ජනාධිපති මෛත්‍රීපාල සිරිසේන හමුවීමට කතානායක කරු ජයසූරියට බදාදා (31) සවස 5.00 ට වේලාවක් ලබා දී ඇතැයි සේවයෙන් පහ කරන ලද අග්‍රාමාත්‍ය රනිල් වික්‍රමසිංහ බීබීසී පුවත් සේවයට පැවසීය.

පාර්ලිමේන්තුව නැවත කැඳවීම සම්බන්ධයෙන් එහිදී සාකච්ඡා කරනු ඇති බව ඔහු පැවසීය.

බොහෝදුරට නොවැම්බර් 16 වෙනි දිනට පෙර පාර්ලිමේන්තුව කැඳවනු ඇති බව රනිල් වික්‍රමසිංහ බීබීසී පුවත් සේවයට අදහස් දක්වමින් තවදුරටත් පැවසීය.

මේ ගැටලුව ශ්‍රේෂ්ඨාධිකරණය හමුවට ගෙන නොයන්නේ මන්දැයි බීබීසී සේවය කළ විමසීමේදී, "පාර්ලිමේන්තුව රටේ උත්තරීතර ආයතනය බැවින් මෙය එහිදී විසඳාගත යුතු ගැටලුවක්" බව ඔහු පැවසීය.
පාර්ලිමේන්තු කල් දැමීම

අවශ්‍ය අවස්ථාවලදී පාර්ලිමේන්තු කල් දැමීම මීට පෙර ද අවස්ථා රැසකදී කර ඇතැයි ජනපතිවරයා විසින් පසුගියදා අග්‍රාමාත්‍යවරයා ලෙස පත්කරන ලද මහින්ද රාජපක්ෂ කොළඹදී පැවසීය.

බදාදා (31) පෙරවරුවේ මුදල් හා ආර්ථික කටයුතු අමාත්‍යවරයා ලෙස වැඩ භාර ගැනීමෙන් අනතුරුව රැස්ව සිටි පිරිස අමතමින් ඔහු ප්‍රකාශ කළේ, "මමත් (පාර්ලිමේන්තුව) කල් දැම්මා," යනුවෙනි.

පාර්ලිමේන්තුව 16 වන දා තෙක් වසා තැබීම නිසා කිසිදු ආකූලතාවක් ඇති නොවන බව මහින්ද රාජපක්ෂ පැවසීය.

"නොවැම්බර් 5 කැඳවන්න තිබුණෙ. 5 වෙනිදා ඉඳලා 16 වෙනිදා වෙනකම් විතරයි කල් දාල තියෙන්නෙ. මමත් කල් දැම්මා. ප්‍රේමදාස මහත්තයත් ඒක කළා."

මේ අතර, ඔහු සඳහන් කළේ, තමන්ට ඕනෑ ම වේලාවක මෙම තනතුරු අතහැර යාමට හැකි බවය.

"මට මේව අත් ඇරල යන එක බොහොම ලේසියි. මම නං පැරදිලා හිනා වෙවී ගෙදර ගියා. ඒත් සමහර අයට එහෙම කරන්න බැරුව අඬ අඬ ඉන්නවා."

නීතිපතිවරයා නිහඬ වෙයි

මේ අතර, ආණ්ඩුක්‍රම ව්‍යවස්ථාව යටතේ අග්‍රාමාත්‍ය ධුරය සහ රජයේ සිදුවූ වෙනසෙහි පවතින නීත්‍යනුකූලභාවය පිළිබඳව නීතිපතිවරයාගේ භූමිකාව අනුව මතයක් ප්‍රකාශ කිරීම යෝග්‍ය නොවන බව නීතිපති ජයන්ත ජයසූරිය, කතානායක කරු ජයසූරියට දැනුම් දී තිබේ.

නීතිපතිවරයා, කතානායකවරයා වෙත යොමු කළ ලිපියක් මගින් ඒ බව දැනුම් දී ඇත. ආණ්ඩුක්‍රම ව්‍යවස්ථාව යටතේ අග්‍රාමාත්‍ය ධුරය සහ රජයේ සිදුවූ වෙනසෙහි පවතින නීත්‍යනුකූලභාවය පිළිබඳව නීතිපතිවරයාගේ මතය විමසා කතානායකවරයා ඔක්තෝබර් 28 වන දා යොමු කළ ලිපියට පිළිතුරු වශයෙන් එම ලිපිය යවා තිබේ.

