්ධයක් ඇති බවත් නිරීක්ෂණය කර නැහැ.

රුපියල් මිලියන 689ක් නැත්නම් බිලියන 0.69ක් කියන්නේ අප බොහෝ දෙනෙක්ට විශාල මුදලක්. නමුත්, ජනාධිපති සිරිසේනගේ කතාවේ කියන රුපියල් බිලියන 1000ට සාපේක්ෂව ඉතාම සුළු මුදලක්. ජනාධිපතිවරයාම පහුගිය දවස්වල කියපු ආකාරයට පසුගිය සති වල මන්ත්‍රීවරයෙක් විකිණිලා තියෙන්නෙත් රුපියල් මිලියන 500කට. දෙපැත්තේ තරඟය තව පොඩ්ඩක් වැඩි වුණානම් ඔය මිල රුපියල් මිලියන 689 පන්නනවා. ඔයිට වඩා විශාල පාඩු රජයට සිදු වූ අවස්ථා ඕනෑතරම් තියෙනවා. නීතිවිරෝධීව සිදු කළ හෙජිං සූදුව නිසා සිදු වූ පාඩුව මීට වඩා ගොඩක් වැඩියි. ඒ ගැන ලියූ වෙලාවේ "හෙජිං ගිවිසුම අනීතික උපකරණයක් නොවන බව" එක ඇනෝ කෙනෙක් ලියල තිබුණා. "හෙජිං යනු පිළිගත් අවදානම් අඩු කර ගැනීමේ ක්‍රමවේදයක්" බව කතා කතු ලියලා තිබුණා. නමුත්, සිදුවී තිබුණේ අවදානම් අඩුකර ගැනීමේ ක්‍රියාමාර්ගයක් නොවන සමපේක්ෂණ සූදුවක් බවත්, අදාළ ගිවිසුම නීත්‍යානුකූල නොවන ශුන්‍ය එකක් බවත් ජාත්‍යන්තර අධිකරණ වලදී පෙන්වා දුන්නේ තෙල් සංස්ථාව වෙනුවෙන් පෙනී සිටි නීතිඥයින් විසින්මයි.

කතා කතු මේ හෙජිං ගණුදෙනුව හා මහින්ද රාජපක්ෂ අතර සම්බන්ධයක් ගැන කතා කර තිබුණා. එහෙත්, මම එවැනි දෙයක් ලිවුවේ හෝ අදහස් කළේ නැහැ. නමුත්, ඒ ගැන හිතපුවහම ඇත්තටම සම්බන්ධයක් තිබෙනවා. මොකද මේ ගිවිසුම අත්සන් කළේ අමාත්‍ය මණ්ඩලයේ සාමූහික තීරණයක් අනුවයි. එවකට අමාත්‍ය මණ්ඩලයේ ප්‍රධානියා මහින්ද රාජපක්ෂයි. බැඳුම්කර සිදුවීම හා රනිල් අතර එවැනි සම්බන්ධයක් කිසිවෙකු පෙන්වා දී නැහැ. තිබෙන ප්‍රධානම චෝදනාව වන්නේ රනිල් විසින් අර්ජුන් මහේන්ද්‍රන්ව මහ බැංකු අධිපති සේ පත් කිරීමට යෝජනා කර තිබීමයි. ජනාධිපති කොමිසමේ වාර්තාව අනුව 2004 සිට සිදු කෙරුණු අධිපති පත්වීම් වලට සාපේක්ෂව මෙය යෝග්‍ය පත්කිරීමක්. මට රනිල් වික්‍රමසිංහ වෙනුවෙන් පෙනී සිටින්න අවශ්‍ය නැහැ. නමුත්, කතාකතුගේ හා ඇනෝගේ විවේචන වලට මා ප්‍රතිචාර දිය යුතුයි. එහි වාසිය රනිල්ට වීම හා අවාසිය මහින්දට වීම ගැන මට කරන්න දෙයක් නැහැ. එය මට අදාළ කරුණක් නෙමෙයි.

බැඳුම්කර සිදුවීමට නැවත පැමිණියොත්, ඇතැම් අය මේ සිදුවීම නිසා දිගුකාලීනව පොලී අනුපාතික ඉහළ ගිය බවට බොරු තර්කයක් ගොඩ නැගුවා. නමුත්, කොමිෂන් වාර්තාවේ පැහැදිලිව කියන්නේ පොලී අනුපාතික විචලනය වීමට වෙනත් සාධක විශාල ගණනක් බලපාන නිසා එවැනි නිගමනයකට පැමිණිය නොහැකි බවයි. එසේනම්, ජනාධිපති සිරිසේන කියන රුපියල් බිලියන 1000න් ඉතිරි රුපියල් බිලියන 999.3ක පාඩුව රජයට වුණේ 2015 පෙබරවාරි 1ට පෙරද? ඔහු කියන්නේ මේ අලාභය 2007 සිට සිදු වී ඇති සමස්ත අලාභය බවයි. නමුත්, 2015 පෙබරවාරි සිට සිදුව තිබෙන අලාභය රුපියල් බිලියන 0.7ක් පමණයි.

මේ වන විට නිකුත් කර තිබෙන මුළු භාණ්ඩාගාර බිල්පත් ප්‍රමාණයේම වටිනාකම රුපියල් බිලියන 4000ක් පමණ වෙනවා. ජනාධිපතිවරයා කියන ආකාරයට එයින් 25%කටම හේතු වී තිබෙන්නේ ඉහත අක්‍රමිකතාවනුයි. ඒ වගේම, රටේ මුළු ණය වලින් 10%කට පමණ හේතු වී තිබෙන්නේ ඉහත අක්‍රමිකතාවයි. 2007-2015 කාලයේදී භාණ්ඩාගාර බැඳුම්කර නිකුත් කිරීමේදී සිදු වූ අක්‍රමිකතා හේතුවෙන් රජයට එවැනි අලාභයක් සිදු වූ බව මා විශ්වාස කරන්නේ නැහැ. නමුත්, එම කාලයේ හෝ ඉන්පසුව මෙම අලාභය සිදු වූ ආකාරය ඇස්තමේන්තු කර ඇති වෙනත් රහසිගත වාර්තාවක් ජනාධිපති සිරිසේන සතුව තිබෙනවාද කියා මම දන්නේ නැහැ. එවැන්නක් තිබෙනවානම් එය දකින්න ලැබුණු දවසක අදහස් දැක්විය හැකියි.

China Securities Depository and Clearing Corporation and CDS Sri Lanka

Sri Lanka’s Central Depository Systems (Pvt) Ltd (CDS) and China Securities Depository and Clearing Corporation Limited (CSDC) recently committed towards pursuing a cooperative relationship in the areas of securities clearing and depository.

This commitment was formalized with the signing of a MoU between the two depositories during a visit by CSDC officials to Sri Lankan recently.

CSDC is a non-profit-oriented corporation with Shanghai Stock Exchange and Shenzhen Stock Exchange as its shareholders, each holding 50% equities.

As CDS and CSDC work together in future, the MoU will pave the way for the depositories to exchange information and expertise on business operating models and other securities market developments.

CSDC Deputy Chairman of the Board Dr. DAI Wenhua said “It is my great pleasure to sign this MoU in the beautiful city of Colombo, which bears vivid witness to the friendly relations that the Chinese and Sri Lankan people have long enjoyed. We appreciate the indispensable role that CDS plays in the Sri Lankan capital market as well as its constructive contribution to the industry in the Asia-Pacific region and look forward to closer ties between our two organizations. “

Commenting on the development, CSE and CDS Chairman Mr. Ray Abeywardena said “With this MoU, we are pleased to establish a formal channel of collaboration with CSDC, which is a depository that plays a crucial role in the Chinese capital market and the rest of the Asian region. We anticipate that the MoU will open new possibilities of collaboration between the two depositories. We are particularly keen to work with CSDC on further developing our clearing and settlement function, particularly in the areas of strengthening registration and settlement infrastructure, capacity building and improving the services offered to stakeholders of the Sri Lankan capital markets. Cooperation with peer depositories and international markets is essential to raising the bar in the Sri Lankan capital market and we pleased to collaborate with CSDC in this regard.”