කෙසේ වෙතත්, ව්‍යවස්ථා විශාරදයෙකු වන ආචාර්ය අසංග වැලිකල මේ ගැන අදහස් පළකරමින් පවසා තිබුණේ, ව්‍යස්ථාවේ "සිංහල සහ ඉංග්‍රීසි පිටපත්වල කිසිදු පරස්පරයක් නොමැති අතර අග්‍රාමාත්‍යවරයා ඉවත් කළ හැක්කේ, විශ්වාසභංගයකින් පමණක් බව එහි සඳහන් වන" බවය.

Sri Lanka AG signals illegal sacking of PM - Update

ECONOMYNEXT - Sri Lanka’s Attorney-General refusing to respond to Speaker Karu Jayasuriya’s query about the legality of Prime Minister Ranil Wickremesinghe's sacking is seen by legal observers as the clearest sign that he does not consider it constitutional.

Soon after President Maithripala Sirisena dismissed Premier Wickremesinghe on Friday and followed it up a day later with a 20-day suspension of parliament, Speaker Jayasuriya sought Attorney General (AG) Jayantha Jayasuriya’s opinion.

In a widely expected move, the Attorney General Jayantha Jayasuriya told the Speaker that he will not give an opinion on who is the legitimate prime minister.





“I have considered the questions set out in your aforesaid letter,” AG Jayasuriya said in his letter released to the media. “Having regard to the role of the Attorney general under the constitution, I am of the view that expressing an opinion on the said questions would be deemed inappropriate.”

The AG’s letter written is legalese and in English it means he can’t offer an opinion that contradicts the position taken by his boss, the President of the republic. Besides, in future litigation, the AG will be compelled to represent the president. The AG’s letter is a major victory for Wickremesinghe and should bolster his campaign to get the parliament suspension lifted soon, legal observers say.

After last weekend's tumultuous events in Colombo, the AG's staff were preparing a response to the Speaker even before AG Jayasuriya returned to the island from a trip overseas.

After poring extensively over constitutional provisions, case law and parliamentary proceedings setting up the unity government, the department was unable to come up with a constitutional justification for the President's action.

The AG's department was in a predicament. By statute, they are expected to defend the actions of the president and appear in court on behalf of the state, therefore the department could not issue an opinion trashing the president in public.

"By not responding to the Speaker’s query, the department is signalling that it does not agree with the president’s stand," one legal observer said. "If they supported the actions of the president, there would have been no problem in issuing a statement straight away."

It is understood that the AG decided not to make his stand known because, eventually, he would be expected to defend the President’s position however much he disagreed with it.

Besides, the AG’s department was not consulted by the president before sacking Wickremesinghe, although the president repeatedly declared that his actions followed consultations with unspecified legal experts.

While AG Jayasuriya was away, Acting AG Dappula de Livera responded to a query from the Speaker, according to Mahinda Samarasinghe who disclosed the fact at a press conference on Tuesday.

The Speaker had asked the AG about the constitutionality of the controversial actions already taken by the President. De Livera sidestepped the issue. His response was a brief e-mail referring to the fait accompli -- the sacking of Wickremesinghe and the appointment of Mahinda Rajapaksa through two gazette notifications.

He did not give an opinion, but merely pointed to Article 48 (1) of the constitution which discusses the only three circumstances under which a new Prime Minister could be appointed – i.e. when the incumbent resigns, dies or ceases to be a member of parliament.

The circumstances of removing Ranil Wickremesinghe did not fall within any of the situations envisaged by Article 48 (1). (COLOMBO, October 31, 2018 - Updated with AG's letter)

එම පක්ෂයේ පාර්ලිමේන්තු මන්ත්‍රී නීතිඥ අජිත් පී පෙරේරා පැවසුවේ, එක්සත් ජාතික පක්ෂය සිකුරාදා පාර්ලිමේන්තුව රැස් කරන ලෙස ඉල්ලා සිටිය ද, 5 වෙනි දා හෝ එය විවෘත කිරීම සතුටට කරුණක් බවය.