CSDC is the Central Securities Depository (CSD), Securities Settlement System (SSS) and Central Counterparty (CCP) of the Chinese exchange market. It provides registration, depository, clearing and settlement services to equities, bonds, exchange-traded funds (ETF) and other derivatives listed and traded on Shanghai Stock Exchange (SSE), Shenzhen Stock Exchange (SZSE) and National Equities Exchange and Quotations (NEEQ), and plays a key role in cross-border linkage programmes including Shanghai-Hong Kong Stock Connect, Shenzhen-Hong Kong Stock Connect and the Mutual Recognition of Funds between the Chinese mainland and Hong Kong markets.

පෙර ලිපියකට ප්‍රතිචාර දක්වමින් කතා කතු විසින් ලියා තිබුණේ මා පෙර ලියූ බැඳුම්කර ලිපි පෙළින් කර තිබෙන්නේ රනිල්ට එල්ල වන චෝදනා තනුක කිරීම බවයි. අප ලියන ලිපි අතරින් එජාපයට වාසිදායකයැයි ඔහු සිතන (හා බොහෝ විට මගේ මතය අනුවද සැබෑවටම එජාපයට වාසිදායක) ඇතැම් දේ ඔහු විසින් වරින් වර විවේචනය කර තිබෙනවා. පළමුව කිව යුත්තේ අප ලියන දේ සැලකිල්ලෙන් කියවීම වගේම ලියන දේ හා අදාළව තමන්ට සිතෙන දේ සටහන් කිරීම අප අගය කරන බවයි. විවේචන ලියන දේවල් හා අදාළනම් හා ශිෂ්ඨ බසින් ලියන්නේනම් අප ලියන ඕනෑම දෙයක් හා එකඟ නොවෙමින් ප්‍රතිචාර දැක්වීමේ කිසිදු වරදක් නැහැ. එවැනි විවේචන අපගේ ලිපි වලට එළියක්.

මා ලියන දෙයින් රනිල්ට හෝ වෙනත් අයෙකුට හෝ එජාපයට හෝ වෙනත් දේශපාලන පක්ෂයකට වාසියක් වෙනවාද නැද්ද යන්න මට වැදගත් කරුණක් නොවෙයි. එවැනි වාසියක් සිදුවන්නට ඉඩක් තිබීමේ හේතුවෙන් මා ලිවිය යුතු දෙයක් නොලියා ඉන්නේ නැහැ. වඩා නිවැරදිව කියනවානම් මගේ බැඳුම්කර ලිපි පෙළින් රනිල් වික්‍රමසිංහ වෙත එල්ල වී තිබෙන චෝදනා තනුක කරනු තබා මා ඔහුට කිසිදු චෝදනාවක් එල්ල කර හෝ නැහැ. දැන් කරන්නේත් නැහැ. විස්වාසනීය ලෙස එවැනි චෝදනාවක් එල්ල කිරීමට තරම් සාක්ෂියක් තවමත් මට හමු වී නැහැ.

ඊයේ ජනාධිපතිවරයා විසින් සිදුකර තිබෙන කථාවට අනුව 2007 සිට බැඳුම්කර ගනුදෙනු වලින් රජයට සිදුව ඇති හානිය රුපියල් බිලියන 1000ක්. ඔහුට මේ බව පෙන්වා දී තිබෙන්නේ ආර්ථික විශේෂඥයින් විසිනුයි. මේ කියන ආර්ථික විශේෂඥයින් කවුද කියා ජනාධිපතිවරයා හරියටම කිවුවේ නැහැ.