"අපිට මන්ත්‍රීවරුන් 124 දෙනෙකුගේ සහය තියෙනවා. අපි පාර්ලිමේන්තුවේ බහුතර බලය තියෙන බව සඳුදා ඔප්පු කරනවා," ඔහු ප්‍රකාශ කළේය.

මේ වන විට එක්සත් ජාතික පක්ෂයට සහය දුන් මන්ත්‍රීවරුන් 5 දෙනෙකුගේ සහය ලබා ගැනීමට මහින්ද රාජපක්ෂ පාර්ශ්වය සමත් වී ඇති අතර, පාර්ලිමේන්තුවේ බහුතර කැමැත්ත පෙන්වීම සඳහා ඔහුට තවත් මන්ත්‍රීවරුන් 12 දෙනෙකුගේ සහය අවශ්‍ය වී තිබේ.

Ranil trying to internationalize recent Sri Lanka events: ex-diplomat

ECONOMYNEXT - Sri Lanka's Ranil Wickremsinghe, who was sacked in controversial circumstances is trying to internationalize events political crisis in the country, which will pave the way for external intervention, a former diplomat has said.

Wickremesinghe met mainly Western diplomats at his residence in Colombo, shortly after the political crisis began.

"The purpose was to agree on a narrative to legitimize external intervention, adding to and reinforcing arguments underlying human rights resolution 31/1 and the application eventually of the controversial term known as the responsibility to protect," Tamara Kunanayakam, a former Sri Lanka representative to the United Nations told reporters in Colombo.

"It is unprecedented that after the day after the president removed him and a new prime minister was sworn in, foreign envoys took a collective decision to meet formerly and jointly with an ousted prime minister in an office that was no longer his."

Kunanayakam works for an organization called 'Eliya' which is connected to ex-Defence Secretary Gothabaya Rajapaksa's political campaign.

"If an explanation was sought as to the situation in the country, the normal channel of communication for a foreign envoy was the foreign secretary," she said.

"Instead they met an ousted Prime Minister and together retained a common narrative of events which was then repeated in a coordinated manner in public statements, joint statements by the governments, by their allies, by international institutions they control and their NGOs, and then globally relayed by the mainstream international media."

Sri Lanka had postponed provincial elections for three years but no Western government had protested, she said. There was also a massive financial scam in the country, she said.

Sri Lanka crisis: president's party u-turns on parliament suspension

AFP - The Sri Lankan president's party on Thursday reignited a constitutional crisis over which of two rival prime ministers heads the government by insisting that parliament will remain suspended.



A spokesman for President Maithripala Sirisena's party announced the new u-turn just hours after Sirisena told diplomats in Colombo that parliament would be allowed to meet on Monday.

Sirisena set off the crisis last Friday by sacking Ranil Wickremesinghe as prime minister and bringing in former strongman leader Mahinda Rajapakse. Wickremesinghe refused to accept the dismissal and the president suspended parliament.

The announcement of a Monday meeting had boosted hopes that lawmakers would be allowed to vote on which of the arch-foes they support. Rajapakse had also told a meeting of academics in Colombo that the legislature will be recalled on Monday.

But at the end of the day, Sirisena party spokesman Mahindananda Aluthgamage told reporters parliament will only reconvene on November 16 in line with the early suspension order. "On Monday we will have a mass rally near parliament."

In parallel, the Rajapakse administration announced measures to reduce personal and corporate taxes and cut the price of fuel and several commodities. Observers said this could be an attempt to win over the population.

The renewed suspension still came as a new bombshell in the dispute which will mark one week with much of the government paralysed.

Parliament speaker Karu Jayasuriya warned this week that delaying the reopening of parliament could lead to a "bloodbath" on the streets. One activist has already been killed in fallout from the tensions.

Sirisena agreed to lift the suspension in a meeting late Wednesday with Jayasuriya, according to officials. But the speaker's staff said no written notification of the deal was ever sent.

The crisis has put the country on edge, threatens to polarise voters and also caused international concern.

Sirisena insists his actions were legal but Jayasuriya, who holds the third most powerful state post, has refused to defend the president's manoeuvres.

Attorney General Jayantha Jayasuriya has also cast doubt on the legality of Sirisena's moves, increasing pressure on the president.

Foreign Pressure

Colombo-based Western diplomats have made it clear that they were unwilling to recognise the new administration, diplomatic sources said.

The United States, neighbouring India and Sri Lanka's key financial backer China have called on the rivals to peacefully resolve the crisis.

Wickremesinghe has remained bunkered in the prime minister's official residence in Colombo with hundreds of his followers camped outside.

He has repeatedly demanded that the legislature be recalled for him to prove his majority in the 225-member assembly.

Rajapakse, whose decade as president up to 2015 became known for corruption allegations and the brutal ending of the Tamil civil war, is working out of a separate building that is officially the prime minister's offices.

The 72-year-old has named a small ministerial team of 12 and addressed bureaucrats at the finance ministry on Wednesday. He added another 14 ministers on Thursday night.

The two rivals are also jockeying for power behind the scenes, battling to tempt lawmakers from opposing sides to bolster their numbers for when a vote is held.

Both sides have asked legislators on foreign visits to return home immediately.

Rajapakse has given five legislators from Wickremesinghe's party ministerial positions in his cabinet after they defected.

Wickremesinghe has convinced at least two lawmakers from Sirisena's camp to join his United National Party.

According to the latest counts, Wickremesinghe has 104 MPs while Rajapakse and Sirisena together have 99. A majority of the 22 remaining MPs are expected to back Wickremesinghe, observers said.

Even if the crisis is patched up, observers are worried about how the country will go into a presidential election scheduled for next year and legislative polls in 2020.

"The struggle for power jeopardises progress on reforms, ethnic reconciliation, and prospects for peaceful and fair elections in 2019," said the International Crisis Group think tank.

It has called on the United States, European Union and other key nations to put more pressure on Sirisena to end the battle.

Sri Lanka rivals target defectors amid bribery claims

AFP - Attempts to win over MP defectors intensified in Sri Lanka's constitutional crisis Saturday amid growing pressure to let the suspended parliament hold a vote on the two rivals who each claim to be prime minister.

Ousted premier Ranil Wickremesinghe has refused to accept his surprise sacking by President Maithripala Sirisena, who named former strongman president Mahinda Rajapakse in his place.

Rajapakse has eaten into Wickremesinghe's majority amid warnings from pro-democracy and anti-corruption groups about the tactics being used.

A member of Wickremesinghe's United National Party, S.B. Nawinna, defected on Friday night and was rewarded with the cultural affairs portfolio in Rajapakse's government.

A deputy from a Tamil party supporting Wickremesinghe also switched sides and was made a deputy minister.

"We are expecting a few more defections on Saturday," a source close to President Sirisena said.

Wickremesinghe has remained in the official prime minister's residence since his sacking on October 26.

He claims to have majority support in the 225-member parliament but is still seeking to woo MPs from the Sirisena-Rajapakse camp, his aides said.

According to latest counts, Wickremesinghe has 103 MPs while Rajapakse and Sirisena together have 100. Most of the 22 remaining MPs are expected to back Wickremesinghe, observers said.

Huge amounts are reportedly being offered to defectors.

A UNP stalwart, Range Bandara, said this week he was offered $2.8 million to cross over and support Rajapakse.

A pro-democracy movement urged MPs not to sell their votes and undermine the will of the people.

"We appeal to you not to allow parliament to be put up for sale. You have a responsibility to prevent Sri Lanka from being plunged further into a moral and ethical political abyss," the Movement for Democracy said.

The Transparency International anti-graft watchdog highlighted the country's Bribery Act which made accepting and offering inducements a jailable offence.

The president suspended parliament for 20 days in a move to forestall a parliamentary vote that would have gone against his choice for prime minister.

But parliament speaker Karu Jayasuriya has called a meeting for next Wednesday. The president has ordered parliament closed until November 16.