ජනාධිපතිවරයාට උපදෙස් දෙන නීති විශේෂඥයින්ද සිටින බව ඔහුගේ කතාවේ සඳහන්ව තිබෙනවා. ඒ විශේෂඥයින්ගේ උපදෙස් අනුව කටයුතු කර දැන් ඔහු හොඳටම ඇණගෙනයි ඉන්නේ. පුද්ගලයෙකුට සෑම විෂයකම ප්‍රවීණයෙකු විය නොහැකියි. ඒ නිසා විශේෂඥයින්ගේ උපදෙස් ගන්න වෙනවා. මේ විදිහට විශේෂඥයින් තෝරා ගැනීමේදී තමන්ව අමාරුවේ නොදමන විශේෂඥයින් තෝරා ගැනීමට කුසලතාවයක් නොතිබුණොත් අමාරුවේ වැටෙන්නේ උපදෙස් ගත් පුද්ගලයා මිස උපදෙස් ලබාදුන් පුද්ගලයා නෙමෙයි.

බැඳුම්කර සිදුවීම ලංකා ඉතිහාසයේ මෙතෙක් සිදුවූ ලොකුම මූල්‍ය වංචාව බව බොහෝ දෙනෙක් විශ්වාස කරන කරුණක්. එසේ විශ්වාස කරන අය අතර එජාප පාක්ෂිකයින්ද සිටිනවා. එහෙත්, මා තවමත් එසේ සිතන්නේ නැහැ. මා නිගමන වලට එළැඹෙන්නේ මා දන්නා කරුණු මත පදනම්වයි. මේ හා අදාළව මා නොදන්නා කරුණු තිබිය හැකියි. එවැනි කරුණු හමුවුවහොත් මගේ අදහස වෙනස් විය හැකියි.

බැඳුම්කර සිදුවීම සම්බන්ධව යමක් ලිවීම මා කලක් හිතාමතාම අතපසු කරමින් සිටියා. ඒ, ඒ වන විට වටින් ගොඩින් කියැවුණු මේ හා අදාළ බොහෝ කරුණු ගැන දැනගන්නට පිළිගතහැකි මූලාශ්‍රයක් මා සතු නොවූ නිසයි. මේ කාලයේ මා මේ ගැන නොලියන බවට ඇතැම් බ්ලොග්කරුවන් දිගින් දිගටම චෝදනා කළා. කතාකතුත් ඒ අතර වූ බවට යාන්තම් මතකයක් තිබෙනවා. මගේ මතකය නිවැරදි නොවෙන්න පුළුවන්. මා මේ හා අදාළව මුලදීම ලිවුවානම් කොහොමටත් ලියන්න වෙන්නේ බොහෝ දෙනා කියූ කරුණු ඇත්ත වුවත් බොරු වුවත් එම කරුණු නීතිය ඉදිරියේ ඔප්පු කළ හැකි සාක්ෂි නොතිබුණු බව පමණයි.

පසුව විගණකාධිපති වාර්තාව හා කෝප් වාර්තාව ප්‍රසිද්ධියට පත් වූ පසුව මේ හා අදාළ වැඩිමනත් තොරතුරු දැනගන්නට ලැබුණා. මගේ ලිපිපෙළ පදනම් වූයේ මේ වාර්තා දෙකෙහි වූ කරුණු මතයි. අදාළ වාර්තා අනුව, අදාළ කාලයේ "අසාමාන්‍ය" බැඳුම්කර වෙන්දේසි දෙකක් සිදු වී තිබුණු අතර එම වෙන්දේසි දෙක නිසා රජයට සිදුව හැකිව තිබුණු උපරිම පාඩුව රුපියල් බිලියන 1.674 ක් ලෙස ඇස්තමේන්තු කර තිබුණා. ඒ 2015 පෙබරවාරි 27 දින පැවති වෙන්දේසියෙන් වූ රුපියල් 889,358,050ක පාඩුවක් හා 2016 මාර්තු 29 දින තවත් 784,898,755ක පාඩුවක් ලෙසයි. මේ ඇස්තමේන්තු සකස් කිරීමේ පදනම වී තිබුණේ මුලින් දැනුම් දුන් බැඳුම්කර ප්‍රමාණය මිල දී ගත හැකිව තිබුණු මුදලටම අවසාන වශයෙන් මිලදී ගත් බැඳුම්කර ප්‍රමාණයද මිල දී ගත හැකිව තිබුණේය යන්නයි. මගේ පළමු ලිපිපෙළේ අවසානයේදී මා පෙන්වා දුන්නේ මේ උපකල්පනය නිවැරදි නැති බව හා සැබෑ පාඩුව මීට වඩා අඩු විය යුතු බවයි. විගණකාධිපති වාර්තාවේ හා කෝප් වාර්තාවේ ඇස්තමේන්තු සකස් කිරීමේදී මේ හා අදාළ සංකීර්ණ තාක්ෂණික කරුණු සියල්ල සැලකිල්ලට ගෙන තිබුණේ නැහැ.