"We believe that the proroguing of parliament is to gain time to buy over sufficient cross overs," the Movement for Democracy said.

It expressed alarm at ministerial positions being given for changing political loyalties. "We demand a stop to this culture of buying and selling votes," the group said.

The minority Sri Lanka Muslim Congress (SLMC) party, which has seven lawmakers, said its members had also rejected offers to join the Sirisena-Rajapakse camp.

SLMC leader Rauff Hakeem said the political horse-trading made an early parliament meeting even more important.

Meanwhile, United Nations Secretary General Antonio Guterres joined international calls for Sirisena to end the suspension of parliament.

The UN chief told Sirisena he was following the crisis in Sri Lanka "with concern," and "urged the president to revert to parliamentary procedures and allow the parliament to vote as soon as possible," a UN statement said.

Sri Lanka's ousted PM says time running out to avert 'bloodbath'

AFP - Sri Lanka's sacked prime minister Ranil Wickremesinghe has warned time is running out to avert a "bloodbath" while voicing hope that parliament will resolve a damaging constitutional crisis in the coming days.

Wickremesinghe, who has been holed up at the prime minister's official residence for more than a week as thousands of supporters gather outside, told AFP in an interview that "desperate people" could cause chaos on the Indian Ocean island.

The 69-year-old was sacked out-of-the-blue on October 26 by President Maithripala Sirisena, with domineering former president Mahinda Rajapakse named in his place.

However Wickremesinghe refused to accept his dismissal and has not left the sprawling colonial-era Temple Trees residence -- where Buddhist monks now chant prayers outside -- since.

Sirisena also suspended parliament in an apparent bid to prevent opposition to his move, deepening the turmoil that has seen at least one man killed in a shooting last weekend linked to the power struggle.

"We will be calling on our people not to resort to violence," Wickremesinghe said late Friday. "But you don't know what arises in a situation like this.

"A few desperate people can start off a bloodbath."

His comments echoed the fears of parliament speaker Karu Jayasuriya who warned of bloodshed on the streets if a vote is not held by lawmakers to decide between the two leaders.

Wickremesinghe, head of the United National Party, already the biggest group in parliament, has also called for such a vote and is trying to rally allies to the cause.

But stopping parliament from meeting has given Rajapakse -- still popular despite his strongarm tactics to end the country's Tamil civil war and corruption allegations -- more time to try to win support.

Wickremesinghe said he hoped the showdown could be ended peacefully and expressed optimism that a solution to the crisis would soon be found.

"I feel parliament is going to prevail finally. This can't take too long. I would say in a week to 10 days at the most," he said, adding the priority was to establish parliament's "supremacy".

Wickremesinghe said two smaller parties -- the Marxist Janatha Vimukthi Peramuna and the Tamil National Alliance -- were backing his call for the legislature to meet despite obstacles placed by Sirisena.

The two parties signed a petition to the parliament speaker on Friday demanding the reconvening of the 225-member assembly on November 7.

"A majority of parliament has said all these actions (of the president) are not legitimate and not in accordance with the constitution," said Wickremesinghe.

A majority of legislators want Sirisena to end the suspension of parliament by Wednesday and any delay is "against the wishes of all the parties", according to the embattled Wickremesinghe.

Apart from political pressure on Sirisena, civil society groups are also stepping up agitation to ensure the constitution is respected, Wickremesinghe said.

After sacking his prime minister, Sirisena addressed the nation and lambasted Wickremesinghe, saying they could not work together because of serious personal and cultural differences.

A divorce of their coalition was inevitable after just over three years, Sirisena said. Wickremesinghe had expected a confrontation but not the sack.

"We knew there would be problems by somewhere in November, but it came a bit sooner than I thought," he added.

Sirisena accused Wickremesinghe, a trained lawyer who favours a liberal economy, of being dictatorial and ignoring the president in cabinet.

Wickremesinghe hit back saying their personal rivalry was not an excuse for a constitutional war.

"The constitution doesn't make provisions for personality clashes," he said. "In cabinet there are people you like and you may not like."

Wickremesinghe is from an elitist family with an urban upbringing, poles apart from Sirisena who is from a modest rural farming family.