පසුව ප්‍රකාශයට පත් කෙරුණු ජනාධිපති කොමිෂමේ වාර්තාව පෙර වාර්තා දෙකට සාපේක්ෂව පුළුල් හා සංකීර්ණ ලෙස කරුණු හා සාක්ෂි සොයා බලමින් සකස් කර තිබුණු පිටු 1184ක දීර්ඝ වාර්තාවක්. එහි නිගමන සමඟ මට ලොකු ප්‍රශ්නයක් නැහැ. ඇතැම් අය උනන්දුවක් දක්වන නිසා ඉදිරි කාලයේ ඉඩ ලැබෙන පරිදි එහි ඇති දේ ගැන ලියන්නම්.

ජනාධිපති කොමිෂමේ වාර්තාවේ සඳහන් වන්නේ 2015 පෙබරවාරි 1 දින සිට 2016 මාර්තු 31 දක්වා පැවති සියළු වෙන්දේසි වලින් රජයට සිදුව තිබෙන අලාභය රුපියල් 688,762,100ක් බවයි. මේ අලාභය සිදු වී තිබෙන්නේ  2015 පෙබරවාරි 27 දින පැවති වෙන්දේසියේදී. එම අලාභයට හේතුව හිටපු අධිපති අර්ජුන් මහේන්ද්‍රන් හරහා පර්පෙචුවල් ට්‍රේෂරීස් සමාගම විසින් මිල-සංවේදී හෝ අභ්‍යන්තර තොරතුරු ලබා ගැනීම බව කොමිසම විසින් නිගමනය කර තිබෙනවා. ඒ අනුව, එම අලාභය අර්ජුන් මහේන්ද්‍රන්ගෙන් හා පර්පෙචුවල් ට්‍රේෂරීස් සමාගමෙන් අය කරගත ගත යුතු බව එම කොමිසම විසින් නිර්දේශ කර තිබෙනවා. 2016 මාර්තු 29 දින හෝ අදාළ කාලය තුළ වෙනත් දිනක මෙවැනි අක්‍රමිකතාවයක් සිදු වී තිබෙන බව එම කොමිසම විසින් නිරීක්ෂණය කර නැහැ. ඒ වගේම, මේ සිද්ධියට රනිල් වික්‍රමසිංහගේ සම්බන්ධයක් ඇති බවත් නිරීක්ෂණය කර නැහැ.

රුපියල් මිලියන 689ක් නැත්නම් බිලියන 0.69ක් කියන්නේ අප බොහෝ දෙනෙක්ට විශාල මුදලක්. නමුත්, ජනාධිපති සිරිසේනගේ කතාවේ කියන රුපියල් බිලියන 1000ට සාපේක්ෂව ඉතාම සුළු මුදලක්. ජනාධිපතිවරයාම පහුගිය දවස්වල කියපු ආකාරයට පසුගිය සති වල මන්ත්‍රීවරයෙක් විකිණිලා තියෙන්නෙත් රුපියල් මිලියන 500කට. දෙපැත්තේ තරඟය තව පොඩ්ඩක් වැඩි වුණානම් ඔය මිල රුපියල් මිලියන 689 පන්නනවා. ඔයිට වඩා විශාල පාඩු රජයට සිදු වූ අවස්ථා ඕනෑතරම් තියෙනවා. නීතිවිරෝධීව සිදු කළ හෙජිං සූදුව නිසා සිදු වූ පාඩුව මීට වඩා ගොඩක් වැඩියි. ඒ ගැන ලියූ වෙලාවේ "හෙජිං ගිවිසුම අනීතික උපකරණයක් නොවන බව" එක ඇනෝ කෙනෙක් ලියල තිබුණා. "හෙජිං යනු පිළිගත් අවදානම් අඩු කර ගැනීමේ ක්‍රමවේදයක්" බව කතා කතු ලියලා තිබුණා. නමුත්, සිදුවී තිබුණේ අවදානම් අඩුකර ගැනීමේ ක්‍රියාමාර්ගයක් නොවන සමපේක්ෂණ සූදුවක් බවත්, අදාළ ගිවිසුම නීත්‍යානුකූල නොවන ශුන්‍ය එකක් බවත් ජාත්‍යන්තර අධිකරණ වලදී පෙන්වා දුන්නේ තෙල් සංස්ථාව වෙනුවෙන් පෙනී සිටි නීතිඥයින් විසින්මයි.