They made common cause to end Rajapakse's decade in power in a 2015 presidential election but have drifted apart since over economic policy and day-to-day decisions.

Sirisena has also accused Wickremesinghe of being an autocratic leader of the UNP.

"He is not a member of the UNP," Wickremesinghe hit back. "He can say whatever he wants."

Sri Lanka Parliament not for sale: rights group

ECOMYNEXT - A rights group on Saturday urged member of Sri Lanka’s parliament not to sell their votes to settle the power struggle between Ranil Wickremesinghe and Mahinda Rajapaksa.

The Movement for Democracy asked MPs not to undermine the will of the people and democracy by falling victim to the bribes offered to change their vote.

The group said the sacking of Wickremesinghe as prime minister and replacing him with Rajapaksa as well as the suspension of parliament till November 16 were illegal and unconstitutional.

“We are outraged that our political leaders have shown no regard for democratic norms and urge you, the Members of Parliament to uphold the integrity of our democracy,” the group said in a statement.

“We hear that the inducements of financial rewards range in the millions. We are deeply distressed to witness ministerial positions being awarded on the basis of changing political loyalties.”

The statement came a day after United National Party MP, Range Bandara alleged that he was offered 500 million rupees and the Law and Order portfolio to cross over.

Sri Lanka Muslim Congress (SLMC) leader Rauff Hakeem said MPs were being bought and sold “like in a market” and it had tarnished the image of all honourable members of the House.

He urged President Sirisena to end the suspension of parliament immediately.

Another UNP deputy minister Ranjan Ramanayake accused China of funding the purchase of MPs to support Rajapaksa, but Beijing has denied the allegation.

UN Chief urges Sri Lanka president to allow parliament vote

ECONOMYNEXT - United Nations said its Secretary General Antonio Guterres has expressed concern on Sri Lanka's political crisis and urged President Maithripala Sirisena to allow parliament to vote and uphold human rights during a telephone call.

"The Secretary-General urged the President to revert to Parliamentary procedures and allow the Parliament to vote as soon as possible," the UN said in a statement.

"He encouraged the Government to uphold its earlier commitments to human rights, justice and reconciliation, in line with Human Rights Council resolutions."

The UN chief had also offered help in resolving the crisis.

"The Secretary-General informed the President that he was following the latest developments in Sri Lanka with concern and offered assistance in facilitating a dialogue with all the parties to resolve the situation," the statement said.

"He emphasized the Government’s responsibility to ensure peace, security and respect for the rule of law."

Sri Lanka legislator says offered Rs500mn to crossover

ECONOMYNEXT - A Sri Lanka legislator from the United National Party had told Speaker Karu Jayasuriya during a meeting at Parliament that he was offered 2.9 million US dollars (500 million rupees) to crossover, colleague Harsha de Silva said amid an ongoing political crisis.

De Silva tweeted that Range Bandara, who was a State Minister, was offered 2.8 million US dollars to crossover.

"This is first time bribing MPs to cross has been publicly divulged," de Silva said in a twitter.com message.

"He said will go to Bribery Commission."

He said a majority of members had pointed out to him that recent events were unconstitutional and against the traditions of the country and had asked for the situation before the crisis (state quo ante) to be recognized.

Until a group "demonstrates a majority in parliament I re-iterate that I am compelled to recognize the situation that prevailed earlier," Jayasuriya said I a statement issued in Sinhalese.

He said he cannot stay silent as there are report of state agencies being taken over forcibly and legislators being given inducements to change sides.

Sri Lanka facing economic risks amid political turmoil: Mangala

ECONOMYNEXT - Sri Lanka's economy is facing stock and bond outflows, which can increase risks to the rupee and interest rates amid bond outflows, Mangala Samaraweera who was controversially sacked as Finance Minister has warned.

Samaraweera said there were 4.0 billion rupees of foreign outflows from the Colombo Stock Exchange in the four days to Thursday compared to 6.1 billion rupees for the entire year.

"Foreigners are selling out rapidly due to a sharp drop in confidence in Sri Lanka’s economic management," Samaraweera said in a statement.

"These outflows are putting major pressure on the Sri Lankan rupee in an already fragile global economy."

The yield on a sovereign bond maturing in January 2019 had risen to 9.9 from 5.6 percent, he said.

"This means Sri Lanka’s external borrowing costs will almost double," he said.

Samaraweera said if Sri Lanka cannot meet external obligations, the rupee could fall further. He said in Argentina which made a number of policy errors "interest rate just reached 74 percent, inflation is 22 percent, and the Peso depreciated 115 percent this year.

"As a result of the accelerated foreign sales of Sri Lankan debt and equity, there will be significant pressure on the value of the rupee and will cause domestic interest rates to spike," he claimed.

He said the rupee was being defended, at the moment which will result in a loss of reserves.

"Unfortunately, the blatantly undemocratic, unconstitutional measures by this illegal regime have put at risk our hard won access to the EU market through the GSP + scheme," he said.

"If we lose this market we will severely undermine our fishing & seafood sector and apparel sector, which were making strong inroads into the world’s largest single market."

"A return to inward looking, protectionist, regressive policies will put us back on the fast lane to economic crisis."

He said rating agencies have already given warnings. The recent tax cuts announced may further hurt state finances.

Sri Lanka President recalls parliament on November 14

AFP - Sri Lanka President Maithripala Sirisena announced Sunday that parliament would reconvene a week later than expected, prolonging a bitter power struggle that has crippled the country.

Sirisena had on Friday promised that he would recall parliament on Wednesday to decide between two rivals claiming the lawful right to head Sri Lanka's government.

The nation of 21-million has been gripped by constitutional turmoil since Sirisena sacked his former ally, prime minister Ranil Wickremesinghe, and his cabinet on October 26 -- appointing former president Mahinda Rajapakse in his place.

Sirisena shut the legislature a day after the sacking, preventing a vote demanded by Wickremesinghe to prove his majority.

On Sunday the expected recall was pushed back until November 14.

"I do by this Proclamation summon Parliament to meet at the Chamber of Parliament… on the Fourteenth day of November, 2018 at 10.00 am," Sirisena said in an official proclamation.

The United Nations had led a chorus of international voices demanding an early resumption of parliament to end the constitutional crisis that has paralysed the administration and caused economic upheaval.

Wickremesinghe says his dismissal was illegal as he commands a greater majority in parliament than former strongman Rajapakse.

Sunday's announcement by Sirisena came as the country's main Tamil party urged him to end the worsening political crisis.
- 'End the crisis' -

The Tamil National Alliance (TNA) could tip a vote to decide between the two rivals and has already said it would vote against Rajapakse in a no-confidence motion when parliament reconvenes.

Both men have been marshalling numbers behind the scenes, worrying civil society groups who protested Sunday in the capital Colombo against the horse-trading.

TNA legislator Dharmalingam Sithadthan said the president had called the Tamil legislators to a meeting Wednesday -- the same day parliament was originally expected to reconvene.

"We have asked the president to immediately call parliament and end this crisis," TNA legislator Dharmalingam Sithadthan told AFP.

Wickremesinghe's United National Party (UNP) risks losing legislators to Rajapakse's camp as the days drag by.

Some members of his party have alleged they were offered portfolios and huge amounts of money to switch allegiances.

Seven MPs have already switched sides and been granted portfolios under Rajapakse's new administration.

The Sunday Times of Colombo newspaper described the sacking of the prime minister as "sheer political expediency" and outside the law.

The state-run Sunday Observer, now controlled by Rajapakse loyalists, defended the change of government but acknowledged the crisis should be resolved.

According to latest counts, Wickremesinghe now has 102 MPs from the 225-seat assembly after another defection while Rajapakse and Sirisena also have 102.

Most of the remaining 21 MPs -- including the TNA -- are set to oppose Rajapakse, observers said.

The Sri Lanka Muslim Congress (SLMC) party, which has seven lawmakers, said its members had also rejected offers to join the Sirisena-Rajapakse camp.

Meanwhile, thousands of supporters continue to occupy Wickremesinghe's official residence saying they would resist any move by Sirisena to evict their prime minister.