කතා කතු මේ හෙජිං ගණුදෙනුව හා මහින්ද රාජපක්ෂ අතර සම්බන්ධයක් ගැන කතා කර තිබුණා. එහෙත්, මම එවැනි දෙයක් ලිවුවේ හෝ අදහස් කළේ නැහැ. නමුත්, ඒ ගැන හිතපුවහම ඇත්තටම සම්බන්ධයක් තිබෙනවා. මොකද මේ ගිවිසුම අත්සන් කළේ අමාත්‍ය මණ්ඩලයේ සාමූහික තීරණයක් අනුවයි. එවකට අමාත්‍ය මණ්ඩලයේ ප්‍රධානියා මහින්ද රාජපක්ෂයි. බැඳුම්කර සිදුවීම හා රනිල් අතර එවැනි සම්බන්ධයක් කිසිවෙකු පෙන්වා දී නැහැ. තිබෙන ප්‍රධානම චෝදනාව වන්නේ රනිල් විසින් අර්ජුන් මහේන්ද්‍රන්ව මහ බැංකු අධිපති සේ පත් කිරීමට යෝජනා කර තිබීමයි. ජනාධිපති කොමිසමේ වාර්තාව අනුව 2004 සිට සිදු කෙරුණු අධිපති පත්වීම් වලට සාපේක්ෂව මෙය යෝග්‍ය පත්කිරීමක්. මට රනිල් වික්‍රමසිංහ වෙනුවෙන් පෙනී සිටින්න අවශ්‍ය නැහැ. නමුත්, කතාකතුගේ හා ඇනෝගේ විවේචන වලට මා ප්‍රතිචාර දිය යුතුයි. එහි වාසිය රනිල්ට වීම හා අවාසිය මහින්දට වීම ගැන මට කරන්න දෙයක් නැහැ. එය මට අදාළ කරුණක් නෙමෙයි.

බැඳුම්කර සිදුවීමට නැවත පැමිණියොත්, ඇතැම් අය මේ සිදුවීම නිසා දිගුකාලීනව පොලී අනුපාතික ඉහළ ගිය බවට බොරු තර්කයක් ගොඩ නැගුවා. නමුත්, කොමිෂන් වාර්තාවේ පැහැදිලිව කියන්නේ පොලී අනුපාතික විචලනය වීමට වෙනත් සාධක විශාල ගණනක් බලපාන නිසා එවැනි නිගමනයකට පැමිණිය නොහැකි බවයි. එසේනම්, ජනාධිපති සිරිසේන කියන රුපියල් බිලියන 1000න් ඉතිරි රුපියල් බිලියන 999.3ක පාඩුව රජයට වුණේ 2015 පෙබරවාරි 1ට පෙරද? ඔහු කියන්නේ මේ අලාභය 2007 සිට සිදු වී ඇති සමස්ත අලාභය බවයි. නමුත්, 2015 පෙබරවාරි සිට සිදුව තිබෙන අලාභය රුපියල් බිලියන 0.7ක් පමණයි.

මේ වන විට නිකුත් කර තිබෙන මුළු භාණ්ඩාගාර බිල්පත් ප්‍රමාණයේම වටිනාකම රුපියල් බිලියන 4000ක් පමණ වෙනවා. ජනාධිපතිවරයා කියන ආකාරයට එයින් 25%කටම හේතු වී තිබෙන්නේ ඉහත අක්‍රමිකතාවනුයි. ඒ වගේම, රටේ මුළු ණය වලින් 10%කට පමණ හේතු වී තිබෙන්නේ ඉහත අක්‍රමිකතාවයි. 2007-2015 කාලයේදී භාණ්ඩාගාර බැඳුම්කර නිකුත් කිරීමේදී සිදු වූ අක්‍රමිකතා හේතුවෙන් රජයට එවැනි අලාභයක් සිදු වූ බව මා විශ්වාස කරන්නේ නැහැ. නමුත්, එම කාලයේ හෝ ඉන්පසුව මෙම අලාභය සිදු වූ ආකාරය ඇස්තමේන්තු කර ඇති වෙනත් රහසිගත වාර්තාවක් ජනාධිපති සිරිසේන සතුව තිබෙනවාද කියා මම දන්නේ නැහැ. එවැන්නක් තිබෙනවානම් එය දකින්න ලැබුණු දවසක අදහස් දැක්විය හැකියි.

Aloysius, Palisena further remanded

Perpetual Treasuries Limited owner Arjun Aloysius and CEO Kasun Palisena, who were arrested by the CID over the Central Bank bond scam, were further remanded till January 1st by the Colombo Fort Magistrate today.

They were accused of allegedly aiding and abetting and conspiring with former Central Bank Governor Arjuna Mahendran to misappropriate public funds worth Rs. 688 million during the Bond auction on February 27, 2015.
Aloysius and Palisena were also re-remanded by the Fort Magistrate till November 29 over the parallel magisterial inquiry conducted into the Bond issue regarding the deleting of phone call data from Perpetual Treasuries’ voice recording system and fabricating of evidence to the Bond Commission.
Senior State Counsel Lakmini Girihagama appeared for the Attorney General. President’s Counsel Upul Jayasuriya appeared on behalf of the witnesses.
President’s Counsel Anil Silva appeared on behalf of Arjun Aloysius and attorney-at-law Jeewantha Jayathilake appeared on behalf of Kasun Palisena.
President’s Counsel Wasantha Navarathne Bandara with Raneela Senadheera and Chanithi Athauda appeared on behalf of Counsel Chandana Perera.

Sri Lanka GDP grows 2.9-pct in third quarter 2018

ECONOMYNEXT - Sri Lanka's gross domestic product grew 2.9 percent in the third quarter of 2018 from a year earlier with agriculture growing 3.3 percent compared to a contraction a year earlier, the state statistics office said.

The second quarter growth was revised to 3.6 percent from 3.7 percent.

The 9-month growth was 3.3 percent.

Industry grew 1.9 percent and service grew 3.9 percent.

Rice output grew 46.9 percent, reversing from a contraction of 32.8 percent a year earlier.

In industry manufacturing had grown 2.2 percent, with apparel up 3.7 percent. Construction was up 2.5 percent.

In services telecoms had grown, 14.8 percent, financial services 12.4 percent.

Sri Lanka's economy has grown despite balance of payments pressure and capital flight being triggered by a non-credible soft-pegged monetary arrangement which is now threatening foreign debt repayments.

Sri Lanka to revise fuel prices on formula Friday

ECONOMYNEXT - Sri Lanka will announce new fuel prices based on lower world prices on Friday, bringing back formula pricing, Finance Minister Mangala Samaraweera said addressing at the Treasury after being re-appointed.

Sri Lanka suspended a pricing formula agreed with the International Monetary Fund after a Mahinda Rajapaksa was controversially appointed finance minister on October 26 in a disputed move, triggering a political crisis.

"We will revise fuel prices based on world market tomorrow," Samaraweera was quoted as saying.

But the rupee had fallen from 173 to 180 to the US dollar during the crisis, he said.

Rajapaksa also cut fuel prices twice. A barrel of oil fell from 85 dollar to below 60 during the crisis. (Colombo/Dec20/2018)