President suffers first major setback in ‘coup’

ECONOMYNEXT - President Maithripala Sirisena suffered a crucial setback Tuesday when a person appointed as a deputy minister defected to the United National Party reversing a string of crossovers and raising serious doubts about the viability of his disputed government.



Manusha Nanayakkara, who on November 1 was sworn in as deputy minister of Labour and Foreign Employment, did a back flip saying he accepted Speaker Karu Jayasuriya’s position that Mahinda Rajapaksa was not the legitimate prime minister.

The latest defection came hours after Sirisena announced publicly that people should not doubt his majority – 113 in the 225-member legislature. By his own count, Sirisena is now down to 112 with the defection of Nanayakkara.

“Amidst the thundering applause of the massive crowds, the President also said that the new government headed by him without any doubt would have a majority of 113 in Parliament,” the president’s office said Tuesday releasing a report on his speech at a mass rally near parliament on Monday.

There had been media reports that MPs were offered up to 500 million rupees and an apartment in Malaysia to defect to the Sirisena-Rajapaksa camp.

A deputy minister under Wickremesinghe, Ranjan Ramanayake, accused China of bankrolling Rajapaksa’s alleged buying of MPs, but the Chinese embassy vehemently denied the charge.

Nanayakkara noted that not a single country had recognized the government Sirisena controversially installed on October 26. Controversially sacked Wickremesinghe insists that he is still the prime minister, a position endorsed by the Speaker.

The Attorney-General Jayantha Jayasuriya too has refused to publicly endorse the actions of the President who had failed to consult the Attorney General’s department before carrying out his actions on the night of October 26.

Sirisena had also issued a backdated gazette, a move that raises doubts about the legality of the exercise.




There was no immediate reaction to Nanayakkara’s defection from the Sirisena - Rajapaksa camp.

UNP's Ajith Perera told reporters more defections are expected to follow.

Wickremesinghe’s State Minister of Finance, Eran Wickramaratne, said Sirisena had been blocking corruption and murder investigations against members of the former Rajapaksa regime.

He said the Constitutional Council’s rejection last month of Sirisena’s nomination of a corrupt Rajapaksa loyalist judge to the Supreme Court also angered the president and precipitated the constitutional coup.

Global stocks mixed as investors await pivotal US election

AFP - European stock markets slipped Tuesday on trepidation over US midterm elections seen as a referendum on Donald Trump's presidency, while US markets rose after a quiet session.

Key European markets were down by as much as one percent at the close, while Wall Street reversed early declines to post solid gains.

The S&P 500 ended up 0.6 percent. But trading volume was light as investors refrained from placing bets ahead of key election returns, which polls indicate are likely to show Democrats taking control of one house of the legislature.

Conventional market wisdom says that equity prices should fall if the Republicans lose both chambers of Congress, and should rise if they retain both, dealers said.

"It's not a surprise to see a mixed picture across global equity markets... as investors are very much in a 'wait-and-see mode' ahead of today's US midterm elections," noted Oanda analyst Dean Popplewell.

At stake are all 435 seats in the House of Representatives, 35 seats in the 100-member Senate, 36 governor's posts and seats in state legislatures across the country.

Polls are showing the voting is most likely to yield a Democratic win in the House of Representatives and a Republican victory in the Senate, but the margins are very close in many states.

That outcome is not expected to undo Trump's tax cuts and efforts to roll back regulations, initiatives investors have praised. Nor would it reverse Trump's aggressive efforts to remake international trade, a source of unease for investors.

However, a Democratic victory in either house would likely lead to extensive investigation of Trump's administration, creating new roadblocks for his agenda.

The vote represents the first major electoral test for Trump since he took the White House two years ago and embarked on an "America First" agenda that has split opinion across the country and globally, marked by aggressive trade confrontations.

A surprise outcome in either direction could lead to major market swings, including in the foreign exchange market. The dollar fell modestly on Tuesday against the euro.

"Today's vote wields the potential to shape the outlook for the president's growth-positive agenda that in turn has been positive for the greenback," said Joe Manimbo, senior market analyst at Western Union Business Solutions.

"The dollar would be vulnerable to a meaningful retreat from recent 16-month highs if the election outcome poses a threat to the president's agenda."
